8. CONCLUSION & REASONS FOR DECISION
This application seeks approval to extend and ‘reinvigorate’ the Royal Mail Hotel at Tewantin by
adding new outdoor dining areas/beer gardens to the northern and southern areas of the hotel and
undertaking minor internal and external upgrades. The development application specifically seeks
approval for Material Change of Use - Hotel (Extension) and for Building Work – Partial Demolition
and building works on the Local Heritage Overlay.
The proposal has been reviewed against the relevant codes of the Noosa Plan and is generally
considered to have met the applicable benchmarks which include the provision of low scale
development and outdoor dining along Diyan Street. The proposed use is consistent with the intent
of the District Centre and provides an appropriate transition from Poinciana Avenue to Blakesley
Street.
The proposed works maintain the Heritage values of the site and conditions have been included to
ensure existing and future elements of the design are more appropriate to the building’s heritage.
An additional 30 carparking spaces, 4 motorcycles spaces and bicycle parking is provided on site
which when combined with the existing carparking areas, has been determined to be suitable for
the proposed use. Whilst the proposal has a shortfall of 5 carparking spaces this is considered
appropriate having regard to the good pedestrian access to the site, the locality the use serves as
well as the community benefit of public easements being granted across the carparking area to the
rear of existing shops and for the public.
The impacts on noise on the surrounding area has been considered with conditions recommended
that require noise barriers to the north and west of the new northern beer garden along with
restrictions on hours of operation for the overall use as well as music.
