Dear Madam
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	OPW19/0157
Street Address:	2 The Esplanade Sunshine Beach Qld 4567
Real Property Description:	Lot 4 SP 269274
Planning Scheme:	The Noosa Plan (8 June 2018)
INFORMATION REQUIRED
The information requested is set out below:
Issue
Council is concerned with the effect of the trenching works on existing park trees and requests that all options that preclude these works are exhausted.
During the site meeting, on 4 June 2019 with representatives from Martoo Consulting; Evans Built, Energex and Council, it was noted that an additional transformer was required to cater for both the Surf Cub’s increased demand and the neighbouring properties.
Information Required
Provide a detailed drawing showing the exact required dimensions of the trench, including but not limited to, width, depth, number of conduits, and other information as necessary.
Provide evidence that using the existing conduits to run the new required cables is not attainable.
Provide detailed advice as to why using the road corridor is not achievable.
Demonstrate the need to trench through the park area to provide new supply and why existing underground service is not adequate for supply (i.e. is it possible for the existing arrangement to supply power to the Surf Club whilst the new additional pole mounted transformer caters for the power needs of the surrounding properties? If not, provide detailed explanation as to why).
Issue
The application proposes the creation of an easement on State Reserve Land. Council’s preference, as trustee of the land, is not to further encumber the land with an easement.
It is not clear as to whether the proposed easement will be for the purposes of a private asset or a service authority one.
Information Required
Clarify who the owner of the proposed asset will be, as well as its terms and conditions.
Remove references to easements off drawings.
Issue
Drawing No. 6524 E 161, “Substation Plan and Details Sheet 2”, Rev P1, dated 10/05/2019 and prepared by Multitech Solutions notes that “This specification caters for padmounted transformer stations on customers premises within property and not fronting road reserve”. The proposed works under this application relate to a pole-mounted transformer on road reserve.
Information Required
Provide relevant drawings relating to the works under the application, clearly indicating the requirements for a pole-mounted transformer on road reserve.
Issue
Drawing No. 6524 E 160, “Substation Plan and Details Sheet 1”, Rev P3, dated 24/06/2019 and prepared by Multitech Solutions proposes that the existing street lights are relocated.
This drawing also shows the proposed locations for both the new greenboy pillar and the new pole for the transformer.
Information Required
Provide details as to where the street lights are to be relocated, ensuring that the proposed location complies with the requirements for street illumination.
In order to minimise disturbance in the area, provide amended drawing showing the greenboy pillar located where the existing light pole (to be removed) currently is. If not possible please advise why.
Provide confirmation that the new proposed location for the transformer pole does not create a conflict with vehicles parking in the adjacent spaces.
due date for response to information request
The due date for providing the requested information is 22 October 2019. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules.
If you do not provide a response before the due date, it will be taken as if you have decided not to respond to the information request and Council will continue with the assessment of your application.
