INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 1 MARCH 2016
2. The Development of the Master Plan
The Rufous St Precinct Master Plan is the result of an extensive community consultation process
over a six month period involving the following stages:
Initial consultation as part of Peregian Your Say - May 2015
The Peregian Your Say May 2015 consultations commenced with a public meeting on 9 May at
the Peregian Beach Surf Club. At this event more than 200 locals had their say and provided
ideas for the future of Peregian Village, the foreshore, Di Hirst Oval, Rufous Street, and parking
and pedestrian access. The consultation continued online until 20 May.
As a result of this initial consultation, 256 comments were received that related specifically to
Rufous St. Of these:
98 comments related to open space/recreation with 86% of these respondents asking that
the majority of the old Bowls Club site be retained or enhanced as Open Space / Sport and
Recreation;
61 comments related to parking with 51% of respondents wanting no extra car parking and
49% wanting more car parking in the Rufous St area;
52 comments related to concept of creating a Digital hub on the site; 75% of respondents
were supportive of the concept provided it did not take up a significant proportion of the
site; and
38 comments related to expanding existing community uses on the site.
Charrette design workshop – 27 June 2015
Following the May consultation, members of the local community were invited to participate in a
charrette design workshop with professional architects and urban designers to develop a vision
and concept designs for the Rufous St precinct. Thirty six people representing key local
stakeholders and the general community attended the charrette. The brief for the charrette was
to develop design concepts that contained the following elements:
1/3 built form and 2/3 open community space
Built form integrated into the site and open space
Best practice environmentally sustainable design
Excellent disabled access
No net loss of parking
Commercial return
Linkages to the village and existing community groups
Ability for design to be implemented in stages
Adaptability for future uses.
Drawing on ideas developed at the charrette, Deike Richards Architects developed a Peregian
Knowledge Campus proposal for discussion purposes. This proposal was for a three staged
development of the Rufous St precinct with the ultimate scale of development being 3200 sq
metres of office space (2 storeys), 1300 sq metres of community space and 257 car parks.
Stakeholder review of Campus proposal – 2 September 2015
A stakeholder meeting was held on September 2 with people involved in the design charrette to
gauge their response to the Knowledge Campus proposal. Feedback from this group was that
the proposed scale of the Campus was too large. This community feedback was backed up by
technical and traffic studies and planning advice which indicated that the project would be
unlikely to be able to proceed.
Based on this feedback the PCG decided not to proceed with the proposed Peregian Campus
development and asked members of the project team develop a new scaled down concept.
