ISSUE
No details have been provided in regard to stormwater and wastewater management.
Information Required
1. Please provide the following information to satisfy the drainage and environmental protection
legislation:
Wastewater Management Plan
Stormwater Management Plan
RESPONSE
Please find a revised Hydraulic Services Plan prepared by Plumbing Design & Drafting Pty Ltd enclosed as
Attachment B.
In order to prevent rainwater entering the wastewater system, a bund at least 100mm high is proposed to be
installed around the entire washing area. This area is also under the roof, which overhangs the bund by at
least 900mm. The levels have been marked on the plan that confirms wastewater runoff will fall into the grated
drain and not discharge out into the car park.
Please find enclosed a Stormwater Management Plan prepared by Cardno as Attachment C. The Stormwater
Management Plan outlines that the design proposes discharging the stormwater to the same stormwater
treatment device as the current arrangement, which is considered appropriate as the change in impervious
area is relatively negligible. Stormwater runoff from surrounding carpark areas is mitigated from entering the
washing area by bunding and planters.
ISSUE
The proposed building/s and structure/s have the ability to affect sight lines around the intersection of
the parking aisles.
Information Required
2. Please provide information which demonstrates that sight lines as described in
AS/NZS2890.1:2004 are achieved.
RESPONSE
Enclosed as Attachment D please find a traffic engineering response prepared by Cardno.
The proposal plans demonstrate that sight triangles (2.5m x 2m) are provided to the left side of vehicles on
approach to aisle intersections. A pair of columns are located partially within the sight triangle; however, the
area between the column legs have not been filled to enable a line of sight through the intersection to satisfy
AS/NZS2890.1:2004 (see Image 1 below).

Section 3
Image 1. Diagram showing column legs have not been filled (extracted from Attachment D). The information contained herein and attached provides a response to the matters raised in Council’s information request. As all information requests have been responded to, the Applicant will now proceed with public notification of the application. On behalf of the Applicant, we request that Noosa Shire Council proceed with its assessment of the development application. Stormwater Management Plan
Noosa Civic Car Wash
1 Introduction
Cardno (QLD) Pty Ltd was engaged by QIC Noosa Civic Pty Ltd to develop a Stormwater Management Plan
(Plan) for the proposed car wash (QIC Noosa Civic Pty Ltd). The car wash is proposed to be located within the
existing Noosa Civic Shopping car park at 28 Eenie Creek Road, as shown in Figure 1-1.
Figure 1-1 Aerial view of QIC Noosa Civic Pty Ltd proposed general location
1.2 Site Location
The car wash is proposed to be located within the extent of an existing car park (refer Figure 1-2). The car
wash comprises four main areas:
1. Drop off and holding bays, total of eight car bays;
2. Laundry store;
3. Vacuum and detailing area; and
4. Washing area.
The car wash area will be roofed with metal sheeting on exposed steel frames except for the drop off and
holding bays which are not roofed.

2 Current Guidance and Management Practices Summary
A review of current guidance and management practices of water quality and quantity management for car
wash facilities was undertaken.
A review of The Noosa Plan (Noosa Shire Council, 2017) assessment benchmarks and requirements for car
washing facilities was undertaken and is summarised below. Specific outcomes sought for the Water Sensitive
Design Code are included in Appendix A (Noosa Shire Council, 2017).
1. Car washing spaces O29
a. Car washing spaces are designed and managed so that grease and other substances are
prevented from entering the stormwater system; and
b. S29.1 Car washing spaces are to be paved and connected to a drainage system fitted with a
grease trap.
Other relevant Australian guidelines which were reviewed included South Burnett Regional Council (SBRC),
the Queensland Urban Drainage Manual (QUDM), and other local authorities including Cairns Regional
Council, City of Swan, and Mackay Regional Council. A summary of the relevant findings is provided below.
2. General water management
a. Washing area must either be covered (roofed), exclude stormwater or be equipped with a
stormwater diversion system; and
b. Bunding in the form of a ramp at the entry and exit points to divert surface stormwater runoff
away from the pad.
3. Washing area layout
a. The washing area pad must be made from an impervious material such as concrete and should
have a raised perimeter bund at least 75-100mm;
b. Washing area floor should be graded to drain towards a collection point, with a minimum grade
of 1:80 to ensure the wash down is able to drain adequately without pooling or overflowing the
bunds;
c. The wash down bay pad should be of sufficient size to prevent any over-spray or splashes from
escaping its confines; and
> Recommended rule of thumb is for the wash pad to have roughly 2 m greater width and
length than the largest equipment or vehicle to be washed.
4. Wash water management
a. Treated effluent should be discharged to a sewer system;
b. Washing area must not be directed to stormwater;
c. If machinery, engines, engine parts or other equipment are being cleaned, the wash-down bay
must drain through an approved filtration system;
d. The filtration system must consist of a holding tank and an oil/water separator; and
e. The following types are currently approved by Mackay Regional Council Administering
Authority;
i. Coalescing plate interceptor (CPI), or
ii. Vertical tube/gravity separator (VT/GS) (specific flow rate must be a minimum of 1
kilolitre/hour).

