5.1.4 Construction and Noise
Noise and vibration emissions associated with the proposed facility are expected
to be limited to the construction phase outlined above. Noise generated during
the construction phase is anticipated to be of short duration and accord with the
standards outlined in the relevant EPA guidelines. Construction works are
planned only to occur between the hours of 7.00am and 6.00pm, Monday to
Saturday.
There is expected to be some low level noise from the ongoing operation of air
conditioning equipment associated with the equipment shelter, once installed.
Noise emanating from the air conditioning equipment is expected to be at a
comparable level to a domestic air conditioning installation, and should generally
accord with the background noise levels prescribed by relevant guidelines.
5.2 Site Selection
Following an evaluation of the alternative options and the issues identified, a
new facility and associated infrastructure at the subject site is deemed to be the
most acceptable solution for the following reasons:
• The proposed facility has been located on a large, rural allotment which
allows for separation from nearby dwellings, the closest of which is
located approximately 110 m to the north-west;
• Existing mature vegetation within the subject property and adjoining
properties will help minimise the potential visual impact of the facility
when viewed from the surrounding area;
• The vegetated ridgeline will assist in providing a backdrop to a large
portion of the monopole when viewed from residential areas to the south;
• The proposed facility will be seen in context with the existing Telstra
facility, an accepted part of the landscape;
• The undulating topography of the area will assist in obscuring views
towards the facility from dwellings and roads within the wider area;
• Significant views within the region are protected and not adversely
impacted upon;
• A monopole was selected as the preferred structure over a lattice tower
design as this type of facility can remain slim line and is less visually
obtrusive when viewed from a distance;
• The location is accessible to a reliable power supply; and
• The location enables the height of the proposed facility to be restricted to
35 m whilst still achieving coverage to all the targeted localities and
obtaining line of sight to other planned sites in the nbn™ wireless
network.
