3. Methodology
3.1 Measurement Equipment
The following equipment was used to measure existing noise levels:
Five ARL EL316 Environmental Noise Loggers (serial numbers 16-306-005, 16-207-011,
16-306-012, 16-707-010 and 16-004-037);
BSWA Technology Co. Ltd Sound Calibrator (Serial number 44095);
RION NA-28 Sound Level Meter (Serial number 01060055);
RION NC-74 Sound Calibrator (Serial number 35073393).
Equipment was calibrated by a NATA accredited laboratory. Certification is held and available on
request. Instrument calibration was checked before and after the monitoring sessions with no
significant drift from the reference signal.
3.2 Unattended Noise Monitoring
The individual residences surrounding the site are believed to be experiencing differing ambient
noise levels. This is due to the proximity of the surrounding road network and existing
commercial/retail activities. As a result two unattended ambient noise monitoring locations were
selected to obtain an accurate representation of the ambient noise levels for residential receivers
surrounding the site. The unattended noise monitoring locations are shown in Figure 3.
3.2.1 ‘A’ Weighted – Unattended Ambient Noise Measurements
ARL EL316 noise monitors were located in the front yard of 7 Coral Tree Avenue and in the front
yard of 22 Wyandra Street. The microphones were in free field locations, approximately 1.4
metres above ground surface level. The locations were selected as they are representative of
ambient noise levels experienced by existing residents.
The noise monitors were set to measure noise levels from the 21st to the 30th of November, 2012
as follows:
‘A’ weighting;
‘Fast’ response; and
15 minute statistical interval.
Measurements were conducted generally in accordance with Australian Standard AS1055:1997
Acoustics – Description & Measurement of Environmental Noise.

3.2.2 ‘C’ Weighted – Unattended Amplified and Live Entertainment Ambient
Noise Measurements
Noise monitoring (with additional monitors) was also conducted to measure the existing C-
weighted ambient noise levels. The monitors were placed in the same locations as per Section
3.2.1. The microphones were in free-field locations, approximately 1.4m above ground surface
level.
The noise monitors were set to measure noise levels from the 21st to the 30th of November, 2012
as follows:
‘C’ weighting;
‘Fast’ response; and
15 minute statistical interval.
Measurements were conducted generally in accordance with Australian Standard AS1055:1997
Acoustics – Description & Measurement of Environmental Noise.
3.2.3 Onsite Activity Noise Measurements
Noise levels associated with typical onsite activities have been taken from previous investigations
conducted by TTM. All measurements were conducted in accordance with AS/NZS 1055:1997
‘Acoustics – Description & Measurement of Environmental Noise’ (AS1055).
3.2.4 Attended Ambient Noise Measurement Procedure
Attended noise measurements were conducted on the 4th and 5th of December, 2012 to establish
the night time octave band noise criteria for Liquor Licensing purposes. Measurements were
conducted in the front yard of 7 Coral Tree Avenue and in the front yard of 22 Wyandra Street.
The measurements were taken between 11.00pm and 1.00am as follows:
“Linear” in octave bands;
“Fast” response; and
5 minute statistical interval.
3.2.5 Unattended Road Traffic Noise Measurements
An unattended noise monitor was placed at the edge of Pinaroo Rotary Park to measure existing
road traffic noise levels from Noosa Road. The monitor was located approximately 11 metres
from the nearest lane of traffic, in a free-field position, and had an unobstructed line of sight to
the road. Noise levels were measured between the 30th of November and the 5th of December
2012, as follows:
“A” weighting,
“Fast” response, and
15 minute statistical interval.

4. Noise Criteria
4.1 Noise Produced by the Development
The proposed development shall be assessed against the Environmental Protection (Noise) Policy
2008 (EPP 2008) and components of the EPA Ecoaccess Guideline: Planning for Noise Control.
Details of the assessed noise limits are presented in the following sections.
4.1.1 EPP (Noise) 2008
4.1.1.1 Acoustic Quality Objectives
Table 1 below presents the acoustic quality objectives at noise sensitive receptors as detailed in
Schedule 1 of the EPP2008.
Table 1: Acoustic Quality Objectives at Noise Sensitive Properties

Night (10pm – 7am) 30 35 40
4.1.1.2 Background Creep
EPP2008 states that noise from an activity that varies over time measured by LAeq,adj,T, must not be
more than 5 dB(A) greater than the existing acoustic environment measured by LA90,T.
Noise from steady-state (continuous) activities that are measured by the LAeq,adj,T, must not exceed
the existing acoustic environment measured by LA90,T.
In accordance with the Environmental Protection Regulation 2008, the time period (T) is
considered to be a time interval of at least 15 minutes, or if the noise continues for less than 15
minutes, the duration of the noise source.
Table 2 (over the page) presents the noise level targets based on the results of ambient noise
monitoring.

