Pomona Vipassana Centre Queensland Flood Risk management plan Introduction As aligned to the Noosa Shire Council (NSC) Disaster management values, this document has been compiled to address and manage flood risk at 35 Rules Rd Pomona, Vipassana Centre Queensland (VCQ) in order to mitigate and prevent; ● loss of human life ● illness or injury to people ● property loss or damage ● damage to the environment resulting from a disaster. The VCQ flood management plan has been developed in accordance with and in reference to the; ● Disaster management plan - Pomona ● Noosa Shire Flood Management Plan ● Noosa Shire Council flood mapping overlays In reference to flood risk management, VCQ proactively adopts the Noosa Shire Council priorities of; ● effective and coordinated planning ● preparedness ● response and recovery.

Risk dynamics In 2019, 1734 participants attended residential courses at VCQ. Participants remain onsite from 3-30 days and comprise local, regional, domestic and international attendees. Course participants arrive on the day of course commencement via their own vehicle, carpooling or public transport, and leave at the completion of courses, with no transit in and out of the Centre in the interim. Course participants do not engage in use of phones, social media or outside contact during courses unless in the event of an emergency or unforeseen circumstance.
Page 3
As identified in Noosa Shire Council flood mapping, VCQ is located within the 6-mile catchment. More specifically, the Pomona township is directly affected by Cooroora Creek and its tributaries.
Page 4
Following the “Rifle Street, Pomona” Drainage Report by Projex Partners for Sunshine Coast Regional Council 2012, and the “Pomona Flood Study” by Hydrology and Water Management Consulting, 2013, and as identified in the Disaster management plan - Pomona, key locations have been established as vulnerable to stormwater, tributary and creek flooding including; ● Louis Bazzo Drive ● Exhibition Street Cooroora Creek crossing ● Hill Street Cooroora Creek crossing ● Factory Street ● Subway Avenue, North Coast Rail underpass ● Station Street ● Reserve Street culvert near Rifle Street intersection ● Rifle Street ● Railway Parade adjacent to IGA

in 2016, substantial flood mitigation measures were implemented in Pomona to reduce the impacts of subsequent flood events. Upgrades to the Bruce Highway have also delivered flood mitigation benefits to Pomona and VCQ. Risk Management Strategies VCQ has identified over time that improved knowledge, continuity and efficiency of Centre function, procedures, systems and supports is maintained via the implementation of a local coordination network (LCN). One of the sectors of this role includes coordination of disaster risk management in the event of fire and flood. This role is directly facilitated by a network of core local centre management members. VCQ is confident that the implementation of this strategy will mitigate risk associated with local flood events.
Page 6
Monitoring is essential to remain informed and in turn, risk-averse. A
s a community facility,
the centre recognises its substantial duty of care when navigating a potential flood event.
Accordingly, the LCN will engage the activation of a multi-step procedure plan that includes;
monitoring:
● weather updates and warnings via BOM; http://www.bom.gov.au/
● Government agencies or the Pomona Disaster Management Sub-group
announcements via;
1. QLD government websites; http://noosa.qld.gov.au,
http://www.disaster.qld.gov.au/
2. local radio
3. media
4. social media; https://www.facebook.com/noosacouncil/
https://www.facebook.com/PomonaDistrictCommunityHouseInc/?fref=ts
5. SEWS
6. emergency alert telephone messaging
7. notice boards
8. road and rail closure updates
Understanding and maintaining awareness of the phased alert system is also central to the
role of the LCN in a flood event - Alert, Lean Forward, Stand Up, Stand Down.
Informing local authorities and services during a flood event is another aspect of the LCN
role. Registering and updating changes in the number of people, immediate conditions as
well as evacuation or refuge status with the local disaster management group (LDMG) and
SES is essential.
Early Evacuation will be weighed by the LCN in collaboration with the conducting teacher
present during a flood event. Based on immediate and forecast flood risk, the decision to
either give course participants the option to discontinue a course prior to completion or to
terminate a course altogether in order to enact a centre wide early evacuation may be
derived. This option would only be selected if there were no substantial risk to the welfare
of course participants or burden to emergency services.
The Disaster planning checklist produced by Noosa Shire Council is included in the VCQ
disaster management procedure;
Define the disaster situation problem
What is the hazard or risk?
When and where is it likely to impact?
How many people may it affect?
How much time do we have to prepare to shelter in place or evacuate to another area?
When must the decision to stay or leave be completed by?
Page 7
Decision to act, Who is going to make it? Shelter in place will also be considered by the LCN in collaboration with the conducting teacher present during a flood event. As the entire centre compound exists well above the flood plain, VCQ would not add burden to local refuge facilities and is well resourced to continue providing course participants with enough food, water, accommodation and ablutions to safely reside through a flood event beyond the 72-hour recommended period. If a flood event occurs at the completion of a course when participants would typically egress the centre, according to live monitoring status and instruction from QPS and lead agencies, the LCN in collaboration with the conducting teacher present during a flood event may decide to close the property gate and inform participants of the need to continue refuge until the “stand down” phase is reached and safe egress can commence. Emergency Contact Lists are included in the procedural document and includes; ● The annex B contact list from the Pomona Disaster Management Sub-group ● The Annex C contact list from the Pomona Assets and Capacity Table ● The Annex D contact list from the Pomona Risks, Hazards and Hot Spots Register Maintenance of stormwater run-off, drains, culverts, and driveways in a pre-emptive routine is included in the responsibility of the LCN and the related centre work groups to minimise the extent and duration of flood effects on VCQ access, services and infrastructure.
