3.0 Proposed development details
Noosa Heads Surf Life Saving Club (Noosa Heads SLSC) is a community organization providing
essential emergency services to beach users. Noosa Heads SLSC requires an industrial shed
principally for the storage of fleet and equipment including trailers, club bus, maintenance equipment,
boats and other general gear used for the purpose of surf lifesaving. The shed would also be used
for the filing and storage of administration and other records/history.
Although principally being a storage shed, Noosa Heads SLSC also proposes to construct a
mezzanine floor wholly within the existing building to create an additional training space, which would
be used for education courses and assessment including First Aid, CPR, Advanced Resuscitation
etc.
The application proposes to operate wholly within existing building 1/11B Venture Drive with the
following features:
• Ground floor internal renovations to the existing building to provide staircase to new
mezzanine level, lift, entry foyer and porch = 113m2 GFA;
• Ground floor to be exclusively used for fleet and equipment storage with a wash down area
including parking for 2 x surf boats and club minibus (12 seater) = 155m2;
o ‘Ground floor storage will primarily be used at various times for storage of trailers,
vehicles or mobile units. Trailers and mobile units can manually be moved and stored
in less traditional sized parking. Some may even be stored on top of each other or in
racking allowing internal parking. Members using the facilities will be onsite and
available to move vehicles should there be a need. As they will be members and on our
site we will ensure flexibility and availability with parking on site.’ General Manager of
Noosa SLSC
• New upper-level mezzanine with kitchenette, bathroom facilities and storage areas = 192m2;
• Except for ground floor entry extension and porch, no other external building works;
• Formalisation of car parking on the site to provide a total of 13 spaces (4 tandems);
• Training Facilities use:
o 5am to 5pm – up to 10 people, 7 days a week
o 5pm to 7:30pm – up to 10 people, 2 times a week
o 6pm to 9:30pm – up to 10 people, once a month

Noosa SLSC is a community organization providing essential emergency services. The QLD
government identify SLSQ as the State’s beach safety and rescue authority
(https://www.qld.gov.au/emergency/emergencies-services/response/surf-lifesaving). The training is
associated with the emergency services response.

4.0 Planning assessment
4.1 Key issues
4.1.1 Built Form
The application proposes the reuse of the existing building located at 1/11B Venture Drive. The
proposed development would not substantially alter the existing layout and external appearance of
the industrial building. Although the works do result in a subtle increase to the building footprint
(comprising the entry and porch at the front of the building), the bulk and scale of the existing
structure remains consistent, with no changes to building height.
The proposed use for Warehouse and Indoor Recreation (mostly storage with limited training) is a
consistent use in the zone and would remain compatible with surrounding industry uses. The
proposal does not compromise the ongoing operation and viability of industry activities within
the Medium Impact Industry zone (Venture Drive Precinct).
4.1.2 Car Parking
The Driveways and Parking Code requires the following carparking rates:
Warehouse = 1 per 50m2 up to 500m2 GFA (113m2 = 2.2 spaces)
Indoor Sport & Recreation = 1 space per 20m2 (192m2 = 9.6 spaces)
Total Required = 11.8 spaces Total Provided = 13 spaces
Based on the availability of 13 carspaces and the demand of up to 10 persons on site at any one
time, there is sufficient carparking available on site for the proposed uses. The corresponding
Performance Outcome PO6 requires that sufficient parking is provided having regard to the specifics
of the use including –
i) The type and intensity of the use;
ii) Any existing parking available on the site;
iii) Hours of operation;
iv) Likely number of users;
v) Accessibility to the site by means other than private motor vehicle;
vi) The peak parking demand of users on the site; and
vii) The availability of alternative car parking.
The application proposes the reuse of the existing shed for a dual-purpose comprising storage and
training. Storage would include fleet and equipment including trailers, club bus, maintenance
equipment, boats and other general gear used for the purpose of surf lifesaving. The training facility
on the mezzanine level is proposed to be used for education courses and assessment including First
Aid, CPR, Advanced Resuscitation etc.
The storage component is the primary purpose of the shed with the Noosa Heads SLSC taking
advantage of the space to introduce a mezzanine level for a complementary training facility. The
Page 8 of 10
Page 9
club employs a maintenance person for the upkeep of the facilities, however other members would
frequent the site to access the boats, minibus and other lifesaving equipment to be stored at the
facility. These members would access the site on an as needs basis.
The training facility on the mezzanine level is to complement the facilities at Noosa Main Beach. The
SLSC operates a voluntary service on weekends and holidays between October-May at Noosa Main
Beach and in the 2019/20 season had 527 active members and 845 junior members making it one
of the largest in the country. There is no intention to have all members utilise these facilities.
The training facility would be used to facilitate out of hours training for the voluntary members, which
usually occurs byway of Bronze Medallion, SLSC and Resuscitation courses in small groups with up
to 10 people at a time outside of work hours (after 5pm.
The application proposes 13 onsite carparking spaces for the use of the training facility. In addition,
the site has access to a minibus that can be utilised to transfer members to and from the site for
larger groups. Considering the Performance Outcomes above, the development provides for
sufficient carparking onsite for the likely number of users, the accessibility by Club minibus, likely
hours of use after 5pm and availability of parking in the surrounding industrial area.
A detailed carparking entry/exit plan is provided with the application demonstrating the 13 carparking
spaces are able to be accessed and leave in a forward gear. Although carparking spaces 9 and 11
are located in front of the boat storage area – these spaces are to be utilised only for short term
parking. Conditions may be imposed in relation to linemarking and signposting.
