Gym Usage
In order to comprehensively addresses the merits of the development, it is important to
understand the operation of indoor gymnasiums and the usage patterns of their members.
The following data was collected by DebitSuccess, a direct debit initiator which manages the
payment of gym memberships and fees for approximately one million gym patrons in Australia. In
analysing this data, a number of interesting usage patterns were identified with regards to
frequency of attendance, and the most popular time and day of attendance. This data is
represented in Figures 6-8 below.
RG Strategic Planning Report – MCU of Use to Establish Type 2 Recreation, Amusement and Fitness 12
Page 14
Data specifically relating to the proposed indoor gymnasium (Anytime Fitness Noosa) has been provided by the operators and is enclosed within Appendix B. This data was collected by the applicant for the months of August and September 2019 at their current Noosa location. The most frequented time members attend the gym in Australia is early to mid-morning 8AM-12PM (26.67%) and late afternoon to early evening 4PM-8PM (30.79%) – as identified in Figure 6 below. This data illustrates that gym usage is typically defined to the hours before and after standard office hours. Thus the potential impact of the proposed use on the surrounding land uses would be negligible. A similar pattern is illustrated in the usage data from Anytime Fitness Noosa (Appendix B) with the most popular hours of gym usage is between 7-8AM, and 3-5PM. Figure 6: Australian Gym Usage - Most Popular Time Source: Debit Success Represented in Figure 7 is the most frequented day members access gym facilities; this being Monday and Tuesday, with patron attendance declining through the week. The least popular days are Saturday and Sunday. Figure 7: Australian Gym Usage - Most Popular Day Source: Debit Success RG Strategic Planning Report – MCU of Use to Establish Type 2 Recreation, Amusement and Fitness 13
Page 15
Interestingly Figure 8 illustrates that 63% of gym membership are inactive and the majority of membership do not attend the gym regularly, or at all. Approximately 22% of members visit the gym one to two times a week, and only 8+% of members utilise their memberships 4 or more times a week. Figure 8: Australian Gym Usage – Frequency of Visitation Source: Debit Success Carparking As illustrated within the Site Plans (Appendix A) prepared by Zest Building Design, a reconfiguration of the existing carparking arrangement is proposed. The redesign of the carparking area in front of the existing building will enable an additional 3 spaces to be provided on the site as demonstrated within Table 5 below. The reconfiguration of the carparking arrangement enables a more efficient use of land whilst not impeding on the ability of the site to be accessed by trucks or service vehicles. Table 5: Existing and Proposed Carparking Infrastructure Qty of Spaces Existing Proposed Car park 14 spaces 17 spaces Motorcycle / Scooter 0 4 spaces (1 equivalent car space) PWD 1 space 1 space Total 15 spaces 19 spaces It is noted that several areas of the studio do not contribute to actual car parking generation and these include the reception, amenities, and equipment storage areas. Page 16
The prescribed carparking requirements have been calculated utilising the rates specified within
the Noosa Plan 2006 and the Draft New Noosa Plan 2019.
Noosa Council have previously accepted, and approved gymnasium uses utilising a carparking
rate of 0.85 carparking spaces / person being ‘entertained’. The proposal has also been assessed
using this rate for consistency.

The proposed carparking infrastructure has been assessed against the prescribed required listed
in Table 6. As demonstrated within Appendix B the highest number of members using the gym
facilities at any one time was 19 persons (at 8:00AM).
With no more than 19 members attending the gymnasium at any one time and 3 staff members on
site, the carparking spaces required under the Noosa Plan 2006 is 10 carparking spaces. A total of
19 carparking spaces (or equivalent) are proposed which exceeds the requirements of 10 spaces
as prescribed under the Noosa Plan 2006.
Additionally, with a number of gym users utilising other means of transport including ride sharing,
and public and active transport infrastructures, the reconfiguration of the carparking space meets
the requirements of the Draft New Noosa Plan 2019. Sufficient carparking spaces are provided on
site to meet the needs of the proposed use.
The proposed carparking reconfiguration also exceeds the requirements of Council’s accepted
rate of 0.85 carparking spaces / person being ‘entertained’.
Therefore, the proposed reconfiguration of the carparking area permits the proposed use to be
able to comply with the requirements of the current and future planning schemes (2006 and 2019).

