On day 1 of commencement of the Act, self-assessable development, to the extent the
development complies with all applicable codes for the self-assessable development, will be
considered accepted development. If it does not comply with the self-assessable criteria it
becomes assessable development. This is a relatively simple transition.
The default position on day 1 is that all development currently subject to code assessment will be
subject to standard assessment. Where code assessable development is currently assessed
against criteria that have clearly articulated performance and acceptable outcomes Council is
able to easily transition the development to standard assessment. This is particularly
recommended where the development is located in the appropriate zone and with few or no
constraints.
