           LEGISLATION

Under the Nature Conservation Act 1992 (NCA), Queensland's native wildlife is protected. A person
who intends to move, take, use or keep native fauna requires an appropriate permit to do so. Where
approved land clearing activities may result in displacement of native wildlife, Biodiverse is permitted
to observe or relocate animals under Rehabilitation Permit Number WA0043580.

           1. INTRODUCTION
                1.1. Background
Biodiverse Environmental has been engaged by Base Architecture to prepare a Fauna Management
Plan (FMP) for works involving Reconfiguration of a Lot – 1 into 2 lots at 43 to 45 Summit Road,
           Pomona (Lot 3 SP 186019/ Lot 2 on RP186019).

                1.2. Purpose
The purpose of this report is to present information on the fauna and habitat features present within
the Site to assist the management of development and provide framework for the long-term
management of the Site. This report provides a consolidated management document to mitigate
impacts and protect native fauna during the approved clearing and construction activities, notably
conservation significant fauna (i.e., listed under the NC Act 1992 or EPBC Act 1999 as Critically
Endangered, Endangered, Vulnerable or Near threatened, henceforth CREVNT).

This report has been prepared to meet the requirements of Noosa Shire Council’s response to the
affiliated development application, with Clause 13 of approval conditions stating that “Vegetation must
only be removed or disturbed in accordance with a Fauna Management Plan (or part thereof) prepared
by a qualified person* and endorsed through an Operational Works approval”.

This report presents data collated from contemporary research, a review of previous studies in the
area and a Site inspection conducted on the 3rd of July 2023. Previous studies reviewed include:

                     • Bushfire Mitigation Report FM 5810-6 prepared by Eldon Bottcher Architect Pty Ltd.
                     • Ecological Assessment Report prepared by 28 South Environmental.

An associated Rehabilitation Management Plan has been prepared to address revegetation and
ecological enhancement outside of the clearing areas.

                1.3. Focus and Scope
This FMP has been structured with a focus on the issues pertaining to management of fauna, and it
is envisaged that many activities will require the implementation of more than one component of the
FMP. This FMP refers to the statutory environmental and fauna management requirements as they
may apply, pursuant to all relevant policies, standards and regulation, along with end-user
consideration. In addition, this report seeks to ensure that fauna and fauna habitat in adjacent
conservation areas is not inadvertently adversely impacted.

This assessment report aims to mitigate the risk of injury, orphanage, or death of fauna prior to, during
and post-construction by providing management guidelines for the following:

                • Presence of CREVNT Fauna
                • Vegetation Clearing

                • Habitat rehabilitation and enhancement

Compliance with this FMP is compulsory and incorporates the use of expert consultants, including a
registered and Department of Environment and Science (DES) approved Fauna Spotter Catcher
(FSC). Section 4. Issues and Management Strategies outlines statutory requirements, and management
guidelines and policies of the Management Plan.

                1.4. Site Location
The project Site is located at 43 and 45 Summit Road, Pomona formally described as Lot 3 on
SP186019 and Lot 2 on RP186019. The Lot comprises approximately 3.4 hectares and is zoned as
Rural Residential. Surrounding land use includes Low Density Residential and Environmental
Management and Conservation Areas. A map showing the Site in context of surrounding land has
been provided as Figure 1 and the proposed development Site layout and tree retention plan in Figure
           2.

The Site has been historically cleared, leaving approximately 20% of the Site as remnant vegetation.
A small pocket of Regional Ecosystem type 12.3.1a is present in the south-west corner. This RE is
described as gallery rainforest (notophyll vine forest) on alluvial plains and provides habitat for
Coxen's fig parrot (Cyclopsitta diophthalma coxeni) and Richmond birdwing butterfly (Ornithoptera
           richmondia).

The far-eastern portion of the Site is mapped as RE 12.9-10.1, described as tall open forest often with
Eucalyptus resinifera, E. grandis, E. robusta and Corymbia intermedia on sedimentary rocks, usually
coastal. This ecosystem is known to provide suitable habitat for Koalas (Phascolarctos cinereus).

Two riverine drainage lines flow through the Site. Each is located within the mapped remnant
ecosystems, meeting north of the lot boundary and continuing to Six Mile Creek.

The proposed area of works and the vegetation management area addressed in this report do not
intercept any remnant ecosystem mapping. Vegetation within the development area contains a mix of
maintained native and exotic tree species and landscaped lawns. Dominant tree species include Slash
pine (Pinus elliottii), Mango (Mangifera indica) and Southern salwood (Acacia disparrima).

           2. METHODS
                2.1. Desktop Assessment
Prior to conducting the Site visit a comprehensive desktop analysis was undertaken. Species
information, including the collation of existing records for the survey area were obtained.

The Federal Government Department of Agriculture, Water and the Environment’s ‘Protected Matters
Search Tool’ (PMST) was used to generate a report that helped to determine whether Matters of
National Environmental Significance (MNES) or other matters protected by the Environment
Protection and Biodiversity Conservation Act 1999 (EPBC Act) are likely to occur on, or relate to, the
           property.

The EPBC Act Protected Matters Report was used to identify listed threatened ecological
communities, and flora and fauna species, as well as their habitat that may occur or is likely to occur
           within the property.

