SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 NOVEMBER 2019

  1. Introduction

  1.1 Objective
The purpose of this evaluation report is to document the results of the responses received for tender
1819T085 and to make recommendations for awarding based on overall value for money.

  1.2 Sourcing strategy
Due to the value of the works being greater than $200,000 the works have been tendered in
accordance with the Local Government Act 2009.

  1.3 Tender

  1.3.1 Tender Period

The Invitation to tender 1819T085 was released via LG Tender Box on 2 August 2019. The tender
  closed on 29 August 2019.
  1.3.2 Informing the market
Open tender advertised in the Sunshine Coast Daily (3 August 2019), the Noosa News (6 August
2019) and available through VendorPanel (LG Tender Box). An optional industry (site) briefing was
conducted on 12 August 2019 and a large number of respondents attended.
  1.3.3 Addenda

A number of clarifications and addendums were issued. These are available in Appendix A.
  1.3.4 Contract value

The estimated total contract value is $2,900,000.
  1.3.5 Post tender negotiation
Best and Final Offers (BaFO) where invited for Portions 1 and 2 in an attempt to normalise pricing
and allow bidders to review their submissions on the basis that this would be the most likely execution
approach. This report has been prepared using the commercial submissions related to BaFO
  request.
Bellwether Contractors did not provide a BaFO submission and Koppens Developments submitted
a single BaFO response (rather than two submissions as per their original bid). This is reflected in
the evaluation results in Appendix A.