6. State Planning Interests 6.1 Planning Act The Planning Act 2016 (‘the Act’) is the relevant statutory instrument under which development applications are assessed by local governments. In respect of the proposed development, an Impact Assessable development application is made in accordance with s. 51 of the Act. 6.2 Referral Agencies and State Development Assessment Provisions Referral matters for this proposal have been assessed against the provisions of Schedule 10 of the Planning Regulation 2017. Given that the proposed indoor gymnasium is to be located within an existing building, no major alterations to the building are proposed, and no referral triggers are identified within the Development Assessment Mapping System, the State Development Assessment Provisions are not applicable to this impact assessable development application. As such, no further assessment is required and referral to SARA is not activated by this application. 6.3 State Planning Policy The proposed indoor gymnasium has been assessed against the provisions of the State Planning Policy (SPP) July 2017. The only relevant SPP overlay to the site is the Flood Hazard Area overlay. This overlay has been incorporated into the Noosa Plan 2006 and as such, no further assessment is required. 6.4 South East Queensland Regional Plan 2017 The South East Queensland Regional Plan 2017 (SEQRP) guides land use and development in the region. The subject land is located within the Urban Footprint as demonstrated within Figure 9. The proposed development does not trigger referral to SARA and no further assessment is required. 7. Noosa Planning Scheme Considerations
7.1 Proposal Definition
The proposed development has been defined under the Noosa Plan 2006 as;
Primary Use: Business Uses
Use Class: Entertainment and dining business
Use: Type 2 Recreation, amusement & fitness – The use of premises involving recreation or
amusement activities, including cinema, health & fitness club, gym, sport activity or brothel.
Comment: The proposed development is consistent with the above definition.
7.2 Level of Assessment
In accordance with the Assessment Table 11.9 for the Industry Zone in the Noosaville Locality, the
development is subject to Impact Assessment.
7.3 Locality and Zone
The subject property is located in the Noosaville Locality within the Industry Zone of the Noosa
Council. The following extracts are taken from the Noosaville Locality Plan in Part 11 of the Noosa
Plan 2006 and state the relevant overall outcomes for the Noosaville Locality.
9.7.2 Overall outcomes for the Noosaville Locality
a) New uses and works are located, designed and managed to—
i be compatible with other uses and works;
ii maintain the safety of people and works;
iii avoid significant adverse impacts on the amenity enjoyed by users of other
premises or surrounding area, including acoustic and visual qualities; and
iv avoid significant adverse effects on the natural environment, including native
habitat removal, fragmentation and attrition;
j) Residents of the Noosaville Locality enjoy high levels of convenience and accessibility to
urban services;
l) Accessibility to recreational opportunities provides residents and visitors with valued
lifestyle opportunities;
ee) Significant retail and commercial uses provide residents and visitors with a range of low
to high order goods and services;
vv) For the Industry Zone—land in this zone—
iv does not accommodate uses that would harm the environment through
excessive noise, odour, dust, or other waste;
v is developed in a fashion that does not detract from the character of its locality
or impact on the major road network;
vii provides for a high level of runoff water quality to Eenie Creek and Lake
Doonella.
RG Strategic Planning Report – MCU of Use to Establish Type 2 Recreation, Amusement and Fitness 18
Page 20
Comment: The proposed personal fitness studio is consistent with the Overall Outcomes for the
Noosaville Locality. The use presents a low intensity use of the site and does not pose any adverse
impacts on the surrounding existing industrial businesses as evidenced by other gyms and dance
studios existing harmoniously with industrial uses.
The existing surrounding uses are predominantly warehouse type uses and light
industrial/commercial (bicycle hire, toyshop, plumbing, agricultural feed supplies, brewery, RV
repairs) with no industrial manufacturing occurring. As such, the proposed indoor gymnasium will
be compatible with these uses.
There will be negligible vehicular traffic generated as a result of the proposed carparking
reconfiguration. A total of 19 carparking spaces (or equivalent) will be provided, which complies
with the prescribed requirements of the Noosa Plan 2006 and Draft New Noosa Plan 2019 (refer to
Section 5.2 of this report). Whilst the gymnasium is open to member 24hours a day, as
demonstrated by the patron usage data collected by the applicant in Appendix B and the data
complied on Australian gymnasiums (refer to Section 5.2), the periods of peak attendance are
generally outside of peak business hours.
Previous recent approvals by Council for a Gymnasium in Selkirk Drive and Gateway Drive
recognised the peak times within fitness centres and the potential loading on existing parking
infrastructure.
The proposed use is located in an existing building and will not impact on the surrounding major
road network. The use will not produce excessive noise, odour, dust or other waste. The proposed
indoor gymnasium will have lesser impacts than approved industrial uses.
The proposed indoor gymnasium is well located to provide the Noosaville residential population
with a quality fitness training service and provides a further recreational facility for visitors and
residents.
7.4 Applicable Development Codes
The following Codes are relevant to the proposed development:
• Noosaville Locality Code,
• Business Uses Code,
• Driveways and Carparking Code, and
• Waste Management Code.
