Attention: Mr Stephen Kidd
Dear Stephen,
RE: Traffic Engineering Advice
39 Duke Street, Sunshine Beach
Lot 387 RP48112
I refer to your recent correspondence requesting traffic engineering advice for a
proposed duplex development on Lot 387 RP48112 at 39 Duke Street, Sunshine
Beach. The access and parking arrangements for the proposed development have been
assessed.
Background
The proposed development replaces an existing dwelling at on Lot 387 RP48112 at 39
Duke Street Sunshine Beach, with a residential duplex. The rectangular lot is 707m2
and features a relatively narrow 15m frontage. The site is steep and the existing
dwelling is accessed via a driveway with a gradient greater than 25%. This review
provides traffic engineering advice to develop a safe and practical access to the site,
giving consideration to:
the proposed building design for the site,
constraints with sewer;
the steep gradient of the site,
the existing slope on the site and the road verge,

the location of the existing footpath directly adjacent to the kerb on the
adjoining property,
AS2890.1 requirements for domestic driveways which specify 5% across the
verge and 25% max gradient on the property(AS2890.1 Clause 2.6.2),
AS2890.1 requirements for summit and changes on residential driveways.
Maximum change in grade is 12.5% for summits and 15% for sag changes
(AS2890.1 Clause 2.5.3 D)
Where site constraints do not allow for maximum gradients to be complied
with, (as per the end of CL2.6.2 in AS2890.1), develop a suitable safe and
usable maximum gradient for the domestic driveway at this location, and

Development Site
Figure 1: Site Location
Proposed Development
The proposed duplex development contains two, three bedroom units with separate
double garages for each unit and a shared visitor car parking area with capacity for
two cars. Drawings of the proposed development are provided by Kidd and Co and a
layout of the development site is provided in Figure 2.
Driveway Access
The proposed driveway alignment for the development site is shown in Figure 2. The
straight line distance from the road kerb to the southern end of the visitor parking area
is approximately 18 meters. The curvilinear driveway alignment has the potential to

Section 3
increase this distance to approximately 19.5 meters (following the inside wheel line),
which decreases the vertical gradient slightly.
Duke Street is a hilly location and the steep frontage of the site makes it difficult to
limit the gradient of the driveway to less than 25%. The development is for domestic
use, and the length of the driveway is less than 20m long. In this situation AS2890.1
makes the following allowances;
“It is recognized that limiting domestic driveway grades to 25% maximum
may not be practical in some particularly hilly residential locations.".
It considered reasonable to apply a gradient of approximately 33% for this driveway.
This has been discussed with Council offices and is similar to the existing driveway
gradient on the site and adjacent properties.
Figure 2: Driveway Layout
Clause 2.5.3(d) in AS2890.1 makes the following recommendations with respect to
changes in grade for ramps – to prevent vehicles scraping or bottoming.
(i) 12.5% algebraically for summit grade changes; or
(ii) 15 per cent algebraically for sag grade changes.
A review of the proposed driveway alignment and the requirements of AS2890 has
been undertaken to determine suitable grade transitions for the driveway. Table 1
provides a suitable long section that achieves these recommendations for the proposed
site. The long section includes a 2.5% crossfall across the 1.5m wide pathway
adjacent to the kerb. The driveway gradient for the remainder of the road verge
reflects the gradient of the existing verge and neighbouring properties. The long
section described in Table 1 is plotted in Figure 3.

Parking
Noosa Council Requirements
Under the Noosa Plan, duplex developments are required to have 1 covered
carparking space per dwelling unit and 1 additional space (Table 14-51 of the Noosa
Plan, Driveways and Carparking Code). The proposed development complies with
this requirement by providing 2 under cover spaces for each unit, and 2 visitor spaces.
Section 11.1 of the Noosa Plan’s Driveways and Carparking Code requires that
vehicle maneuvering areas are provided on site, so that vehicles can enter and leave
the site in a forward gear (S11.1).
The plan requires pathways works are constructed to a high standard. It is
recommended that a 1.5m wide pathway be constructed on the frontage of this site, to
match in with the existing pathway. A wider pathway is not considered practical at
this location due to the gradient of the road verge.

Section 5
AS2890.1 Requirements
AS2890.1 contains minimum dimensions for apron widths at garage accesses. These
dimensions are shown in Figure 3 for garage doors of various widths. Thus, for a 2.4
metre wide door, a 7.0m apron is required, and for a 3.0m wide door, a 5.6m wide
apron is required (refers to Figure 4).
Source: Figure 5.4, AS2890.1 (2004)
Figure 4: Apron Width for Single Car Garages
The proposed development incorporates 6m wide double garage doors and 5.4m long
car parking spaces. The minimum corresponding apron width is therefore 5.6m to
maneuver into and out of these garages. The attached drawing appears to comply with
this requirement.
The proposed plans show a small separation between the door of garage two and the
fence accessing the pool. As per AS2890.1 Table 1.1 it is considered acceptable for
vehicles to undertake a three-point turn entry and exit in 90 degree parking spaces for
residential uses.

Section 6
Recommendations
The following recommendations are made with respect to the driveway and garages
on this development site:
a 1.5m wide pathway be installed as part of the development with a maximum
horizontal crossfall of 2.5%,
the verge (excluding the pathway) be maintained as far as practical to preserve
the existing slope and join neatly with the verges of the adjacent,
Construct the driveway to a maximum gradient of 33% and ensure sag
transitions do not exceed 15% and summit transitions do not exceed 12.5%
Where garage doors are at least 6m wide the width of the apron area must be a
minimum of 5.6m wide.
Consider providing stairs within the site from the dwelling to the street level to
assist in pedestrian movements.
In summary the development is considered to generally comply with planning scheme
requirements under the Noosa Plan and with access and parking requirements
specified in AS2890.1.
I trust this information assists with the Council’s queries, however should further
information be required please do not hesitate to contact me.
Yours faithfully
Dianne Hayes
