3.0 PROPOSED DEVELOPMENT
This application seeks approval for a Development Permit for Operational Works to construct an additional
vehicle crossover in the south-eastern portion of the site. As shown in Figure 2, the proposed crossover
will establish an alternative access point to the field depicted in Figure 3. This secondary access serves an
essential operational and land management function, providing a crucial route for relocating stock to safe
ground during emergencies such as bushfires or flooding, when life or property may be at risk.
Vehicular access to the existing dwelling house and associated ancillary structures is currently provided
via Lawnville Road. The proposed new driveway will feature a compacted gravel base and will be
constructed in full accordance with IPWEA Standard Drawing RS-056 for Rural Driveways.
The site contains existing driveways from Lawnville Road that provides access to the existing dwelling
house and ancillary structures. The proposed new compacted gravel base driveway will be constructed in

4.1 Table of Assessment
Under the relevant table of assessment, the proposed use is subject to Code Assessment. The proposed
development is required to be assessed against the following code:
● Driveways and Parking Code.
The proposal has been assessed against the Acceptable Outcomes and Performance Outcomes of the
above codes and is considered compliant. An assessment of the relevant benchmarks has been
undertaken. Where the proposal does not comply with an Acceptable Outcome, alternative solutions to
satisfy the corresponding Performance Outcome have been provided below.
4.2 Planning Scheme Non-Compliances
PO1/AO1.2 of the Driveways and Parking Code
PO1 Vehicular access does not adversely impact on:
(a) safety, capacity and operations of the existing or planned road network, cycleways or
pedestrian pathway systems; and
(b) the existing character and amenity of the streetscape
AO1.2 of the Driveways and Parking Code states:
AO1.2 Only one driveway crossover is provided.
Editor’s Note— Justification for additional driveways may need to be supported by a detailed Traffic Study.
Response: The proposal contains two existing, lawful driveways to Lawnville Road. The proposal seeks
to include an additional crossover to Evans Road in the south-east (opposite) portion of the property. This
driveway is not intended to be used as a regular, high-frequency site access point, and will not
significantly impact or compromise the existing traffic network and its operational efficiency. Rather, as
outlined in section 3.0 of this report, the alternate driveway location is proposed for critical land
management and evacuation purposes. The proposed driveway is intended to be a standard RS-056
driveway, and will complement the existing character and amenity of the surrounding character and
streetscape. The proposal is considered to be compliant with PO1.