Comment: Where probable solutions are not met, an alternative solution demonstrating
compliance with the specific outcome is provided below, including sufficient planning grounds to
justify the conflicts with the probable solutions.
RG Strategic Planning Report – MCU of Use to Establish Type 2 Recreation, Amusement and Fitness 19
Page 21
Noosaville Locality Code Comment: The proposal is consistent with the majority of the specific outcomes outlined in Tables 11.23 of the Noosaville Locality Code. The proposed indoor gymnasium is located in an existing industrial complex and no alterations to the external built form are proposed. The existing premises is air-conditioned and consists of a tilt up slab construction which will minimize any perceived noise impacts from the indoor gymnasium. The proposed reconfiguration of the existing carparking infrastructure will enable an additional 4 carparking spaces to be provided, with a total 19 spaces available for staff and members on site. There will be negligible vehicular traffic generated from the proposed use as a result of gymnasium being available to members 24hours a day. The entrance to the gym is from the central driveway and carparking area. No external works are proposed and therefore the use will not affect the visual amenity of the area and will retain the existing character of the area. Business Uses Code Comment: The proposed indoor gymnasium has been assessed and is consistent with the majority of the specific outcomes outlined in Tables 14-6 and 14-8 of the Business Uses Code. Whilst the proposed use does not comply with Acceptable Solution S10.1-S10.3 the use is considered to comply with the most relevant outcomes and does not impact on the hierarchy of centres. There will be little disturbance to the environment as the proposed use will not generate excessive noise, odour, dust or other waste. Negligible vehicular traffic and noise will be generated from the site. The use presents a low scale activity that will not negatively impact upon the adjoining industrial uses or the residential uses to the west. Standard water, sewer, electricity and telecommunication connections are provided. The configuration of the existing industrial estate presents a high level of accessibility and functionality. The site is accessed via existing pedestrian, cycle and vehicular infrastructures which connect the site to the surrounding residential communities. The site is easily accessible at all times. Sufficient carparking spaces are provided on-site for members and staff as demonstrated within Section 5.2 of this report. The existing building incorporates end of trip facilities including a change room, toilet and shower for members and staff to utilise (refer to Architectural Plans prepared by Zest Building Design in Appendix A). Driveways and Carparking Code Comment: The proposed development has been assessed and is consistent with the Probable Solutions described in Tables 14.49-14.51. The proposed complies with the required carparking RG Strategic Planning Report – MCU of Use to Establish Type 2 Recreation, Amusement and Fitness 20
Page 22
spaces as demonstrated in Section 5.4 of this report. The proposed use is located within an
existing industrial shed which includes the provision of 15 carparking spaces. The proposed
carparking reconfiguration enables the site to provide 19 carparking spaces on site for staff and
gym members.
It is noted that several areas of the personal fitness studio do not contribute to actual carparking
generation. These areas include:
• Foyer and entrance,
• Equipment storage area, and
• Staff and member amenities.
Waste Management Code
Comment: The proposed development complies with the relevant Probable Solutions detailed in
Table 14.60 of the Waste Management Drainage Code. The existing industrial complex where the
proposed use is to be located incorporates adequate area for on-site storage and collection of
recyclable and non-recyclable waste materials. As an indoor gymnasium minimal waste
generation is to be expected.
7.5 Relevant Planning Scheme Policies
The Motorcycle and Scoter Parking Planning Scheme Policy 26 is relevant to the proposed
development. The proposal incorporates 4 motorcycle/scooter spaces which are used in lieu of
carparking spaces. These spaces allow the development to cater to a range of transport options.
The equivalent number of carparking spaces that have been credited are identified with Table 4.1
of the Planning Scheme Policy.

8. Conclusions
This report has been prepared by RG Strategic to accompany a Development Application made
by APPJ Holdings Pty Ltd (the applicant). The application seeks a Development Permit for a
Material Change of Use for an Entertainment & Dining Business – Type 2 Recreation, Amusement
and Fitness use at 24 Venture Drive, Noosaville 4566 formally described as Lot 15 on SP21607.
This report demonstrates that the proposed development is permitted pursuant to the provisions
of the Planning Act 2016 and the Noosa Plan 2006, and the proposed indoor gymnasium can be
supported on a number of grounds, including:
• The development complies with the intent of the Noosa Plan 2006,
• The development is consistent with the overall outcomes for the Noosaville Locality
and does not impact on the hierarchy of centres,
• The site is well located on the edge of the industrial estate and is well connected to
the existing pedestrian, cycle and public transport routes,
• Negligible vehicular traffic will be generated with the gym facility being accessible to
members 24hours a day,
