The proposed driveway location on Butler Street has been assessed with reference to
Australian Standards for driveway access.
In order to assess the impact of the proposal it is necessary to establish existing
transport conditions within the surrounding area. A site investigation has been
undertaken to provide information for this study.
1. Existing Road Conditions
The existing property fronts the roundabout with Poinciana Avenue and Butler Street.
Driveways are spaced at regular intervals along this road and it is expected that drivers
are alert in this environment and would expect vehicles to enter and exit the road
from the existing driveways. The posted speed limit is 60km/h.
2. Proposal
Hayes Traffic Engineering has been engaged to assess the proposed access
arrangements from proposed lot 2 to Butler Street. The existing access which has
entry from Poinciana Avenue and exit direct to the roundabout provides access to two
units. The driveway was constructed in 2011 as part of the roundabout works by
Council. The intent is to maintain this access driveway, but reduce the trip generation
by constructing one new dwelling and demolishing the existing units.

3. Proposed Access Driveway Location
The access driveway location has been assessed in regard to sight visibility and
geometry. A site inspection was undertaken to measure sight distances from the
existing driveway location. The following table summarises the on‐site investigations
from the proposed driveway location. The proposed driveway will be located at least
3m from the neighbouring driveway and 20m from the roundabout exiting lane.

4. Assessment An assessment of sight distance requirements at the proposed access driveway location has been undertaken in accordance with Australian Standards for Off‐street Parking Facilities AS2890.1. The sight distance requirement for a domestic property access driveway (serves less than 3 dwellings) with a road frontage speed of 60km/h according to Figure 3.2 of AS2890.1 is 55m. The driveway complies with the requirements of AS2890.1 The driveway location is located 20m from the exiting lane on the roundabout and complies with intersection separation distance from a roundabout. Consideration was given to an entry and exit driveway on Poinciana Avenue, however the closeness to the roundabout and the risk of weaving across lanes to undertake a U‐turn is considered a safety concern and was not investigated further. 5. Conclusion In conclusion, an assessment of the access arrangements for the proposed development has been undertaken with consideration to Council requirements, and Australian Standards AS2890.1. Lot 1 will remain in its current form, with entry via Poinciana Avenue and exit direct to the roundabout, as constructed by Council as part of the roundabout works in 2011. However, it should be noted that the current dwelling has two units and the proposal is to demolish the building and construct just one dwelling on Lot 1, reducing the trip generation from this driveway. The proposed driveway to Lot 2 on the southern boundary has been reviewed. The sight visibility from the access has been assessed in accordance with Australian Standards AS2890.1 for access driveways. Sight visibility to the east and west complies with the sight distance requirements for a domestic property access driveway with a frontage speed limit of 60km/h as provided in AS2890.1. Consideration should be given to ensure all access movements to Lot 1 and Lot 2 are forward in and forward off the site and adequate provision is made for visitor parking.