The Department of Environment and Science (DES) WildNet Database was consulted to identify
Matters of State Environmental Significance (MSES). The WildNet database supports Queensland’s
biodiversity and protected areas by providing important wildlife information that underpins
conservation policies, programs, and management responses.

Additionally, the local Noosa Shite Council Plan 2020 Planning Scheme was consulted to determine
Matters of Local Environmental Significance (MLES), specifically mapping overlays and development
           codes pertaining to the project.

                2.2. Site Inspection
The project area was assessed on the 3rd of July 2023 using a diurnal survey methodology following
a meander pattern, covering as much as possible of the Site. Arboreal, terrestrial, and aquatic features
           were assessed.

This involved visually inspecting the project area for nests, hollows, burrows, arboreal termitarium,
waterbodies, anthropogenic (artificial) habitats, scratches, scats and tracks.

The ecologist also identified any fauna observed during the inspection. Detailed information about all
fauna and habitat features identified was recorded, and where possible, marked the habitat feature
with hi-visibility flagging tape for closer inspection during works.

                     3.1.4. Fauna

A search of the PMST and WildNet databases was undertaken, identifying the species listed as
CREVNT under the NC Act and/or the EPBC Act that have potential to occur within 5 km of the project
           area.

Searches returned a total of sixty-two [62] CREVNT fauna species. This included seven [7]
amphibians, nineteen [19] birds, thirteen [13] mammals, seven [7] reptiles, one [1] insect and fifteen
[15] migratory species. These search tools rate the likelihood of occurrence from ‘may occur’, ‘likely
to occur’ to ‘known to occur’ based on the presence of suitable habitat for foraging and/or breeding.

Due to the large list of species returned via this tool, an additional assessment was undertaken,
           considering:

                 • whether the Site contained suitable breeding/roosting locations for the species; and
                 • whether the Site contained suitable foraging resources for the species.

Assessments determined that ten [10] species have a moderate to high likelihood of occurring within
the study area (Table 1). The clearing area is not expected to contain suitable habitat to support any
conservation significant species. Some species detailed in Table 1 may occur nearby, however are
unlikely to be found within the development area. Furthermore, the building envelopes have been
sited such that vegetation clearing and earthworks is not expected to impact on threatened ecological
communities or wildlife habitat as listed under national, state or local legislative frameworks.

Vegetative structure identified on Site appeared consistent with desktop mapping of remnant regional
ecosystems. The Site can be separated into three [3] communities:

         i. Open landscaped lawns with a mixture of scattered native and invasive species, including
Tuckeroo (Cupaniopsis anacardioides), Cocos palm (Syagrus romanzoffiana), Sweetgum
(Liquidambar styraciflua), White beech (Gmelina leichhardtii), Bunya pine (Araucaria Bidwillii),

salwood (Acacia disparrima) and Mango (Mangifera indica, Figure 4). A number of invasive
groundcover species are present in this area. Vegetation clearing works will occur predominantly
                   in this area.

boundary falls outside of the clearing area and will not be impacted by works.

No threatened flora was identified during the Site inspection. A full list of flora identified at the Site is
provided in APPENDIX II Plant Survey.

                       3.2.2. Fauna

While on Site, fauna species observed included Noisy miner (Manorina melanocephala), Laughing
kookaburra (Dacelo novaeguineae), Australian magpie (Gymnorhina tibicen) and Crested pigeon
               (Ocyphaps lophotes).

Scats from a large macropod, most likely the Eastern Grey Kangaroo (Macropus giganteus) were
observed throughout the open landscaped areas. Fresh scratches were also found adjacent to the
western watercourse; however the species could not be confirmed. These are detailed along with
               habitat features in Table 2.

The areas to be cleared provide only minimal habitat and resources, supporting fauna commonly
found in urban and peri-urban environments. Species such as Noisy miner are expected in these
areas with limited reliance on more complex forest ecosystems. Large hollow-bearing trees on the
clearing boundaries will be preferred by species such as Common brushtail possum (Trichosurus
vulpecula), as well as parrot species tolerant of urban disturbance.

There was no evidence of Koala occurrence on Site during the inspection, however they may still
occur during clearing works. Management actions in the event a Koala is located on Site during works
is detailed below in Section 4.1. Presence of CREVNT Fauna.

                     3.2.3. Habitat Features

Eight [8] habitat features were recorded on Site during the inspection. Features within the clearing
area included multiple large woody debris piles, exfoliating bark, and man-made structures.
Vegetation clearing will not encroach on native flora communities on Site, however scattered
Eucalyptus trees, including Koala preferred food trees, are present in the clearing area. Connectivity
to remnant vegetation at the Site boundaries is only through species not generally utilised, herefore,
they are not expected to occur within the clearing area but may be present nearby.

Additional features which will not be affected by vegetation clearing works, however may be utilised
by fauna that can move into the clearing area, include waterbodies and termitaria. The arboreal
termitaria has a large hollow and can provide refuge for various reptile, bird, and mammal species.
Recorded habitat features are detailed in Table 2.

           4. ISSUES AND MANAGEMENT STRATEGIES
The vegetation which will be cleared is heavily disturbed and not representative of any prescribed
ecological community, and clearing will therefore not impact on any threatened ecological community,
threatened flora, terrestrial or arboreal fauna, or migratory fauna. Vegetation clearing and earthworks
is also not expected to impact on mapped regulated vegetation areas or wildlife habitat.

