RECOMMENDATION
That Council note the report by the Environmental Services Manager to the Planning &
Environment Committee Meeting dated 11 September 2018 and;
A. Approve the establishment of Panel Arrangement 1718T077 - Register of Prequalified
Suppliers (RPQS) – Ecological Restoration Services for an initial period of three (3) years
commencing 1 October 2018, with suppliers as per Attachment 1, 1718T077 Tender
Evaluation Matrix; and
B. Authorise the CEO to approve two (2) optional periods of up to one (1) year each. Options

REPORT
Council commits significant annual expenditure towards ecological restoration services, in its
natural areas, parks, road reserves, and as part of the Community Bushland Care and Voluntary
Conservation programs. As such the frequency and variety of these engagements warrants the
establishment of a register of prequalified suppliers (RPQS). The establishment of a RPQS will
provide Council with an efficient facility for the ongoing engagement of quality services, ensuring
Workplace Health & Safety practices are in place, appropriate licences are held, and appropriate
skills and methodologies are being utilised in Council-managed natural areas.
Council invited tenders for the establishment of a new RPQS for Ecological Restoration Services
on 11 May 2018, which was advertised in the Sunshine Coast Daily on the 12 May 2018 and the
Noosa News on 15 May 2018.
The overview of required services states:
Ecological restoration is assisting the recovery of an ecosystem. Ecological restoration
deliverables will be guided by the South East Queensland Ecological Restoration
Framework. A number of restoration approaches will be required but are likely to primarily
involve natural regeneration, assisted natural regeneration, reconstruction and fabrication.
The specification also sets standards regarding:
qualifications and experience of staff undertaking the work, both supervisors and operators.
techniques of weed management, incorporating the use of herbicide and relevant
Workplace Health & Safety requirements (i.e. signage).
