application details
Application No.	RAL19/0014
Street Address:	30 Pottery St Pomona Qld 4568
Real Property Description:	Lot 496 MCH 591
Planning Scheme:	The Noosa Plan (8 June 2018)
INFORMATION REQUIRED
The information requested is set out below:
Issue - Access
The proposed access arrangement for the development comprises an access easement for the three (3) internal lots and the three (3) lots at the frontage of the site gain access directly from Pottery Street. The proposed access arrangement is not acceptable and it is contrary to the codes, policies and standard drawings of The Noosa Plan.
Information Required
Provide an amended plan for the proposed lot configuration that includes a road reserve suitable for an Urban Access Road as described in Planning Scheme Policy 5 (15m reserve with 6m AC kerb to kerb). The road must service the majority of the lots and include a cul-de-sac head in compliance with the applicable standard drawings and the requirements of The Noosa Plan.
Provide a preliminary design of the new access road. The design must be prepared by a suitably qualified RPEQ and must address any potential traffic conflict(s) caused by the new road on the existing road network traffic safety, particularly at the intersection of Pottery Street and Red Street. The design must indicate all required road widening works, traffic measures and signage to achieve a safe and compliant outcome.
Issue – Frontage Works
Frontage and road widening works are required for the frontage of the site to Pottery Street.
Information Required
Provide a preliminary roadwork design for kerb & channel and road widening to the full frontage of the site and including any associated stormwater drainage works. The road formation must be in accordance with an Urban Access Road as described in Planning Scheme Policy 5. The roadwork may need to be carried out on one or both sides of the existing carriageway to achieve a satisfactory road geometry, road formation and be aligned to minimise impact on existing vegetation.
Issue – Stormwater Management
A stormwater management plan is required for the proposed development.
Information Required
Provide a Stormwater Management Plan prepared by a suitably qualified RPEQ that includes but not limited to the following:
Stormwater drainage layout, collection and disposal details.
Stormwater quality treatment for the runoffs from the developed site in compliance with The Noosa Plan and the State Planning Policy (SPP).
Any required easement for stormwater drainage.
Details and data prove compliance with QUDM and demonstrate no adverse impacts are cased to existing downstream drainage and flooding conditions.
Issue – Unitywater Infrastructure
Connection to existing sewer system in accordance with applicable Unitywater guidelines.
Information Required
Provide a preliminary design for the sewer layout for the proposed development that demonstrates minimised impact on existing vegetation and no conflict with existing or proposed infrastructures.
Issue – Koala Habitat Area
The site is mapped as containing Koala Habitat Area under Schedule 7 of the Noosa Plan. Outcome 11 and Outcome 07 require protection of koala habitat trees. Recent inspection recorded koala scratches on the Grey Gums and a koala scat was located at the base of the tree around the proposed lots D, C and B.
Information Required
Demonstrate the development meets the requirements of Outcome 9 and 11 of the Biodiversity Overlay Code by undertaking and providing a revised koala habitat investigation by an ecologist with a minimum 5 years’ experience in assessing koala habitat and koala evidence.
Where koala habitat is located within the eastern lots, provide an amended layout which allows for the retention and on-going protection of the koala habitat.
Issue – Bushfire
The site is included in the Bushfire Hazard Overlay. A site specific bushfire hazard assessment has not been submitted within the application.
Information Required
Provide a site specific bushfire hazard assessment from a Qualified Person.
Issue – Water Quality
The site is located within the Mary River Catchment (6 Mile Creek system). In relation to Water Quality, the State Planning Policy (SPP) (July 2017) requires the assessment benchmarks to be met where reconfiguration results in 6 or more lots or involves premises greater than 2500m2. No information has been provided to assess compliance with the State Planning Policy 2017 for Water Quality.
Information Required
Demonstrate the development complies with the State Planning Policy (SPP) (July 2017) for Water Quality in particular by providing an assessment of the proposal against the provisions of the Water Sensitive Design Code of the Noosa Plan.
