Proposed Signage
Our client proposes to erect a freestanding pylon sign on the site’s frontage to Walter Hay Drive. The
details of the proposed pylon sign and its proposed location is illustrated on the attached proposal
plans by Metro Signs and Powe Architects (refer Attachment 1).
As the plans show, the proposed pylon sign is intended to be a 5m high freestanding sign displaying
tenancy signage. In terms of scale, this sign contains approximately 8.3m2 of sign face area.
The accompanying site plan by Powe Architects identifies the proposed location of the proposed pylon
sign. In this regard, the plans shows that the sign fronts Walter Hay Drive and is set back
approximately 0.6m from the boundary. The verge widens at this location
Applicable Assessment Benchmarks
The 16 September 2013 version of the Noosa Plan specifies that an application for the placing of an
advertising device on premises, where not associated with a material change of use, that is triggered to
Code Assessment is to be assessed against the Advertising Devices Code. Accordingly, the following
sections address the relevant parts of this code.
Those particular provisions that are applicable and are considered material to this assessment are
discussed below.

c) are limited to 1 sign per frontage.
Therefore, an assessment against the Specific
outcome has been undertaken and is set out
below.
In light of the above-mentioned non compliances with Acceptable solutions, the proposed
freestanding sign has been assessed against the corresponding Specific outcomes as set out below.
“Specific outcome O2” is the higher order assessment criteria for Acceptable solution 2.7 and 2.7 which
states:
O2 Advertising devices—
a) are compatible with the human-scale and character of the locality in which they are
situated;
b) are compatible with the scale, proportion, bulk and other characteristics of buildings,
structures and landscaping; and
c) are designed, sited and integrated so as not to contribute to the proliferation of visual
clutter.
Comment
A visual assessment has been undertaken Carl Safstrom of Project Urban (refer Attachment 2), who is
a registered landscape architect and suitably qualified to undertake such an assessment. Mr Safstrom
has specifically addressed this Specific outcome in his assessment report and concludes that:
a) The pylon sign at 5m in height is consistent in size and character of other signage along
Eumudi Noosa Road near the proposed location.
3
Section 7
b) At 5m high the sign is not out of scale with the 10m high building behind or tall vegetation
around and behind the proposed sign.
c) The sign is sited around the corner from other similar signage in this location assisting in
reducing the proliferation of visual clutter along Eumundi Noosa Road.
“Specific outcome O6” is the higher order assessment criteria for Acceptable solution 6.3 which states:
O6 Advertising devices respect the scale and nature of surrounding development and
contribute positively to the visual amenity, streetscape, landscape setting and natural
and built environment of where the advertising device is placed.
Comment
Carl Safstrom has also addressed this Specific outcome in his visual assessment report and in regard to
the above criteria, he concludes that:
The proposed signage is consistent with the scale of the built form and use of the site. The
proposed signage is consistent with the surrounding commercial streetscapes and built
environment. The proposed sign is the only sign along the North Eastern frontage.
Professionally constructed the sign maintains the generally high level of presentation of
signage in this locality.
Conclusion
Following our review of the applicable assessment benchmarks, and together with the findings from
the Visual Assessment by Carl Safstrom of Project Urban, it is concluded that the proposed sign can be
supported and is appropriate development on this site.
Should you have any questions with respect to the above, please do not hesitate to contact me direct.