Stormwater Management Plan
Noosa Civic Car Wash
2.1 Summary
Outcomes from the literature review into general water management practices and requirements for car wash
facilities have been summarised above. This Plan is for stormwater management and therefore for the purpose
of this plan stormwater and wastewater are defined below. Accordingly, this Plan does not address wastewater
management. Wastewater management is addressed in the Hydraulic Services Plan.
Stormwater refers to:
> Water run-off that is generated within the site extent due to rainfall; and
> Water that may flow onto the site from surrounding adjacent areas.
Wastewater refers to:
> Water that has been used for washing cars / engine bays; and
> Other water not categorised as stormwater.

3 Proposed Development
Figure 3-2 presents the general stormwater management arrangement completed and proposed by PDD for
the QIC Noosa Civic Pty Ltd (PDD, 2017). The stormwater management design by PDD has been highlighted
on this drawing since design has already been completed. The following summarises the proposed land use
changes:
1. ~ 200 m2 asphalt car park including 1 x existing planter and tree changed to roof area; and
2. ~ 125 m2 asphalt car park including 1 x existing planter and tree to remain as is.
The change in impervious area is considered to be negligible since the main proposed change in cover type
is from asphalt to corrugated roof. Further, the design proposes discharging the stormwater to the same
stormwater treatment device as the current arrangement. This is considered suitable due to the minimal
proposed modification in impervious area and pollutant source type.

5 Conclusions
This Plan for the proposed QIC Noosa Civic Pty Ltd has addressed stormwater management requirements
based on the reviewed and summarised management practices.
The proposed changes from the existing include converting 200 m2 car park area to roofed area and retaining
125 m2 as is for customer car drop-off bays. Consequently, the change in impervious area is relatively negligible
since the proposal involves altering cover type from asphalt to corrugated roof. Further, the design proposes
discharging the stormwater to the same stormwater treatment device as the current arrangement. This is
considered appropriate due to the negligible change in impervious area and pollutant source type. Noting that
wastewater is to be managed appropriately and kept separate from stormwater.
The following summarises the stormwater management requirements:
1. Car washing spaces are designed and managed so that grease and other substances are prevented
from entering the stormwater system:
a. The wash water is collected and treated within the site; and
b. Refer to the Hydraulic Services Plan for details.
2. Washing area must either be covered (roofed), exclude stormwater or be equipped with a stormwater
diversion system:
a. Washing area is proposed to be covered by a roof;
b. Stormwater runoff from surrounding carpark areas is mitigated from entering the site by a
continuous kerb (bunding) and planter on the “high” side of the washing area; and
i. Raised perimeter bund shall be at least 75-100mm; and
ii. Bund diversion shown in design drawing A200 Rev 2 (Dec, 2016).
c. Wash area design includes bunding at the entry and exits, which further prevents stormwater
runoff from adjacent areas entering the washing area.
A design which incorporates these recommendations will be considered to meet current management practices
with respect to stormwater management.

Dear Sir,
NOOSA CIVIC - CAR WASH TENANCY
TRAFFIC REPSONSE TO COUNCIL INFORMATION REQUEST
Cardno has been engaged by Queensland Investment Corporation (QIC) to provide
traffic engineering advice in relation to a proposed car wash tenancy at Noosa Civic
Shopping Centre (Noosa Civic).
As part of this advice, Cardno prepared a Traffic Matters report (dated 1 November
2017) which was submitted to Noosa Shire Council (Council) as part of a Development
Application.
Following their review of the Application, Council issued an Information Request
(Reference No: 132002.220285.5, dated 16 January 2018) which included comments
regarding traffic aspects of the development. A copy of the Information Request (IR) is
enclosed.
The following has been prepared to respond to the traffic aspects of Council’s IR. For
ease of reference, traffic related items have been reproduced herein with a
corresponding Cardno response.
Traffic Issue
The proposed building/s and structure/s have the ability to affect sight lines around the
intersection of the parking aisles. Please provide information which demonstrates that
sight lines as described in AS/NZS2890.1:2004 are achieved.
Cardno Response
In accordance with AS/NZS2890.1:2004 Figure 3.3 Minimum Sight Lines for Pedestrian
Safety, sight triangles (2.5m x 2m) shall be provided at the intersection approaches to
ensure adequate visibility between vehicles and pedestrians through the car park.
Figure 3.3 specifies that when aisles are two-lane two way, sight triangles are only
required to the left side of vehicles at the intersection approach.
Cardno has reviewed the sight lines for the proposed tenancy plans, which have been
summarised in Figure 1-1.

It is acknowledged that Figure 1-1 shows the sight triangles are not clear of all obstructions, specifically the line of sight passes between a pair of columns. However as shown on the north / east elevation (Figure 1-2), the columns leave space to allow drivers to clearly see between and beyond these columns.
