1 INTRODUCTION
The following Fauna Management Plan has been prepared by Litoria Consulting Pty Ltd on
behalf of Indigo Gympie Pty Ltd for land described as 44 Hoy Road, Lake MacDonald (Lot
3 on RP171041). Refer to Figure 1 for a current aerial photograph of the site.
The Fauna Management Plan has been prepared in accordance with Condition 21 of the
Noosa Council Development Permit for a Reconfiguring a Lot on 29 April 2025 (Ref:
RAL25/0001). Condition 21 of the Noosa Council Permit requires:
Vegetation must only be removed or disturbed in accordance with a Fauna
Management Plan (or part thereof) prepared by a qualified person* and endorsed
through an Operational Works approval.
* For the purpose of preparing a Fauna Management Plan, a qualified person is
considered to be an ecologist with a minimum of 3 years current experience in the
field of fauna assessment and management.
The purpose of the Fauna Management Plan is to identify clearing and construction
activities that have the potential to detrimentally impact fauna, provide likely fauna
scenarios and as well as mitigation measures to limit the risks of the relevant activities to
wildlife.
The Fauna Management Plan is organised into the following sections:
● Description of the approved development,
● A summary of the previous assessment of fauna habitat,
● Identification of construction and clearing impacts,
● Recommended management measures; and,
● Compliance and monitoring.

2 APPROVED DEVELOPMENT
The approved development is for the reconfiguration of a lot with changes being made to
the existing Hoy Road to improve property access and water flow as well as the creation
of a new access road to the newly appointed lots. Figure 2 show the approved
development, with approved plans contained in Appendix 1.
The current approved clearing extent 1 is currently restricted to the construction of the
internal road as shown in Figure 2 and the approved Vegetation Management Plan (Litoria
Consulting, Issue A, Dec 2024) contained in Appendix 2.

3 PREVIOUS ASSESSMENT
A tree survey and arboricultural assessment was undertaken for the site in December
2024. The survey included a basic assessment of fauna habitat features and/or evidence
of fauna utilisation, such as hollows, scratch marks, nests etc.
The results of the assessment identified habitat features in two (2) trees within the
proposed clearing extent. These included:
● Hollow-bearing termitaria; and
● Scratch marks.
Observed fauna habitat features are indicated in the approved Vegetation Management
Plan (Litoria Consulting, Issue A, Dec 2024).
Whilst these were the only fauna habitat features observed at the time of this site visit,
fauna habitat features are subject to change and therefore the appointed Wildlife Spotter
Catcher should check all trees for any potential features.

4 CONSTRUCTION AND CLEARING
IMPACTS
The following section of the report summarises the potential impacts of the clearing and
construction phases of the development on fauna species. These impacts will be
minimised by the management measures detailed in Section 5.
4.1 CLEARING IMPACTS
Clearing impacts on wildlife associated with the development can be characterised as:
● Impact of vegetation clearing on habitat features: In addition to the physical loss
of vegetation associated with vegetation clearing, comes the potential loss of
habitat features. Clearing of habitat trees has the potential to detrimentally impact
fauna species. Moreover, displaced wildlife have the potential to increase the
competition for this limited resource in the surrounding area.
● Impact of vegetation clearing on fauna health and mobility: Vegetation clearing
represents one of the most significant threatening processes to fauna on
development sites. Given the mobile nature of fauna, there is real and present risk of
physical trauma to wildlife during all aspects of vegetation clearing activities.
Physical trauma to fauna can be caused by numerous direct and indirect factors,
including falling from trees during vegetation clearing activities, vehicle collisions, or
intentional or unintentional trauma inflicted by contractors. Without adequate
management measures in place to assure safe passage or removal of fauna from
affected vegetation, vegetation clearing activities have the potential to cause
significant impacts on individuals and populations of fauna on development sites.
● Entrapment: During clearing, the increased presence of machines and vehicles is
likely to increase the risk of entrapment, which can result in high stress, injury, or
death. Thorough procedures for machinery checking are to be followed to limit the
impact on fauna.
● Vehicle strike: During clearing, the increased presence of machines and vehicles is
likely to increase the risk of collision and result in injured or deceased animals.
● Guard dog attacks: The increased presence of guard dogs on the site may result in
a higher likelihood of fauna injury, death, stress or disorientation.
● Involuntary displacement: Clearing can cause high stress to fauna species and lead
to them leaving their original habitat. This can increase competition with other
populations for food resources and habitat.
● Dust: The dust generated by clearing activities may impact habitat quality and have
direct effects on fauna, such as breathing issues and lack of visibility for avian fauna.
Sections 5.1 and 5.2 outline the management measures required to avoid, mitigate and/or
minimise the abovementioned impacts.
6 | 29
Page 9
Fauna Management Plan

