Cooroy Service Station EIA 21_06_16

a motor vehicle trip, means that the impacts are spread over a wide area. While a station may
have a core catchment, it would also have a broad and diffuse rogue catchment, particularly
those located alongside the Pacific Highway such as the Puma at Kybong and those co-located
with higher order facilities such as the Caltex Woolworths at the Noosa Civic shopping centre. As
such, the impact of the proposed service station upon the existing network of stations would also
be diffused over a wide area, with very low impacts on individual service stations.
Population growth in the Trade Area, projected to be 1.6% p.a. between 2016 and 2026, would
generate further growth in demand for fuel in the Trade Area, as will growth in traffic utilising
the major road network which is estimated to increase by 2.2% p.a. towards 2026; ameliorating
any impact on the BP service stations within Cooroy. It is also noted that these service stations
are older facilities and not oriented to the Bruce Highway like the subject site.
TABLE 7.1 estimates the impact of the proposed development on service stations within and
proximate to the Trade Area, assuming the first full year of trade for the proposed development
to be the 2017/18 financial year.

We would anticipate that the very large Puma service centre at Kybong would experience the
greatest share of the impact from the proposed development given that it is the nearest
northbound facility from the subject site which primarily services passing Highway trade and
would function at an intervening location for northbound motorists. The other identified
Highway service centres at Forest Glen and Chevallum would experience the next greatest
impacts but are not considered significant.
The BP service stations with the Cooroy Business Centre are expected to continue servicing the
needs of the local trade area as well as outbound motorists from Pomona, Tewantin and