Yours faithfully

Project Urban – DF14124 23 Oct 2017 1.0 PREAMBLE AND STATEMENT This Visual Assessment Report has been prepared to support a Development Application for Operational Works for an Advertising Device on behalf of Inline Property Developments. The subject site is situated at 139 Eumundi Noosa Road, Noosaville and is described as Lot 2 on SP294726. The purpose of this report is to describe the proposal, the site and its setting and provide a discussion and subsequent assessment of the visual impact of the proposal and compliance with the relevant performance objectives of the Advertising Devices Code. This report has been prepared by Carl Safstrom, who as a Registered Landscape Architect with over 20 years of practice and previous experience in preparing visual impact assessment, is suitably qualified and experienced to prepare this report. 2.0 BACKGROUND 2.1 THE SITE AND ITS SETTING The site is located at 139 Eumundi Noosa Road and forms part of a larger combined development over two properties. The subject lot has a total area of 5,212m2 . The site is an irregular allotment with approximately 60m of frontage to Eumundi Noosa Road and approximately 36m to Walter Hay Drive. The site falls gently towards the north by approximately 3m in total. The northern boundary of the site is retained up to 1.5m above the adjoining road level and has new landscaping to batters and retaining walls along the sites north western frontage. The site is well positioned at a highly visual and prominent location for southbound traffic, located between the Walter Hay Drive & Eumundi Noosa Road intersection roundabout (to the north) as well as the Eenie Creek Road & Eumundi Noosa Road intersection roundabout (to the south). The subject lot recently formed part of a development that includes a 7-11 Convenience Store and Service Station, KFC, Jax Tyres, Repco and Total Tools. The subject site is situated within a well-established, industrial and commercial area. Adjoining to the south of the site is a Hyundai vehicle sales premise, which faces away from the subject site (large blank wall & transparent fence face the subject site). Adjoining the site to the east is a further area of vacant, grassed land (28 Lionel Donovan Drive). Commercial businesses on the opposite side of Eumundi Noosa Road include, Venture Cycles, Bridgestone Tyre Service Centre, Rugs Rugs Rugs, Pitstop Cars & Mechanical, Adventure Sports, Tyre Power Tyre Service Centre, Shell Service Station and Night Owl Convenience Store. Further South along Eumundi Noosa Road are both Mazda and Toyota Car Dealerships. South East of the subject site is the Lionel Donovan Drive industry/commercial precinct containing a further range of motor vehicle sales, industry/warehouse/commercial type buildings and premises of the like (Reece Plumbing, car wash (Touchless Auto). Project Urban – DF14124 23 Oct 2017 2.2 VISUAL CHARACTER OF SETTING Project Urban visited the subject site on the 20th of October to review the visual characteristics of the surrounding area in order to be able to evaluate the visual impact of the proposed pylon sign. The following photographs indicate the visual character of the immediate area of the subject site. Photo 1 – Walter Hay Drive heading North West towards Eumudi Noosa Rd Roundabout. Noticeable vegetation to sides of road and median. Eye is drawn to red Bridgestone Building. Photo 2 – Northern side of Walter Hay drive looking South West across pedestrian crossing to the northern end of the subject site. View is visually dominated by colourful commercial buildings on Northern Side of Eumundi Noosa Road. Project Urban – DF14124 23 Oct 2017 Photo 3 – Eumundi Noosa Road approaching Walter Hay Drive roundabout from north. Green foliage to left and centre of road is contrasted by strong colours of commercial buildings and visual presence of overhead power line. Photo 4 – Eumundi Noosa Road approaching Walter Hay Drive roundabout from north. As the viewer approaches the roundabout the number and bulk of commercial buildings past the roundabout become more apparent and visually dominating, screened only by the trees in the roundabout. Project Urban – DF14124 23 Oct 2017 Photo 5 – Eumundi Noosa Road and Walter Hay Drive roundabout looking South West. Colourful signage and flags in background draw the eye past the neutral tones and greens to the left of the picture. Photo 6 – Eumundi Noosa Road and Walter Hay Drive roundabout looking South West up Eumundi Noosa Road. This section of Eumundi Noosa Road is dominated by brightly coloured commercial buildings, signage and overhead powerlines. The darker trees in the background make the bright foreground colours more visually dominant. Project Urban – DF14124 23 Oct 2017 Photo 7 – Eumundi Noosa Road looking South West. View is dominated by signage and overhead powerlines. The lack of street trees due to the overhead powerlines makes the signage and built form the visually dominant element. There is an obvious presence of pylon signs on both sides of the road. Project Urban – DF14124 23 Oct 2017 2.3 DISCUSSION OF VISUAL CHARACTER OF SETTING As evidenced by the above photographs, the visual character of this section of Noosaville is dominated by the commercial and industrial nature of the tenancies along Eumundi Noosa Road. The commercial tenancies are predominately geared towards motor vehicle services and include Petrol Stations, Tyre Fitters, Car Sales Yards, Mechanics and food service businesses associated with the Petrol Stations. These tenancies are generally brightly coloured and branded with logos and other signage competing to capture the attention of passing motorists. A number of the businesses have pylon signs at the front of their properties advertising their services or tenants on the property. The overhead powerlines run along both sides of the street and carry a large number of wires on each side. Due to the presence of the powerlines there are no street trees along the section of Eumundi Noosa Road between Walter Hay Drive and Eenie Creek Road. The lack of street trees increases the visual dominance of the commercial properties and their signage. Walter Hay Drive is heavily