4.2 CONSTRUCTION IMPACTS
Construction impacts on fauna associated with the development are similar to the clearing
impacts detailed in Section 4.1. Impacts related to construction activities include:
● Entrapment: During construction, the increased presence of machines and vehicles
is likely to increase the risk of entrapment, which can result in high stress, injury, or
death. Terrestrial fauna can also be trapped in pits and trenches. Thorough
procedures for machinery checking are to be followed to limit the impact on fauna.
● Risk of injury from construction material: Barbed wire, nets and other construction
material can cause entanglement, physical injury or death to fauna. Falling into
uncovered pits or excavations and exposure / ingestion of hazardous materials /
poisons are other potential impacts related to the construction phase of the
development.
● Vehicle strike: During construction, the increased presence of machines and vehicles
is likely to increase the risk of collision and result in injured or deceased wildlife.
● Guard dog attacks: The increased presence of guard dogs on the site may result in
a higher likelihood of wildlife injury, death, stress or disorientation.
● Involuntary displacement: Construction can cause high stress to fauna and lead to
them leaving their original habitat. This can increase competition with other fauna
populations for food resources and habitat.

5 MANAGEMENT MEASURES
This section of the plan identifies:
● Procedures for vegetation removal, and,
● Fauna management measures, including protocols for:
Dealing with fauna identified immediately prior to clearing,
Dealing with fauna found while clearing or site works are occurring,
The removal of fauna from the site, and,
The treatment / removal of injured fauna from the site.
Compliance with management procedures contributes to compliance with the ‘duty of
care’ requirements to native fauna under the NC Act, ‘general environmental duty’ under
the EP Act. Management measures have been prepared or adapted from the Code of
Practice for the Welfare of Wild Animals Affected by Land‐Clearing and Other Habitat
Impacts and Wildlife Spotter/Catchers (Hanger and Nottidge 2009). The nominated
requirements can be conditioned by Council as part of a development permit.
In case of non-conformance or external complaints regarding vegetation or fauna
management, the Site Environmental Manager is to be notified immediately and remedial
actions taken.
All personnel, including site contractors, consultants, and the developer, are responsible
for the safety and protection of native fauna on site. All personnel entering the site must
familiarise themselves with the FMP and acknowledge their responsibility to comply with
the Plan’s requirements.
5.1 PRE-CONSTRUCTION ACTIVITIES
A number of activities are required immediately prior to the commencement of any
vegetation removal. Each activity, together with timing and management responses are
described in Table 1.

additional habitat features that have not
already been identified in this FMP should be
recorded and mapped using a GPS, with
hollow-bearing trees marked with flagging tape
to assist in relocating those able to be
salvaged.
• A scaled map showing the location of the
habitat features is to be prepared and included
in the pre-clearing survey report (refer below).
• Include as part of this survey the identity of any
fauna species confirmed as occupying or
utilising hollows, including native bees and their
hives (e.g. Trigona spp., Austroplebeia spp.).
• Vegetation containing Koala(s) and other fauna
is to be demarcated with high visibility flagging