To reduce potential adverse impacts on fauna during vegetation clearing works, Pre-Clearance habitat
and fauna assessments should be conducted, as well as employing a trapping program to reduce
fauna load prior to works commencing. To limit on-going and long-term ecological impacts, Base
Architecture should consider installation of suitable nest boxes into retained habitat. This will attract
fauna species to the area and enhance ongoing ecological integrity of native vegetation at the Site
           and in adjacent bushland.

The sections below outline strategies to manage the impacts of vegetation clearing and associated
works on native fauna and their habitat, as well as the responsibilities of personnel involved in the
works. The management issues and impact strategies are relevant to all fauna and threatened species
which are known to occur on the Site or have the possibility of occurring. All vegetation clearing,
mulching and grubbing must occur in the presence of a suitably qualified Fauna Spotter Catcher (FSC,
           see Table 5 for details).

                4.1. Presence of CREVNT Fauna
As detailed in Table 1, the clearing area does not contain suitable habitat to support any fauna
species of conservation significance. However, listed species such as the Tusked frog and Koala
are expected to occur in the surrounding vegetation and may be encountered during works.
Strategies to manage their presence and mitigate adverse impacts are outlined below.

Table 3. Strategies to manage the presence of CREVNT fauna

Issue Presence of CREVNT fauna within the development area

Management Reduce direct and indirect effects on Koala (Phascolarctos cinereus) and other CREVNT
            objective fauna that may occur.

            Requirements Before works:
            to implement
                                       • All personnel are to attend a pre-start meeting and be familiar with this FMP.
                                       • Tree protection and no-go zones must be clearly delineated and communicated
                                           to all personnel.
                                       • A suitably qualified FSC must assess vegetation to be cleared and the
surrounding area for Koalas (and other CREVNT and Least Concern fauna) as
                                           part of a pre-clearance assessment.
                                   During works:
                                       • A register of all fauna encountered is to be maintained and updated daily by the
                                           FSC/Ecologist.
                                       • A register of all breeding places encountered and tampered with is to be
maintained and updated daily by the FSC/Ecologist.
                                       • The FSC must continually assess the Site for Koalas:

o If a Koala is present within 100m, clearing must cease temporarily and a
safe buffer must be determined by the FSC.
o The FSC must continue to assess the Koala for signs of distress.
o If the Koala comes down from the tree, clearing must cease until the FSC
                                                determines it can continue.
o Vegetation must be cleared such that a corridor of Koala preferred food
trees is retained to allow safe passage for the Koala out of the work zone.
o Clearing cannot resume within the buffer area until the Koala has self-
                                                relocated to an adequate distance.
                                   After works:
                                       • All impact management strategies implemented and their relative success at
mitigating risks to fauna are to be reported on.

Performance 1. Zero disturbance must occur outside the permitted clearing area.
indicators 2. Mortality and disturbance of fauna should be prevented.
                                       3. Suitable habitat within areas not scheduled for clearing remain functional and
                                          stable ecosystems.

Personnel Base Architecture is held accountable for:
            responsible
                                        • Ensuring all relevant permits have been approved prior to commencing works.
                                        • Ensuring all contractors are able to comply with this management plan.
                                        • Ensuring habitat connectivity is maintained through corridors of retained
                                            vegetation.
                                        • Ensuring a suitably qualified FSC undertakes a Pre-Clearance survey to identify
habitat features and reduce fauna load prior to clearing within two [2] weeks of
                                            clearing.
                                        • Ensuring a suitably qualified FSC is present for all vegetation clearing.
The Clearing Contractor is responsible for conducting vegetation clearing in
                                   accordance with this management plan.
The FSC / Ecologist is responsible for:

Corrective In the event that practices are inconsistent with the strategies outlined in this FMP, the
action contractor should take the corrective steps and report non-compliance to the relevant
                                   personnel.
The Tusked frog requires maintenance of suitable pond or stream conditions for its
continual successful breeding. If vegetation clearing impacts on the watercourses,
corrective actions must be taken immediately to minimize potential adverse impacts.

Timing The duration of the construction period.

                4.2. Vegetation Clearing
Clearing of native vegetation can result in the direct injury or death of fauna. Clearing of the vegetation
on Site can also damage fauna habitat within retained vegetation. Grubbing can have additional soil
degradation impacts. Disturbing the soil by removing roots and ground cover will leave it exposed to
the elements and potentially increase erosion towards the watercourse. Exposed soil can also change
in structure, and sedimentation into the waterway can alter water quality. Further information regarding
soil disturbance, Site stabilisation, and erosion controls is provided in the RMP.