*Receiver 1 comprises of dwellings located in Coral Tree Avenue. Receiver 2 is dwellings located in Wyandra
Street, and Receiver 3 is the proposed on-site residential building.
4.1.2 Sleep Disturbance
Sleep disturbance criterion levels are taken from the EPA Ecoaccess Guideline: Planning for Noise
Control (PNC). As a rule in planning for short-term or transient noise events, the indoor sound
pressure level should not exceed approximately 45 dB(A) Lmax more than 10-15 times per night.
The corresponding external noise level from the PNC, assuming partially closed windows, is 52
dB(A) Lmax, measured in the free field (4m from the façade of a building).
4.1.3 Mechanical Plant
Assessment of mechanical plant is pursuant to the noise requirements of EPP 2008 Background
Creep (steady-state) and potentially the EPA Ecoaccess Guideline: Planning for Noise Control.
The Ecoaccess Guideline: Planning for Noise Control recommends that a criterion is set based
upon background noise planning levels for the applicable receiver land use. Table 1 and Table 2 of
the guideline have been referred to in establishing the Ecoaccess criteria.
The design levels for both criteria are presented in Table 3 over page. To achieve a reasonable
balance between satisfying noise limits and the cost of achieving the noise limits, we recommend
that the EPP2008 Background Creep is a suitable criterion.

The allowable noise levels are quoted as a total measured level, not a component level; hence, all
plant must be included in the assessment. By designing plant to a total level rather than a
component level, the additive effect of multiple plant is taken into account.

4.2 Amplified Music and Live Entertainment
Noise emanated by licensed premises is regulated by Office of Liquor and Gaming Regulation
(OLGR). The noise limit criteria applied to provision of amplified entertainment is contained in the
Liquor Act 1992 (Section 187), and the subordinate Regulation (Section 28) with a technical
guideline produced by the Department for Acoustic Assessment.
Section 187(1) of the Act states that if unreasonable noise is emitted by a licensed premises, an
investigator may give written notice that the unreasonable noise be stopped, reduced to
reasonable levels, or the premises be closed. A definition of unreasonable noise is set within the
Liquor Regulation 1992, and is as follows:
“28 Unreasonable Noise-Act, s187(5)
For section 187 of the Act, the limits for noise are-
(a) between 6 a.m. and 10 p.m. – the adjusted maximum sound pressure level LA10, plus
adjustments for tonal and impulse components, exceeding the background level LA90 by
more than 10dB(A); or
(b) between 10 p.m. and 6 a.m. – the sound pressure level LOCT10, in a full octave band with
centre frequencies from 63 HZ to 2000 HZ, exceeding the background level LOCT90 by
more than 8dB in any octave band.”
The guideline for assessment of noise impacts require measurements be conducted in “C”
weighting, rather than the “A” weighting required in the Regulation. This is to focus on the lower
octaves register of the noise (e.g. ‘bass’ frequencies), which is often the problem associated with
provision of indoor amplified music.
The measured broadband and octave band ambient noise levels are presented in Table 4 and
Table 5. Graphed results of unattended noise monitoring period are presented in Appendix B. The
octave band noise results are based upon measured levels conducted between 11:00pm
and1:00am.

Based on the measured ambient noise levels, the noise criteria for amplified music before and
after 10pm are presented in Table 6 and Table 7 respectively.

In all cases the typical minimum noise level was used to determine the representative background
noise level and criteria levels. This allows a conservative estimate of noise impacts, and excludes
the effect of periods of raised background noise levels due to extraneous noise from transient
noise sources.

4.3 Road Traffic Noise
4.3.1 Internal Noise Limits
There is no specific road traffic noise criterion in the Noosa Plan 2006. Therefore reference is
drawn to the Maroochy Plan 2000 Planning Scheme Policy No. 7 – Acoustic Environment
Assessment.
The policy requires that internal noise levels of all dwellings achieve those specified in AS/NZ 2107
Acoustics – Recommended Design Sound Levels and Reverberation Times for Building Interiors.