5.2 CLEARING & CONSTRUCTION ACTIVITIES
During clearing and construction activities there are several procedures and actions that
must be followed to ensure vegetation clearing is managed correctly, and that any fauna
observed on site are appropriately protected and managed. Procedures and actions
include ensuring that a Wildlife Spotter Catcher is on site and managing the vegetation
clearing activities, and that clearing is occurring in a staged method that allows all fauna
to move off the site unimpeded.
Table 2 summarises the activities and management responses which need to be carried
out during the construction phase of the development.

features being cleared by machinery, such
that wild animals that are disturbed or
uncovered during such activities are rapidly
detected.
˗ Maintain two‐way radio contact with
machinery operators during the removal of
vegetation or other potential habitat features.
• If wildlife is detected during such activities, the
Wildlife Spotter Catcher must take immediate
action to notify the machinery operator to cease
work, either verbally using two-way radio or by
visual commands, until such time as the wildlife
is captured or otherwise removed from danger.
Trees containing fauna must not be felled until
the fauna has been removed by a certified
spotter catcher.
• Wildlife observed to be utilising trees or other
habitat features prior to, and immediately
following, clearing activities to be managed in
accordance with management procedures
outlined under relevant fauna management
scenarios in Table 5.

Action Task Responsibility Timing
• Where the licensed Wildlife Spotter Catcher
believes that a construction activity may impact
on the welfare of wild animals, then the Wildlife
Spotter Catcher may make an Animal Welfare
Direction in respect of construction operations
or activities. This direction may define the timing
of actions or measures required to protect the
welfare of animals likely to be affected by such
operational works, activities or structures 2. Any
breach of the direction may be considered to be
a breach of this FMP.
Pre-clearing • Initial clearing to involve slashing (or similar) of
and clearing groundcover and midstory. Any hollow-bearing
process trees and/or other significant habitat features
identified during the initial site inspection will be
retained. All under scrubbing works will be
completed with a suitably qualified Wildlife
Spotter Catcher in attendance.
• After under scrubbing of each area is complete,
non-habitat trees (i.e. trees other than those
identified as habitat trees) will be cleared.
Clearing of non-habitat trees will only occur
where their removal will not impact on identified
habitat trees (e.g. canopies do not interconnect
with habitat trees).
• After under scrubbing and clearing on non-
habitat trees, an elevated work platform or
cherry-picker will be used in conjunction with a
chainsaw operator and suitably qualified Wildlife
Spotter Catcher to inspect and remove hollows
(if any identified).
• When the fauna has been safely secured within
its hollow (or compensatory habitat / nest box),
the entire limb can then be placed in the cherry-
picker bucket or lowered to the ground using
ropes depending on the size of the limb.
• The limb and/or compensatory habitat / nest
box will then be placed in a cool, quiet location
until translocation to the recipient habitat site,
when at dusk the hollow entrance is re-opened
to allow the fauna to emerge of its own accord.
Directional • Directional vegetation clearing is to be Contractor, During
vegetation employed. Specifically, clearing should begin at Wildlife Spotter vegetation
clearing the north and progressively move towards the Catcher, Project / clearing
south. Refer to Figure 3 for clearing areas and Site Manager
direction of clearing.
2 An Animal Welfare Direction will only be used in circumstances in which the Wildlife Spotter Catcher considers
that there exists a real and immediate risk to animal welfare.