Table 4. Strategies to manage the impacts of vegetation clearing

Issue Fauna habitat and vegetation clearing

Management Reduce direct and indirect effects on fauna during the clearing processes.
            objective

Requirements Clearing shall only occur once all approvals have been granted.
            to implement
                                   Before works:
                                       • All personnel are to attend a pre-start meeting and be familiar with this FMP.
                                       • Everyone involved in the construction will be instructed on their duties in relation
to vegetation clearing protocols and protecting native fauna. Areas intended for
vegetation clearing should be clearly defined and notified in detail.
                                       • The Vegetation Protection Zone/s (VPZ) are to be clearly delineated.
                                       • All erosion controls must be in place to reduce sedimentation into the
                                           watercourses.
                                       • A suitably qualified FSC is to undertake a Pre-Clearance survey prior to each
day of clearing works. The FSC is to record all data pertaining to wildlife
interactions and clearly indicate all habitat features (i.e., with use of spray paint
                                           or high-visibility flagging tape).
                                   During works:
                                       • All clearing is to be carried out in the presence of a suitably qualified FSC who
has the primary role of safely capturing and relocating fauna impacted by works.
                                       • Removal of understory and scrub trees is to be conducted first, followed by the
                                           removal of non-habitat trees.
                                       • Non-habitat trees and coarse woody debris should be stockpiled.
                                       • Clearing of non-habitat trees will only occur where their removal will not impact
on identified habitat trees (e.g. canopies do not interconnect with habitat trees).
                                       • Hollows within trees will be identified in the field before commencing clearing.
These will be marked for inspection and may require dismantling using a
qualified arborist and a cherry picker or elevated work platform (EWP).

                                       • The FSC will:
o inspect each of the potential habitat features (usually hollows, dreys and
arboreal termite nests) to determine the presence of arboreal fauna. This is
carried out by simply looking into hollows with the assistance of a small
torch, however, burrow and bore-scopes can also be useful for deep
                                                hollows.
o If fauna is located within a hollow, a towel or rag will be firmly lodged into the
entrance to prevent wildlife from experiencing additional distress or
attempting to escape due to a perceived threat.
o If an occupied Ringtail possum drey is encountered, the FSC should quietly
approach (i.e., avoid contacting other branches) the drey in the EWP bucket
and physically capture the possum by placing the entire drey in a catch bag
or only the possum if it emerges from the drey.
o Once the hollow entrance has been secured the arborist or FSC will cut the
entire hollow limb off below the cavity where the branch remains solid. In
circumstances where a hollow continues into the main stem of the tree, a
small window will be carefully cut into the hollow, allowing the FSC to plug
the hollow above and below the window.
o When the fauna has been safely secured within its hollow, the entire limb
can then be placed in the EWP bucket or lowered to the ground using ropes.
o This limb will then be placed in a cool, quiet location until translocation to the
recipient habitat Site, when at dusk the hollow entrance is re-opened to
allow the fauna to emerge of its own accord.
                                       • If there is more than one work zone undertaking clearing or earthworks, there is
the requirement for at least one FSC per work front.
                                       • Undertake sequential clearing - the direction of sequential clearing should be
away from road infrastructure and threatening environments, and towards
habitat links to ensure fauna are not moving through disturbed areas (Figure 7).
                                       • Trees to be cleared along the boundary of the VPZ are to be felled inwards to
                                           avoid damaging surrounding retained vegetation.
                                       • All trees to be removed will be rechecked by a FSC prior to and after felling, to
ensure there is no fauna present.
                                       • All trees that are to be stockpiled overnight must be re-checked by the FSC prior
to mulching to ensure no fauna have relocated into the pile.
                                   After works:
                                       • Fauna should not be left in an isolated ‘island’ of habitat unless there is no other
                                           option suitable.
                                       • Cleared vegetation should be piled thoughtfully; kept away from waterways and
without causing damage to the surrounding habitat.
                                       • Cleared vegetation must be piled in a way that will not disturb fauna movement.
                                       • Large rocks and logs must be removed and placed in nearby vegetation to
                                           provide shelter for fauna.
                                       • Ongoing erosion controls must be in place to reduce erosion and sedimentation
                                           into the watercourse.

Performance 1. Zero disturbance must occur outside the permitted clearing area.
indicators 2. Mortality and disturbance of fauna should be prevented.

Personnel Base Architecture is held accountable for:
            responsible
                                       • Ensuring all contractors have read and are able to comply with this
                                           management plan.
                                       • Ensuring a suitably qualified FSC undertakes a Pre-Clearance survey to identify

