2017-12-12 P&E Agenda - Attachment 1 to Item 6 - Sign Proposal
Project Urban – DF14124 23 Oct 2017 2.3 DISCUSSION OF VISUAL CHARACTER OF SETTING As evidenced by the above photographs, the visual character of this section of Noosaville is dominated by the commercial and industrial nature of the tenancies along Eumundi Noosa Road. The commercial tenancies are predominately geared towards motor vehicle services and include Petrol Stations, Tyre Fitters, Car Sales Yards, Mechanics and food service businesses associated with the Petrol Stations. These tenancies are generally brightly coloured and branded with logos and other signage competing to capture the attention of passing motorists. A number of the businesses have pylon signs at the front of their properties advertising their services or tenants on the property. The overhead powerlines run along both sides of the street and carry a large number of wires on each side. Due to the presence of the powerlines there are no street trees along the section of Eumundi Noosa Road between Walter Hay Drive and Eenie Creek Road. The lack of street trees increases the visual dominance of the commercial properties and their signage. Walter Hay Drive is heavily vegetated on both sides of the road and the median approaching the site North of Shorehaven Park. The vegetation provides a visual screen to both sides of the road and creates an enclosed visual experience for the motorist. As Walter Hay Drive approaches the roundabout with Eumundi Noosa Road the road splays and the views open up to the brightly coloured commercial buildings. Approaching the subject site from the North along Eumundi Noosa Road the commercial nature of the precinct south of the Walter Hay Drive roundabout is apparent through view lines between the median planting and as the observer moves around the roundabout. These openings in the view lines are to keep trees clear of the overhead powerlines which cross the road in this location. The visual impact of the powerlines serves to reinforce the dominant visual commercial characteristic of this area of Noosaville. This report and discussion above focuses primarily on the visual characteristics of the northern and eastern approaches due to the location of the proposed pylon sign on the north east corner of the site. The proposed pylon sign will be most visible approaching the Walter Hay Drive Roundabout from the North along Eumundi Noosa Road and will also be visible from a side-on angle approaching the roundabout from the East along Walter Hay Drive. 2.4 THE PROPOSED ADVERTISING DEVICE The proposed advertising device is a pylon sign located on the north eastern property boundary of the site facing Walter Hay drive at the roundabout intersection with Noosa Eumudi Road. The location of the sign is indicated in Attachment II on drawing 235-04 DA-01-01 Revision W, prepared by Powe Architects. The pylon sign has an overall dimension of 5m high x 2m wide with tenant name advertising in two components with an approximate overall dimension of 1.8 m wide and 4.6m in height or 8.28m2. The pylon sign is proposed to be illuminated with internal LEDs. The proposed pylon sign design and graphics prepared by MetroSigns are included in Attachment III Visual Assessment Report Page 10 of 19 Operational Works / Advertising Device 139 Eumundi Noosa Rd & 30 Lionel Donovan Drive, Noosaville
