Thanks Anthony,

To be honest I’m not understanding why it has taken this long to get to this point for a footpath. Noting a fresh
application was lodged by you on 20/8/2020.

I am not aware of the history of this project and what has happened over the last year, but it appears this one has
been forgotten.

I feel we need to catch up so you can fill in the gaps and we can create an urgent solution.

Are you available for an online meeting on Monday at 11am? If so, please send a meeting invite to myself, Jess and
Tracy.

Thanks

Hi Suzanne,

I did thanks. We have received a response from Council and they have suggested we could apply for a change to the
existing Stage 2 OPW approval to avoid the SARA application. However, this will attract a further Council assessment
fee of $1,195.00

We’re just confirming which option is going to be the best and will get back to you with a recommendation.

Hi Suzanne,

I tried calling on Thursday but wasn’t able to get through. The issue is that Noosa Council are requesting that a SARA
application be lodged in order for them to issue the OPW approval. However, we have been in discussions with
DTMR and they don’t believe this is necessary given that a footpath within the Elm Street verge has already been
approved as part of the intersection design. The latest is we have requested an agreement with Council to have
approval of the footpath alignment change managed via DTMR under the existing intersection upgrade approval.

I’m on leave next week but hopefully I receive a response from Council during the week and can get the agreement
finalised early the following week on my return.

Regards,

Can you please explain to me what the holdup is with TMR and Council and what needs to happen to get it sorted

From an outsider’s perspective it appears this has been unnecessarily dragging out. I’d like to know how we can get

Hi Jess,

Council require a formal referral response from TMR which we are following up. I’ll follow them up again tomorrow
when I’m back from leave.

Council have also asked if there are plans to install any additional lighting along the footpath alignment? If so, these
plans could be included in the civil approval package to avoid any further Council assessment fees.

Hi Anthony,

Council cannot support option 2 unless a sufficiently prepared landscape plan accompanies the application
to enhance and maintain the landscape buffer between the pathway and the development site.

Please advise if you wish to request a Stop to the Current Period for the decision making period in order to
supply the required landscape plans

Hi Conor,

Palm Lakes have confirmed that they wish to proceed with the footpath as their CEO informed residents in writing on
22 May 2020 that the pathway connection would be constructed once the new alignment is confirmed and approved
by Council.

Can you please provide the approval with conditions requesting the following?
   1. Alignment be amended to option 2
   2. A landscape / revegetation plan

Both of the above items will then be submitted to Council for approval prior to the prestart meeting.

Hi Anthony,

As you are aware it’s Council’s strong preference is the pathway alignment maximises the retention of
trees to provide a vegetative screening of the development sites. Option 2 appears to negate this
preference.

Council officers are willing to offer support to change to the development approval to omit the pathway
connection if Palmlakes can provide a “needs” analysis on the proposed use by Palmlakes residents of the
pathway connection. If the pathway is not required by the residents of Palmlakes, Council officers will
support a recommendation to Council to delete the condition.

Alternatively if the pathway connection is required as option 2 , a landscape/revegetation plan will be
required to provide the advanced vegetative screen of the development sites.

Please feel free to contact me to discuss

Just checking if you’ve had a chance to review the attached arborist assessment and if you can confirm we can
proceed with amending the design to match the option 2 alignment as recommended in the report?

Hi Monkeith,
The reason we were supportive of the original alignment was it preserved the vegetation buffer to the site.
It appears the most recent alignment fails on this account.

What trees are to be removed to accommodate their newest proposal? Can we get an arborist assessment
of the proposal and details of the vegetative screening to be retained/enhanced please?

Hi Conor,

near the road carriageway. Here is a new proposed alignment, if it is OK then I can ask Calibre to go

Hi Monkeith,

As discussed, please find attached a sketch showing the proposed alignment that DTMR are suggesting. Can you
please confirm if Council would be supportive of this alignment?

The reason for the change is to improve pedestrian safety as it pushes the path further away from the road.

Hi Anthony,
It is necessary that you request a Stop to the Current Period for the decision making, in accordance with
the Planning Act rules, to allow more time for you to discuss the new alignment for the footpath and update

Please advise.

Hi Monkeith,

Please see the below comments from TMR regarding the proposed footpath alignment along Elm Street. The 2nd
email down shows Calibre’s comments and the attached memo is TMR’s “review comments” referenced in the 3rd
email down.

What is Noosa Council’s thoughts on moving the alignment behind the street lights? Is this acceptable? We had
designed the footpath in front of the lights to minimize impact of the existing vegetation.

Anthony
I’ve contacted a few in TMR and they confirmed there is nothing stopping them from shifting the footpath as per the
attached plan away from the road to give separation and provide a better level of safety for active users whom
would use the pathway. I realise that council may have had something written in their conditions, however these
trees that would be affected would be within TMR road corridor and are not of significant value. We see more
benefit in providing separation for safety and ease (flatter longitudinal gradients) for pedestrian traffic.

Please let me know if you require any further information.

Subject: RE: Design Services Project Management - Elm Street & Pearsons Rd Intersection has been assigned to you

Hi Hamed,

Please see the below responses to the attached items:

Item 1
    · The alignment was shifted from the property boundary as per Noosa Shire Councils request to reduce the
         impact on existing vegetation.
    · The distance from edge of path to proposed light poles is 500mm which is the minimum allowable distance to
         an obstruction.
    · The batter from edge of road shoulder to inside edge of path is already approx. 1:4, so any raising of heights
to improve path grades would push the batter steeper than 1:4 which is not acceptable for batter
         maintenance.
    · Grades and landings of the path are in accordance with AS 1428.1.
    · The path already has 2.0m separation from the traffic lane due to the cycle lane.

Item 2
                                                           16

Page 17

    · This has been checked as part of the design process and we confirm the table drain works with the proposed
         footpath.

Item 3
    · We will add a note to drawing 806 in order to address this. We’ve already got a note referring to TMR
specifications but we can change this to be more specific (i.e. refer to technical specification 70).

Can you please pass this onto Travis to confirm acceptance of the comments / explanations above and check if he
would like any specific conditions included in Noosa Council’s approval document?