5. Environmental Noise Assessment
This section presents the analysis and results of noise from the development at the nearest noise
sensitive receivers.
5.1 Application 1 – Coles Expansion and Refurbishment
The proposal is for the internal refurbishment and expansion of an existing Coles tenancy. The
vehicular access, loading dock and car parking shall remain as per the existing outdoor layout with
hours of operation also to remain unchanged.
As a result, it is predicted that surrounding noise sensitive receivers will not experience increased
noise impacts as a result of the internal refurbishment and expansion of an existing Coles
supermarket.
It is noted however that, should mechanical plant be relocated or new plant installed, a detailed
mechanical plant assessment should be carried out by a suitably qualified acoustic consultant
once equipment selections are determined. Noise levels should be designed to achieve
compliance with the criteria outlined in Section 4.1.3.
5.2 Application 2 – Specialty Retail, Accommodation, First Choice
Liquor, Hotel, and Commercial
5.2.1 Noise Source Levels
Table 9 presents the potential noise sources and the respective measured noise levels in LAeq,T,

*includes 5 dB(A) adjustment to account for tonal noise characteristics in accordance with AS1055.
5.2.2 Parameters for typical usage
The following parameters were used for noise calculations:
a) Car movements are predicted from the nearest car parking areas. Calculations are based
on a peak hour traffic generation rate of approximately 422 vehicles per hour as
determined in the TTM traffic engineering assessment;
b) Car door closures are predicted from the nearest relevant car parking area. Noise
predictions allow for 2 car door closures for each vehicle movement;
c) Car engine starts are predicted from the nearest relevant car parking area. Noise
predictions allow for 1 engine start per vehicle movement;
d) Voices (conversation) are predicted from the nearest alfresco area. Calculations are based
on voice conversations occurring 50% of the time;
e) Truck movements and reverse alarms are predicted from the nearest relevant location
within the site (i.e. access areas or loading bays). Calculations are based on 10 heavy
vehicle deliveries in any 1 hour period;
f) Waste bin lid slamming predicted from the nearest refuse area. Calculations are based on
10 events occurring in any 1 hour period. A similar noise source level could also be
expected for sources such as dropping glass rubbish into the bins;
g) Waste collection is predicted from the loading zones. Calculations are based on 2 events
in any 1 hour period;
h) Noise sources predicted from the nearest and worst case location in relation to the
receivers. It is expected that the noise source may not always occur at these worst case
positions.
Noise levels for voice are based on published data contained in Harris CM, Handbook of Acoustical
Measurements and Noise Control – 3rd ed. Ch 16.3, Mc Graw-Hill Inc. The average A-Weighted
Sound Levels (long term averages) of speech for different individual vocal efforts under quiet
conditions at a distance of 1 metre are as follows:

7.3 Noise Model
7.3.1 Noise Modelling Parameters
Road traffic noise predictions were conducted using SoundPLAN, a CoRTN based noise modelling
program. The basis of the SoundPLAN model was as follows:
Noosa Drive Speed Limit: 60km/h
Noise Source Height above grade: 0.5m
Assumed Ground Floor Pad Level: 21.00m AHD
Floor Receiver Height: 1.8m above assumed floor level
Floor Height: 3.0m
Façade Correction: +2.5 dB(A)
The road heights for Noosa Drive were obtained from existing site surveys and interpretation of
Google Earth.
7.3.2 Noise Model Verification
To verify the road traffic noise model, the LA10,18hour noise level at the monitoring position is
calculated (using SoundPLAN) and compared to the measured level as presented in Table 26. The
noise monitor was in a free-field location and therefore the predicted level is shown as free-field.
Table 26: Comparison of Measured and Predicted Road Traffic Noise Levels
Measured LA10,18Hour Predicted LA10,18Hour Required Correction
64.0 64.1 0
The CoRTN methodology allows a maximum deviation of 2dB(A) from measured levels. As the
modelled levels are within the allowable tolerance of 2dB(A) of the measured levels, no
correction was applied.