vegetated on both sides of the road and the median approaching the site North of Shorehaven Park. The vegetation provides a visual screen to both sides of the road and creates an enclosed visual experience for the motorist. As Walter Hay Drive approaches the roundabout with Eumundi Noosa Road the road splays and the views open up to the brightly coloured commercial buildings. Approaching the subject site from the North along Eumundi Noosa Road the commercial nature of the precinct south of the Walter Hay Drive roundabout is apparent through view lines between the median planting and as the observer moves around the roundabout. These openings in the view lines are to keep trees clear of the overhead powerlines which cross the road in this location. The visual impact of the powerlines serves to reinforce the dominant visual commercial characteristic of this area of Noosaville. This report and discussion above focuses primarily on the visual characteristics of the northern and eastern approaches due to the location of the proposed pylon sign on the north east corner of the site. The proposed pylon sign will be most visible approaching the Walter Hay Drive Roundabout from the North along Eumundi Noosa Road and will also be visible from a side-on angle approaching the roundabout from the East along Walter Hay Drive. 2.4 THE PROPOSED ADVERTISING DEVICE The proposed advertising device is a pylon sign located on the north eastern property boundary of the site facing Walter Hay drive at the roundabout intersection with Noosa Eumudi Road. The location of the sign is indicated in Attachment II on drawing 235-04 DA-01-01 Revision W, prepared by Powe Architects. The pylon sign has an overall dimension of 5m high x 2m wide with tenant name advertising in two components with an approximate overall dimension of 1.8 m wide and 4.6m in height or 8.28m2. The pylon sign is proposed to be illuminated with internal LEDs. The proposed pylon sign design and graphics prepared by MetroSigns are included in Attachment III Visual Assessment Report Page 10 of 19 Operational Works / Advertising Device 139 Eumundi Noosa Rd & 30 Lionel Donovan Drive, Noosaville

Project Urban – DF14124 23 Oct 2017 2.5 PHOTOMONTAGES OF PROPOSED ADVERTISING DEVICE The following photomontages of the proposed pylon sign have been prepared to illustrate the potential visual impact of the proposed advertising device. Figures 2 and 4 below show the indicative location of the proposed pylon sign while Figures 1 and 3 shown the existing conditions for the same locations. Section 19
Project Urban – DF14124 23 Oct 2017 2.6 VISUAL IMPACT OF PROPOSED ADVERTISING DEVICE When approaching along Eumundi Noosa Road from the north the proposed pylon sign is located in front of newly planted screening vegetation in front of the 10m high wall of the warehouse/commercial building on the subject site. The wall and fronting vegetation form a neutral backdrop which causes the colours of the proposed pylon sign to stand out in contrast with them. However, the colours are no brighter or stronger than the commercial buildings behind and to the right of the view. In this context the proposed pylon sign is consistent with the streetscape behind but is visually dominant in front of the vegetation. The scale of the pylon sign at 5m tall is not out of place and is considerably smaller than the bulk of the building behind and the growing screening vegetation. Therefore, although the bulk of the sign is low compared to the background and consistent with the site use, general character of the area and other signage in the immediate vicinity, the visual impact when approaching from the North is considered to be moderate due to the contrast with the neutral colours behind the sign. The view from Walter Hay Drive is accessible to pedestrians walking along the north side of Walter Hay Drive and crossing the road in this location. Vehicles travelling West along Walter Hay Drive will observe the sign at a much more acute angle and it will be hidden until the last moment by the existing vegetation along the side of the road. This view demonstrates that the proposed pylon sign is not visually dominating in scale in comparison to the trees and building behind it. The viewing angle also aligns the sign with the colourful commercial properties behind it reducing the visual impact of the colours of the sign. From this angle the sign appears to be consistent with the streetscape treatment and character of the area behind. Due to the acute angle, late viewing opportunity and background colours the visual impact when approaching from the East along Walter Hay Drive is considered to be low. This assessment has focused on the visual impact of the sign when approaching from the north and east towards the site, as these are the primary directions of travel from which the sign will be visible. Views towards the sign when travelling South along Eumundi Noosa Road will be obscured by the built form initially, and then the screening vegetation south of the sign. Views of the sign will only be realised immediately prior to entering the roundabout when motorists are checking for the presence of oncoming traffic. At this angle the sign is side on to the angle of view, diminishing its profile and impact of the brightly coloured signage. Therefore the visual impact when approaching from the South is considered to be very low. Project Urban – DF14124 23 Oct 2017 3.3 PLANNING SCHEME COMPLIANCE As demonstrated by the compliance outcomes set out in the above tables, the proposed signage is considered to generally meet the intent of the Noosa Plan’s Advertising Devices Code (16 September 2013 version). Despite the inconsistencies relating to sign face area and total signage area, from a visual amenity and impact perspective, the proposed sign is not out of character for the area which is already heavily influenced by signage and commercial development; the development on this site does not appear to have excessive signage, particularly when compared to other developments in the locality; and given the scale of the development and number of tenancies, the proposed amount of signage is considered reasonable.
