Dear Georgina,
RE: DEVELOPMENT APPLICATION FOR MATERIAL CHANGE OF USE FOR WORKERS
ACCOMMODATION UPON LAND AT 23 BOTTLEBRUSH AVENUE, NOOSA (COUNCIL
REFERRENCE MCU25/0067)
We write in relation to the abovementioned application and Council’s Further Advice dated 19 December
2025.
Pursuant to section 13.2 of the Development Assessment Rules under the Planning Act 2016, we provide
the following response to Council’s Further Advice.
1. Issue – Gross Floor Area & Site Cover
Gross Floor Area
As contained within the Information Request, the development’s gross floor area is inclusive of the “break out
spaces”. The development’s total of gross floor area is ~505m2, which equates to a plot ratio of 1:1.
The maximum plot ratio prescribed by scheme in effect at the time of lodgement is as per Figure 1 and remains
unchanged by the new amendment that has come into effect.
A plot ratio of 1:1 is not supported.
Figure 1: Extract from Noosa Plan 2020 (25 September 2020) - Plot Ratio
Site Cover
The submitted material detailed the development achieves a site coverage of 40%, Council calculations detail
50%.
Information Required
1. Reduce the development’s plot ratio and site coverage to achieve the Performance Outcome.
2. Provide a copy of gross floor area and site coverage calculations.

As per Council’s request, the applicant has undertaken amendments to the concept to address concerns
relating to plot ratio and site coverage, which are demonstrated on the updated architectural plans
prepared by Studio Workshop Architects.
Meaningful changes have been made to both the site cover and plot ratio for the development, as detailed
further below.
Site Coverage
The site coverage for the amended concept has been calculated at 40%, in compliance with Performance
Outcome PO7 of the High density residential zone code. A further breakdown of the site coverage
calculations for each floor level can be seen on DWG DA04 of the attached updated architectural plans.
GFA & Plot Ratio
The total Gross Floor Area (GFA) of the development has also been reduced to 376m 2 with the plot ratio
being a total of 0.75:1. A breakdown of the GFA calculations for each floor level can be seen on DWG
DA07 of the attached plans.
It is acknowledged that a plot ratio of 0.75:1 is proposed. However, as detailed in our response to the
Information Request, the proposed plot ratio is consistent with the overall outcomes, as the built form
aligns with the intended character of the area and broader policy intent to support accommodation for key
workers.
The proposed development delivers a land use that aligns with the intent of small dwellings, providing an
affordable housing typology and arguably more affordable than a small multiple dwelling format.
Furthermore, the development generally complies with the relevant built form parameters, including site
cover and setbacks, consistent with the expectations of the High Density Residential Zone Code. On this
basis, the proposal represents an appropriate and well-resolved outcome that satisfies the purpose and
overall outcomes of the Code.
2. Issue - Waste
The applicant’s response to Item 5 – Waste of Council’s Request for Information does not include a Waste
Management Plan pursuant to SC6.10.2 of Planning Scheme Policy 9 Waste Management.
Council acknowledges that the opportunity to provide an on-site, bulk bin waste arrangement is limited and is
supportive of kerb-side collection.
Information Required
Provide a Waste Management Plan in accordance with Planning Scheme Policy 9 Waste Management. The
Waste Management Plan must be prepared by a suitably qualified person and include, but not be limited to:
a) the waste generation per unit, with justification where generation per unit is less than 120L
▪ Note that Council’s Waste Department have indicated support for a reduced waste
generation rate of 60L per unit
b) either of the following servicing arrangements:
i) 2 x 360L bins serviced 3 times a week; or
ii) 3 x 360L bins serviced 2 times a week.
▪ Note that Council’s Waste Department have indicated that option “i.” is preferred and that
the option to revise the number of bins and collections can be revised upon commencement
of the use
c) details of how servicing will occur (i.e., on-site manager to present and collect bins each servicing day)
Please see the attached Waste Management Plan prepared by Rhodium Environmental which addresses
the above matters. To summarise:
a) A waste generation rate of 60L/unit has been adopted, as supported by Council’s Waste
Department.

b) The servicing arrangement of 2 x 360L bins servicing 3 times a week is proposed, as preferred by
Council’s Waste Department.
c) Servicing details as follows:
▪ Residents will be responsible for transporting waste to the dedicated wheelie bin storage
area at ground level.
▪ Site management will ensure bins are presented for collection by Council’s service
provider (and will also be responsible for cleaning of the bins and storage area).
▪ Council collection contractor will undertake weekly servicing of the bins.
For further details, please refer to the attached Waste Management Plan.
3. Issue – Earthworks
The applicant’s response to Item 6 – Earthworks of Council’s Request for Information does not include any
new information for Council to assess. Council remains unable to accurately assess how the proposed
earthworks will impact adjoining properties.
It remains that the Bulk Earthworks Sections (DA.02, Rev. A) prepared by MPN Consulting do not reflect what
is shown on MPN Consulting’s Bulk Earthworks Plan (DA.01, Rev. A) or Studio Workshop Architects’ Ground
Floor Plan (DA100, Rev. 1) and Cross Section – Sheet 1 (DA301, Rev. 1).
For example:
a) the proposed retaining walls shown in Section 3 protrude ~0.55m and ~0.85m above the adjacent
natural surface levels to the north-western and south-eastern, respectively – it is unclear how the
area between the walls and property boundaries will be treated.
b) Section 3 details a second retaining wall on the south-eastern side of the subject site, however a
retaining wall is not shown in this section on the Bulk Earthworks Plan
c) Section 2 details a retaining wall on the north-western property boundary, however a retaining wall
is not shown in this section on the Bulk Earthworks Plan
d) Section 2 details a top of wall height that is ~2.33m above the adjacent natural surface level to the
south-east – it is unclear how the area between the wall and property boundary will be treated.
Information Required
Provide revised Earthworks Plans and Sections that are consistent with the application material. The revised
plans must be prepared by a suitably qualified person (RPEQ) and include, but not be limited to:
a) demonstrate compliance with the Earthworks Code;
b) details of all retaining walls (including levels, areas of backfill, etc.); and
c) levels of adjacent lots.
Please refer to the attached Further Information Response prepared MPN Consulting. To summarise the
response, neighbouring owners’ consents have been sought to pickup further levels through the
neighbours property as requested by Council, however no consent has been provided to date.
It is considered that for the purposes of the development application, sufficient information has been
provided. The additional survey data request by Council will be provided as part of the detailed design.
4. Issue – Landscaping Plan
The landscaping plan has not been amended reflect the increased landscaped setbacks.
Information Required
Provide revised landscaping plan.
Please see the attached Landscaping Plan prepared by LAUDink which has been amended to reflect the
increased landscaped setbacks.