8. Recommendations
8.1 Management Strategies for On-site Transient Noise
The following management strategies are recommended to be implemented to minimise noise
annoyance:
Waste removal should be between the hours of 7am - 6pm, where possible;
Surface finish of drive way for grade should be low-squeal i.e. no polished or painted
concrete etc;
No metal speed bumps, and should be built into the finished surface of the car park;
Any grates or other protective covers in the car parks and access driveways must be rigidly
fixed in position to eliminate clanging. And be maintained.
8.2 Amplified Music and Live Entertainment
A summary of the recommended noise levels for each area and time period is provided for the
operation of the tavern as follows:
Table 28: Amplified Music and Entertainment Noise Limits
Time Period Location Noise Limit dB(C) at 3m from the speakers
Amplified music

Before 10pm
Amplified music

Amplified music
103
After 10pm inside the hotel
(and before 2am) Amplified music

Notes:
To utilise the above the noise limit for music inside the hotel, all external windows and doors are
to be closed during periods of amplified music or live band performances. The noise limits assume
that the predicted 22 dB attenuation for indoors to outdoors is achieved.
The stated noise limits are 3m from the speakers.
The above noise limits are a guide only. Compliance tests should be conducted by a suitably
qualified and experienced acoustic consultant once the tavern is operational to ensure criteria
levels are achieved at the nearest noise sensitive premises.

8.2.1 Amplified Music Management Strategies
Additional to the above limits, the following strategies are recommended to control noise
associated with live entertainment / amplified music at the tavern.
Permanent speakers used for live entertainment and amplified music shall be mounted on
vibration isolation mounts (i.e. Embleton NRD and NHD isolation mounts).
Management to prevent boisterous behaviour in outdoor common areas. The
recommended hours of use rely on normal, lawful behaviour of patrons to ensure that
occupants of the neighbouring premises are not affected by noise.
Management will ensure that all surrounding residents are supplied with contact details
of the facility (phone number, and name of Manager), and if a complaint is made by
adjacent residents, that the call is dealt with in a sympathetic manner, and noise is abated
immediately.
Management controls should be utilised to manage patron departure particularly at night
and at closing times to ensure that patrons leaving the tavern do so in a prompt and
orderly manner.
Prominent notices shall be placed to remind patrons that a minimum amount of noise is
to be generated when leaving the premises.
We suggest the Installation of Noise Limiting Devices in the tavern, the unit will be
connected to the power system that the band or amplified music will use to prevent non-
compliance.
We predict that a noise reduction of 22 dB from inside to outside the hotel can be
achieved through standard construction. This requires minimum RW27 for all elements
(including glazing, doors, walls, and ceiling/roof).
8.3 Mechanical Plant Noise
Mechanical equipment at the site that may require acoustic assessment includes new plant at the
Coles supermarket, new retail and commercial premises (including restaurants), and the tavern.
Because detailed plant selections are not available at this stage it is not possible to carry out a
detailed examination of the ameliorative measures that may be required to achieve the noise
targets. Plant will need to be acoustically treated to achieve the criteria detailed in Section 4.1.3
to prevent noise emissions from adversely impacting the surrounding properties. This may
include selecting the quietest plant possible, or treating the plant equipment with enclosures,
barriers, duct lining and silencers, etc if required to comply with the assessment criteria.
Experience with similar projects indicates that it would be possible to achieve the Council
requirement with appropriate treatment of the plant. This treatment would be determined at the
Building Approval/Construction Certificate stage.
A mechanical plant noise assessment should be conducted by a suitably qualified acoustic person
once plant selections are finalised; and compliance tests conducted after the equipment is
installed to ensure compliance with the criteria. Such measures should also be conditioned in the
Development Approval.

8.4 Residential Building – Acoustic Treatments
The residential building will require acoustic treatment to attenuate noise from commercial
activities. The predicted noise impacts are presented in Section 5.2.3. We note that actual design
requirements cannot be calculated as floor plans are currently unavailable. We recommend a
detailed acoustic assessment of the design requirements is undertaken prior to finalisation of the
BA drawings.
As a guide, we estimate that glazing requirements will be approximately RW32 (i.e. indicative
6.38mm laminate/10mm float). External masonry walls are predicted to achieve compliance and
would remain as standard construction. Alternative ventilation should be provided so that
occupants can close windows and doors to exclude the noise.

9. Conclusion
An environmental noise assessment was conducted of the proposed redevelopment of Noosa
Bowls Club and Noosa Fair located at Lanyana Way, Noosa Heads.
Noise levels associated with the development are predicted to comply with the criteria at all off-
site receivers (with the exception of waste collection in some cases). Noise levels at the proposed
residential building were predicted to be above the criteria. Building treatments will be required
for the proposed residential in order to achieve internal noise limits.
A cursory assessment was conducted of amplified music emanating from the proposed tavern.
Based on the assessment, indicative noise limits and management strategies were produced.
Road traffic noise from Noosa Drive was predicted to comply with the assessment criteria,
assuming standard building construction and inclusion of alternative ventilation.
Based on the inclusion of the recommendations in Section 8, the development is capable of
complying with the criteria outlined in Section 4.
