GENERAL COMMITTEE MEETING AGENDA 25 AUGUST 2014
The model code recommends a setback of 300m to boundaries of land in an urban zone.
The 100m buffer to property boundaries is consistent with the Queensland Guidelines for Meat
Chicken Farms which cover far greater numbers than 1000 birds.
It is recommended that a boundary setback of 100m apply.
It is also recommended a minimum lot size of 10ha be applied for poultry farms of less than 1000
birds. If Council was still concerned about this, self-assessment could be applied only to lots
greater than 20ha and lots of between 10ha and 20 ha could be subject to code assessment.
3. Camping grounds and local law
The Sunshine Coast Regional Council Subordinate Local Law No.1 (Administration) 2011 still
applies to Noosa Shire. Schedule 10 of this Local Law covers Operation of accommodation
parks.
These particular local law provisions are not considered relevant to the self-contained RV
overnight areas but still of relevance to other camp grounds and caravan parks.
A review of all local laws is currently due with a desire to reduce regulation which is not
necessary. For this reason the planning scheme could avoid addressing matters of ablutions and
reference the local law that is in place at the time.
4. Boundary setbacks for visitor accommodation in rural areas
The first Specific Outcome for Visitor Accommodation Type 1 Home Hosted requires that the site
has adequate area for the proposed use without adverse impact on neighbouring properties. The
corresponding solution specifies a minimum lot size but no specific setback or separation
distance. For self-assessment in rural areas a setback of 20m from property boundaries could
apply.
For Visitor Accommodation Type 3 Rural (which is always impact assessable development) the
first Specific Outcome requires the protection of rural amenity. Again a minimum lot size is
nominated in the solutions but no particular setback applied. A setback of 40 metres from
property boundary could be nominated as the solution.
5. Number of new lots affected by flood hazard mapping
Councillors have requested an indication of the increased number of properties affected by new
flood hazard mapping compared to the current planning scheme. The total change represent
approximately 1000 properties.