                                          • Each day, the Site is to be thoroughly inspected by a suitably qualified FSC
to capture and relocate any fauna that has moved back into the impact area
                                              overnight.
                                          • All newly identified habitat features, and breeding Sites are to be marked with
flagging tape, and their planned mitigation measures are to be discussed with
                                              the clearing crew.
                                          • During this discussion, hazards to fauna dispersing away from the impact
Site should be discussed, such as predators, machinery, roads/traffic and
                                              clearing operations.
                                          • The FSC and clearing crew are to work collectively to determine the manner
and direction of clearing that best allowed fauna to safely self-relocate to
                                              nearby suitable habitat.
                                       During works:
                                          • The FSC is to inspect habitat features and/or breeding places in cleared
                                              vegetation for any fauna present.
                                          • The FSC is to assess all fauna for injury, capture photographs if possible and
                                              identify fauna to species level.
                                          • Uninjured captured diurnal fauna are to be released into the closest suitable
habitat as soon as practicable. Suitable release locations are shown below in
Figure 7. Note: Aquatic fauna is not expected to occur, but frogs may be
                                              present.
                                          • Nocturnal fauna species are to be stored in a thermally suitable, quiet and
dark location and released at dusk into suitable habitat.
                                          • The following environmental and ecological factors must be considered when
determining the timing and location of release:
o Habitat contains an adequate food supply and shelter.
o Weather, season, and time of day is appropriate for the species.
o Under circumstances which will not cause additional stress, such as
extreme weather conditions, the wrong time of day (i.e., nocturnal
                                                   species).
o In the appropriate social group. Some animals fare better if released into
                                                   social groups.
o Within 1km of the Site as per DES guidelines.
                                          • Injured and orphaned fauna are to be secured in a thermally suitable, quiet
and dark location while assessments are made over the severity of injury.
                                          • Viable fauna are to be transported swiftly to the closest vet or wildlife carer,
identified in Section 4.4 Animal welfare.
                                          • Fauna suffering non-viable injuries are to be promptly euthanized, following
procedures outlined in the Code of Practice - Care of Sick, Injured or
Orphaned Protected Animals in Queensland (1992), or alternatively taken
immediately to a veterinary clinic for euthanasia.
                                          • Hives of native bees (genus Tetragonula (syn Trigona) and/or Austroplebelia)

                                              retained vegetation.
                                       After works:
                                          • The FSC is to inspect habitat features and/or breeding places in cleared
                                              vegetation for any fauna present.

Performance 1. Zero disturbance must occur outside the permitted clearing area.
indicators 2. Mortality and unnecessary disturbance of fauna should be prevented.
                                          3. Suitable habitat within retained vegetation remain functional and stable
ecosystems, with safe passage for fauna.

                4.4. Animal Welfare
The clearing of native vegetation has a high potential of negatively impacting fauna and may lead to
distress, injury, illness, orphanage, predation or death of fauna.

Table 6. Strategies to manage animal welfare

            Issue Animal welfare

Management Prevent fauna deaths and reduce disturbance to fauna.
            objective

            Requirements to Before works:
            implement
                                          • Ensure that works are not undertaken under environmental conditions that
may result in additional impacts to fauna e.g. extreme weather.
                                          • Ensure that works are timed to occur outside of key breeding seasons.
                                          • A suitably qualified FSC is to undertake a Pre-Clearance survey within two
[2] weeks of works commencing, to identify any potential animal welfare
issues (e.g. active nests). Management strategies should be discussed,
including how clearing can be conducted to minimize the risk to fauna.
                                          • As per Noosa council recommendation, a pre-clearing trapping program will
be implemented to target native ground-dwelling and arboreal fauna:
o Trapping must be undertaken for a minimum of four [4] nights prior to the
                                                     commencement of works.
o The following traps can be used:
                                                  i. Pitfall traps
ii. Small (Type A) Elliot traps- arboreal and terrestrial
iii. Large (Type B) Elliot traps- arboreal and terrestrial
                                               iv. Cage traps
o Traps will be baited with a mixture of peanut butter, honey and oats.
                                       During works:
                                          • Ensure that the management strategies in 4.3. Fauna Management During
Works are implemented and followed by all personnel.
                                          • Fauna handling and relocation must only be carried out by personnel with a
current Damage Mitigation Permit (DMP) and Animal Rehabilitation Permit
                                              (ARP) from DES.
                                          • FSCs are required to transport injured wildlife to the closest designated
veterinary clinic. Orphaned wildlife, for example unhatched bird eggs may be
relinquished to a suitably qualified wildlife carer. The clinics closest to the

musculus), Black rat (Rattus rattus) and House gecko (Hemidactylus frenatus). Invasive fauna can
prey on and displace native fauna, degrade natural bushland and waterways, and spread invasive
plants, parasites, or diseases. Pest management is considered:

                • During preparation for operational works.
                • In on-going monitoring and management of retained and rehabilitated habitat.

The Biosecurity Act 2014 states that every person has a General Biosecurity Obligation to take all
reasonable and practical steps to minimise the risks associated with invasive animals under their
           control.

           5. DISCUSSION
This FMP provides a consolidated management document to mitigate impacts and protect native
fauna during approved vegetation clearing works. It must be followed in conjunction with all other
approved plans, including the Rehabilitation Management Plan and the Bushfire Mitigation Report FM
           5810-6.

Vegetation clearing shall only occur once all approvals have been granted and any necessary
environmental controls are in place. A FSC must be present for all vegetation clearing, mulching, and
grubbing works to mitigate adverse impacts and reduce disturbance to fauna.

The FSC, clearing contractors, and other on-site personnel must ensure works are undertaken in a
safe and professional manner with consideration for fauna management protocols at all times.

           1. INTRODUCTION
           1.1. Purpose
Biodiverse Environmental has been engaged by Base Architecture to develop a Rehabilitation
Management Plan (RMP) for the works involving Reconfiguration of a Lot – 1 into 2 lots at 43 – 45
           Summit Rd, Pomona (Lot 2 on RP186019 & Lot 3 on SP186019).
The RMP will fulfil Approval Condition 7 of Decision Notice RAL22/0018 stating “The land area
identified for rehabilitation on the approved plans must be rehabilitated and revegetated and removed
of all weed species listed in the following standards and legislation: a) declared plants under the Land
           protection (Biosecurity Act 2014 and sub-ordinate Regulation 2016); b) Schedule 1, 2 and non-
scheduled invasive species listed in the Noosa Biosecurity Plan 2020”.
This report outlines the rehabilitation requirements for the environmental contractor undertaking the
works by providing details, procedures, and management requirements regarding rehabilitating,
revegetating, and removing weed species from the identified rehabilitation area.