• Habitat trees of high importance should be
felled last, after surrounding less important
vegetation has been cleared to allow easy
access of special plant and equipment (such as
cherry pickers), and to allow unhindered
lowering of hollow-bearing limbs. It is not
acceptable to fell or push over hollow‐bearing
trees without first removing wildlife, due to the
high risk of severe deceleration and/or crushing
injuries to wildlife inhabiting such trees.
Restrict vehicle • No vehicle access to areas of vegetation yet to Project / Site During
access be cleared. Manager construction
• Set lower vehicle speeds so that motorists have activities
a longer response time to avoid collision with
fauna.
Restrict access • Any domestic pets brought onto site during Project / Site During
to site by construction to be prevented from entering Manager construction
domestic pets retained vegetated areas to avoid injury and/or activities
predation of native fauna.
Control waste • Any litter should be stored in and collected from Project / Site During
covered, closable bins to discourage pest Manager construction
species (e.g. rats, mice, opportunistic bird activities
species) that could spread litter and/or
compete, disrupt or predate on native fauna and
otherwise degrade native ecosystems.

wildlife activities, the Wildlife Spotter Catcher must take Catcher, Project / construction
immediate action to notify the machinery Site Manager activities
operator to cease work, either verbally using
two-way radio or by visual commands, until
such time as the injured wildlife is captured or
otherwise removed from danger.
• All animals removed from the site must be
captured, restrained and held in a manner that is
unlikely to result in further injury, unacceptable
distress or suffering. Animal welfare is the
primary priority and responsibility of the Wildlife
Spotter Catcher.
• All fauna injuries or deaths will be reported to
the Wildlife Spotter Catcher and/or Project /
Site Manager.

A native animal • All animals removed from development sites Wildlife Spotter During all
is captured must be captured, restrained and held in a Catcher clearing
manner that is unlikely to result in injury, activities
unacceptable distress or suffering. Animal
welfare is the primary priority and responsibility
of the Wildlife Spotter Catcher.
• Capture methods which utilise netting, bagging,
restraint with a blanket, trapping (not including
snaring) are preferable to direct manual restraint.
The use of nooses to restrain wildlife is not
approved.
• As soon as possible after capture, and prior to
release, all animals should be examined for signs
of injury or illness.
• Where possible, wildlife removed from a site
during clearing works is to be relocated back to
the same site at the completion of works, so long
as suitable and sufficient habitat remains.
• As sufficient habitat remains on site, captured
wildlife is to be relocated and released into
suitable habitat located to the north and west of
the development footprint.
• Captured animals may be held for short periods
of time in calico bags, transport cages, box traps
or any other appropriate container as long as the
following criteria are met, and due regard is
given for species differences:
• The animal is protected from extremes of
temperature;
• The animal is protected from accidental trauma
by other animals, equipment, machinery and the
like;
• The animal is protected from adverse sensory
stimuli such as loud noises;

blanket);
• The animal is checked regularly during its period
of confinement; and,
• The container, bag or receptacle is clean,
hygienic and safe for the animal.
• All mammals and birds held in short term
containment for more than four (4) hours must
be given access to water.
• Mammals and birds held in bags of calico or
other material for longer than two (2) hours must
be transferred to appropriate transport or
holding boxes or enclosures containing hide
spaces or boxes when appropriate for the
species.
• All neonatal or juvenile animals other than
completely independent juveniles must be fed
and contained in a manner appropriate for their
age and species. Supplemental warmth must be
provided to any nestling or juvenile unable to
adequately thermoregulate.

6 COMPLIANCE & MONITORING
Compliance with the FMP will be achieved through self-administered monitoring of the
Plan and any conditions imposed by Council as part of a development permit / decision
notice.
Prior to the commencement of works and throughout the period in which vegetation
clearing or removal occurs, all personnel entering the site must familiarise themselves with
the FMP and acknowledge their responsibility to comply with the Plan’s requirements. In
addition, an activity checklist has been prepared which provides a procedure for auditing
compliance with the Plan. The audit will be administered by the developer or their agents.
A copy of the proposed site personnel register and the activity checklist is contained in
Appendix 3.
At the completion of clearing works, signed copies of the site register and activity
checklist are to be forwarded to Council to demonstrate compliance and the discharge of
the developer’s responsibilities under the applicable development permit conditions. The
latter can be conditioned by Council as part of a development permit.
