EXECUTIVE SUMMARY
The purpose of the Eastern Beaches Foreshore Management Plan is to describe the social and
environmental values of the Eastern Beaches Foreshore Reserves and identify management
issues and actions to maintain these values in the future. The plan is to provide overarching
guidance for management decisions and for allocation of staff and financial resources. This report
seeks endorsement of the draft plan for public consultation.
RECOMMENDATION
That Council note the report by the Environment Officer Coastal Management to the General
Committee Meeting dated 14 November 2022 and
A. Approve the release of the Draft Eastern Beaches Foreshore Management Plan (provided
at Attachment 1) for public consultation in February 2023; and
B. Note the Community Consultation and Engagement Plan (provided at Attachment 2) for the
consultation process.
REPORT
The Eastern Beaches Foreshore Management Plan (EBFMP) has arisen out of community concern
that more resources and a coordinated policy response is needed for managing the broad range
of management issues affecting the public foreshore reserves along the Eastern Beaches from
Peregian to Sunshine Beach. The plan applies to 7 Eastern Beaches foreshore reserves and near
or directly connected foreshore bushland. Management issues addressed include:
Climate change and coastal hazards risks
Ecological values and threats
Social, cultural and scenic amenity
Community partnerships with bushcare, turtle care and researchers
Community education
Foreshore reserve encroachments
Bushfire risk
Marine incidences (marine debris, oil spills, marine strandings)
Coastal creeks and stormwater management
Beach access needs.
The Noosa Environment Strategy 2019 Implementation Plan identifies the need for this coastal
management plan to be prepared to ‘Establish a framework for managing coastal resources
including for erosion management, public use of beaches and coastal reserves, dune access and
encroachments, bushland reserve management, beach cleaning, and channel control’.
