EXECUTIVE SUMMARY
In accordance with Council’s resolution at the Ordinary Meeting on 16 March 2017 and its
Commercial Use of Community Land Policy, Expressions of Interest (EOI) were recently invited
for businesses wishing to apply for Commercial High Use Permits on community land. The EOI
was advertised in the Noosa News on 7 April 2017, the Sunshine Coast Daily on 8 April 2017
and on Council’s website.
Respondents were invited to submit applications to LG Tenderbox, Council’s e-tender portal, with
applications closing on 2 May 2017. There were 39 downloads by parties/businesses from the e-
portal. A total of 14 businesses applied for 10 activities.
An evaluation panel was assembled with the required skill sets and relevant expertise to
undertake the assessment. The principal recommendations arising from the panel assessment
include:
Of the 10 activities advertised, 8 permits are proposed to be offered to existing permit
holders.
The Noosa Main Beach West beach equipment hire permit (between the rock walls at
beach access 15) be offered to Go Ride a Wave Pty Ltd (trading as Noosa Surf Lessons
and Go Ride A Wave) due to the respondent’s higher quality submission.
No submissions were received by the closing date for the Noosa Main Beach Massage
activity. The existing permit holder requested Council allow a late submission. It is
recommended Council publicly re-advertise the permit, with respondents to again be invited
to submit applications through LG Tenderbox.