           1.2. Background
Biodiverse Environmental conducted a preliminary site inspection of the rehabilitation area on 3rd July
2023 at 43 – 45 Summit Rd, Pomona (henceforth referred to as the Site). This inspection was to
assess the condition of the Site, undertake a preliminary weed survey, and determine rehabilitation
           works.
An associated Fauna Management Plan has been prepared to assist in the management of fauna
and habitat features during vegetation clearing and development at the Site.

           1.3. Relevant Documents
Legislation pertaining to the proposed development Project include the Environment Protection and
Biodiversity Conservation Act 1999 (EPBC Act), which provides a framework for the protection of
biodiversity and matters of National Environmental Significance, and the Biosecurity Act 2014 as it
pertains to the management of biosecurity matters present on site.
Under Queensland’s Biosecurity Act 2014, all persons have an obligation to take reasonable and
practical measures to prevent or minimise the biosecurity risks associated with their activities or
dealings with the carriers of invasive plants.
The RMP contains data obtained from Noosa Council Approved Plans:

                • Rehabilitation Management Plan prepared by 28 South Environmental.

           2. SITE DESCRIPTION
The project Site is located at 43 – 45 Summit Road, Pomona formally described as Lot 3 on SP186019
and Lot 2 on RP186019. The Lot comprises approximately 3.4 hectares and is zoned as Rural
Residential. Surrounding land use includes Low Density Residential and Environmental Management
and Conservation Areas. A map showing the Site in context of surrounding land has been provided
           as Figure 1.

The rehabilitation area is located at the western side of Lot 3, totalling 4,281m2 in area. An existing
waterway (dam) is present in the middle of the identified rehabilitation area. Figure 2 below shows
the proposed development Site layout map with the rehabilitation area outlined in yellow.

The site has been historically cleared, leaving approximately 20% of the Site as remnant vegetation.
This includes a small pocket of Regional Ecosystem 12.3.1a present in the south-west corner (in the
revegetation area) as well as the far eastern portion of the Site mapped as RE 12.9-10.1. Further
details regarding Regional Ecosystem vegetation are provided in 2.2. Regional Ecosystems.

           2.1. Existing Vegetation
The existing vegetation at the rehabilitation area is predominantly sparse canopy and sub-canopy
trees dominated by Eucalyptus grandis (Flooded gum), Eucalyptus microcorys (Tallowwood), Acacia
maidenii (Maiden’s wattle), and Allocasuarina littoralis (Black she-oak) on the western side, with the
addition of Corymbia intermedia (Pink bloodwood) and Lophostemon confertus (Brush box) on the
eastern side. The existing vegetation in the rehabilitation area currently provides approximately 40%
canopy coverage of the area, varying where the native stands are located. The shrub and groundcover
layer consists of a combination of weed and native species.

An existing dam is located in the middle of the rehabilitation area with various native riparian
vegetation species also present along the banks. In some sections of the rehabilitation area,
approximately one third of the delineated area is observed to be riparian vegetation.

           3. REHABILITATION
The aim of this rehabilitation is to is to enhance the habitat value consistent with the Regional
Ecosystem and in a way that will encourage further ecosystem integrity. Works should be undertaken
in a manner which will minimise extensive light penetration and soil disturbance to reduce weed
germination/spread and soil erosion. Rehabilitation should not significantly reduce habitat quantity or
quality. Rehabilitation will assist in restoring, protecting, and enhancing the ecological values and
characteristics of the remaining regional ecosystem present on site.

A moderate amount of weed control is required before revegetation can occur. Conducting the weed
control required to fulfil Approval Condition 7 of Decision Notice RAL22/0018 will result in a slight
decrease of canopy coverage over the rehabilitation area and will require ongoing weed control works.

It is the responsibility of the engaged rehabilitation contractor to monitor the rehabilitation area for
erosion and sediment issues. Should vast areas become uncovered due to weed removal efforts, it
will be the responsibility of the contractor to ensure these areas are mulched and actively planted out
in a timely manner and monitored to ensure a proactive approach is taken for erosion and sediment
control requirements that may arise. If erosion and sedimentation occurs in the rehabilitation area,
further actions may be necessary and will be decided on by the rehabilitation contractor.

           3.1. Regeneration
The initial regeneration works may be undertaken over a one-week period depending on the
environmental conditions, prior to going onto the maintenance program. Within this time frame weed
species are to be removed using appropriate removal techniques and in conjunction with
recommended methodologies outlined in the South East Queensland Ecological Restoration
           Framework.
           Works are to include:
                • Identify native species
                • Remove weeds away from native plants
                • Undertake bush regeneration – to remove weed species
All vegetation areas to be rehabilitated will be swathed by appropriately qualified bush regenerators,
treating weed species with minimal disturbance to the ecosystem. At the end of these works the entire
site should be considered “clean”. This is defined as a point where all further works on the area is
only to maintain regenerating weed species.

