That Council note the report by the Project Officer to the General Committee Meeting dated 13
March 2017 and:
A. Adopt the draft Transport Strategy 2017-2027, provided at Attachment 1 to the report; for
the purposes of community consultation, with the inclusion of the following amendments
which reflect the changes approved for the Transport Policy in the motion to the Ordinary
Meeting of 17 November 2016, specifically:
1. Under Principles (page 4), add a 9th dot point to read:
Design for, encourage and facilitate transport options that reduce the emissions
produced by our community.
2. Under Desired Outcomes (page 7), amend items 2 and 11 to read:
2 The transport network is designed to facilitate and encourage an overall modal
shift away from private car use towards more sustainable transport modes
including walking, cycling, public transport, electric vehicles and motor
scooters/cycles.
11 Road crossings and associated pedestrian networks are safe and accessible
for mobility scooters, cyclists and pedestrians.
B. Amend the Transport Policy as follows:
1. Under Policy Background, at paragraph 3, change the words “Council’s transport
vision for the Noosa Shire is one that means” to “Council’s transport aims for the
Noosa Shire would mean”; and
2. Within the Policy Background section, add the words: “Council’s transport vision for
the Noosa Shire: Noosa Shire enjoys an efficient, free flowing transport system that
enhances resident and visitor experiences”.
Finance & Risk
The Transport Strategy is a key document which will provide guidance for the next 10 years on
addressing the transport challenges faced in the Noosa Shire. Failure to have such a strategy will
result in haphazard responses, which will not be aligned to specific outcomes improving issues of
congestion, car parking, public transport and active transport.
The Transport Strategy can also lead to the deferral or removal of planned expenditure
associated with future intersection upgrades and other road infrastructure.