                 3.1.1 Weed Species

In accordance with Approval Condition 7, the rehabilitation area must be removed of all weed species
listed as declared plants under the Biosecurity Act 2014 and schedule 1, 2 and non-scheduled
invasive species listed in the Noosa Biosecurity Plan 2020.
During the preliminary site inspection within the rehabilitation area, six [6] species of weeds listed
under the Biosecurity Act and Noosa Biosecurity Plan were observed and are listed in Table 1 below.
Different weeds may infiltrate the rehabilitation area during the development works and in the future
due to the surrounding disturbances. If additional weed species fitting the above requirements are
observed in the future, weed removal techniques and maintenance will be adjusted to include these
           species.

            (Umbrella tree) Invasive Species

                 3.1.2. Weed Removal Technique

A range of techniques may be employed to achieve the required results, such as, but not limited to
foliar spray, cut & paste, hand pull (manual removal), scrape & paste, frilling and mechanical removal.
Care should always be taken when completing these tasks including following operational, licensing,
and legislative requirements. All weed removal techniques utilized are to be in line with the South East
           Queensland Ecological Restoration Framework.

Due to the proximity to the dam, the rehabilitation area is to be treated with a ‘frog friendly’ herbicide
such as Weed Master Duo or Roundup Biactive. Roundup Biactive has been specifically formulated
for use in environmentally sensitive areas by using surfactants that ensure a high level of safety to
aquatic organisms. Weedmaster Duo also contains aquatically approved surfactants that are frog
friendly and has full aquatic registration.

Herbicide application must be conducted by an appropriately qualified person in accordance with the
Agricultural Chemicals and Distribution Control Act. Application rates must follow the registered
product labels or applied in accordance with an Australian Pesticides and Veterinary Medicines
           Authority (APVMA) permit where applicable.

                 3.1.3. Weed Control Procedure

Large patches of Lantana camara (Lantana) and Cinnamomum camphora (Camphor laurel) are
located throughout the whole rehabilitation area. Smaller scattered patches of Ochna serrulata
(Ochna), Senna pendula var. glabrata (Easter cassia), Schinus terebinthefolius (Broad-leaved
pepper tree), and Schefflera actinophylla (Umbrella tree) are also present throughout most of the
           revegetation area.
A combination of foliar spray, cut & paste, and manual removal is recommended for the initial weed
control works on Site. To increase the viable planting space within the rehabilitation area, weed

patches are to be treated with the cut & paste method with plant foliage and stems removed from the
area where possible. Manual removal technique is also be utilised for smaller weeds where possible.
To assist in the success of the revegetation planting, environmental weed grasses on site are to be
foliar sprayed before planting occurs. Additionally, mulching after the revegetation areas have been
sprayed will assist with revegetation, ongoing weed control, and maintenance.
Weed control works are to be conducted within an appropriate time of year for the species. The
rehabilitation works contractor is to consult the Department of Agriculture and Fisheries guidelines
(e.g DAF Lantana) as well as relevant local documents such as the Noosa Biosecurity Plan 2020
Calendar for Pest Plants in Figure 3 below.
After the initial weed control works are undertaken at the Site, signs of die-off should be evident within
3-4 weeks but may take longer due to the weed species being outside the optimal time for weed
control works. The main signs of die-off are significant yellowing of the leaves and plant.

           3.2. Revegetation

Revegetation is required around the entirety of the rehabilitation area, focusing on a scattered planting
of small – medium trees to re-enhance the canopy coverage after weed control occurs in the area.
Ground covers and native grasses will be densely planted and utilized in areas where environmental
weed grasses are set to be removed. Revegetation of these areas will assist with long term prevention
of weed infiltration and improve existing vegetation health.

                 3.2.1. Planting Areas

Although reference documents state the rehabilitation area is 4,281m2, an existing dam is present in
the middle of the rehabilitation area, as well as current weed infestations reducing the viable planning
area. The section identified for rehabilitation on the eastern side of the rehabilitation area is also
currently unclear due to the lack of surveyor markings/pegs during the preliminary Site inspection and
GPS inaccuracies. After the initial weed control works are completed and all the viable planting space
can be accounted for, an accurate quantity of tube stock required for revegetation planting is to be
           provided.
One of the viable planting areas along the dam at the western side of the rehabilitation area is shown
in Figure 4 below. Another viable planting area is the relatively clear section near the entry gate and
driveway also at the western side of the rehabilitation area (Figure 5). After initial weed control works
and mulching have been completed, infill planting can occur in these areas.

There is potential for a small amount of infill planting on the eastern side of the rehabilitation area
near the dam as seen in Figure 6 below. More potential planting areas on the eastern side of the
dam may be identified once weed control works occur and the eastern rehabilitation boundary is
           defined on Site.

The following estimate of tube stock is for tendering purposes only and is not an accurate
representation of the quantity required. On Site ground-truthing after weed control works occur is
necessary to provide an accurate quantity. Final density required for rehabilitation areas is set out in
the criteria. Figure 7 below displays the viable planting area at the site, with the western side
highlighted in green and the eastern side highlighted in blue.

                 3.2.2. Species Selection

Species are selected based on RE 12.3.1a and 12.3.11 with consideration for appropriate canopy
coverage and riparian buffer zone suitability. Planting on the western side of the rehabilitation area
will focus on small – medium tree species to re-enhance the canopy coverage and include ground
covers and native grasses. Planting on the eastern side of the rehabilitation area will focus on ground
           covers.
It is crucial to select healthy stock and the appropriate species for the success of this project. The
following suggested list of plants is to be sourced in grow tubes from native nursery stocks such as
‘Coolum Community Native Nursery’, ‘Barung Landcare Native Plant Nursery’ or ‘Floribunda Bushcare
Nursery’. Care is to be taken to ensure purchased stock is healthy with vigorous growth, hardened off
and not overgrown or root bound.

                 3.2.2. Species Density

Species density is to be achieved through revegetation planting, natural recruitment, and retention of
           native species.

                     • Grasses & ground covers – 0.5-1m centres

                     • Small trees – 2-3m centres

                     • Medium tree – 4-5m centres

Planting arrangement is to be consistent with plant abundance, spacing and groupings to mimic
natural conditions. Pioneer and fast-growing species are to be distributed throughout the planting to
produce a rapid canopy coverage to assist in the exclusion of weed species.
As outlined in section 3.2.1 Planting Areas above, a total of approximately 486 tube stock will be
required for the revegetation area. This includes 380 ground covers and grasses, 66 small trees, and
           40 medium trees.

                 3.2.3. Revegetation Procedure

After initial weed control works are completed, Site preparation prior to revegetation will include
mulching the rehabilitation area with 100mm forest mulch or similar, taking care not to cover any
           naturally recruiting natives.
Revegetation works should be undertaken as follows:

                • Identify endemic species – clearly ID endemic plants and clear weeds away and where
required, mark individual plants or areas for easy recognition to minimise potential for off target
                     damage.
                • Prepare the area for revegetation - Treat all existing weeds i.e., spot spray / wood weed
                     removal.
                • Install tube stock
                • Soak tube stock in NTS Nutri-Tech Black Gold (or similar product) prior to planting
                • Using a mattock or similar tool dig a hole 20 – 30 mm greater than the height of the plant
container and twice as wide at the recommended densities
                • Fertilise and hydrated water crystal each hole as per manufactures recommended rates
                • Plant tube stock ensuring top of the planting medium is just below ground level
                • Replace soil and firmly compacte around the tube stock
                • Mound all excess soil around the individual to form a dam around the plant on the downhill
                     side
                • Apply forest mulch (or similar) to aid in water retention
                • Water thoroughly after planting- approximately 10 to 20L depending on site conditions
                • Use an anti-transpirant product such as ‘Floraguard’ after watering

After all tube stock is planted, cardboard tree guards are to be installed around all tree species to
reduce the risk of plants being disturbed while establishing. Grasses and some ground covers do not
require tree guards. Tree guards are to be retrieved when plants reach waist height.

           4. MONITORING
Monitoring program begins upon completion of the revegetation and regeneration works. It is the
responsibility of the rehabilitation contractor to actively undertake monitoring and achieve the bi-
annual records. Data that should be collected includes:
                • Average height of plants within the restoration area where planted (height in meters for tree,
                     shrub and groundcover species);
                •    Dominant species (qualitative description of the dominant species in each strata);
                •    Assessment of the health of vegetation within the restoration area;
                •    Percentage weed cover within the restoration area;
                •    Percentage of planted specimens survived;
                • Notation of all natural deaths or illegal removal of any native plants; and
                • Abundance of natural recruitment including native and exotic species.
Photographs shall be taken in cardinal directions at each monitoring site which is to consist of a 10 m
x 10 m plot. The plot should be marked with star pickets or flagging tape to allow for ease of
identification in the field. All works and chemicals used should be logged and documented as part of
the Monitoring Program. The restoration contractor should develop a pro-forma for the collection of
relevant monitoring information during all events to ensure consistency and comparability between
           surveys.

           5. MAINTENANCE
In addition to the monitoring, the maintenance program begins upon completion of the revegetation
and regeneration works. The aim of the maintenance schedule is to ensure bushland integrity is
achieved at the end of the program. Bushland integrity will be achieved by ensuring:
                • High percent canopy cover
                • High revegetation success rate
                • Natural regeneration present
                • Floristic and structural diversity consistent with the RE.

Subsequent weed control works will be required to remove any newly germinated weed species
before they become infestations. It is an essential aspect of any successful rehabilitation project and
if conducted in a timely manner can reduce on-going costs in the mid to long term.
The rehabilitation site is to be swathed by experienced bush regenerators, carefully hand weeding or
spot spraying weeds using knapsacks. All weed spraying is to be performed by ACDC licenced bush
regenerators as well as the company holding a Ground Distribution Licence.
All attempts must be made to reduce spray drift. Weed species seedlings, particularly grasses and
ground covers are not to be sprayed out and may require hand weeding to reduce the risk of applying
herbicide to non-target species. Weed Master Duo or a similar ‘frog friendly’ product when foliar
spaying should be used. Consideration must be taken when using Metsulfuron and application is only
to occur between September to April. An herbicide record sheet is to be completed when any herbicide
use occurs on site and is to be kept for 2 years.
The table below outlines the maintenance and monitoring schedule of the site and the required
           actions.
