Re: INFORMATION RESPONSE
MCU22/0082 & OPW22/0134 – MATERIAL CHANGE OF USE & OPERATIONAL WORKS
APPLICATION
Civil, Landscape, Stormwater & Access at 1 Taylor Court, Cooroy
Dear Lisa,
Further to the information request received and dated 1st June 2022, please find the
following information required to complete your assessment of the abovementioned
application.
To support the assessment of the application, the items (civil engineering items) requested
by Noosa Council are shown italic and the response to each is shown thereafter:
11. Provide additional comment confirming the number and location of proposed
staff carparks.
Response:
Car parks coincide with the parks shown on the building plans. Parks 1 to 7 and 20 have
been designated as staff parking. Refer Bax Engineering Plan 228-001-300 and 302 (C) for
location.
12. Provide an amended plan that demonstrates the location of the rumble pad on
the exit of the subject site. The amended plan must be prepared by a suitably
qualified person.
Response:
A stabilized site access i.e. rumble pad has been shown on the concept sediment and
erosion control plan. Refer Bax Engineering Plan 228-001-250 (C) for location
13. Provide an amended plan demonstrating compliance with the standard
dimensions for clients/visitors outlined in AS/NSZ2890.1:2004. This amended plan
must be prepared by a suitably qualified person.

Response:
Carparks have been adjusted as requested. Refer Bax Engineering Plan 228-001-302 (C) for
dimensions.
14. Provide additional comment, from a suitably qualified person, demonstrating
that a vehicle parked for an extended period of time in Carpark 14 will not have a
negative effect on stormwater structure 2-1.
Response:
Parks have been adjusted so that vehicle wheel paths will not be over the proposed
stormwater structure for an extended period.
15. Provide additional comment from a suitably qualified person demonstrating
where the surplus of earth will be taken.
Response:
This will be up to the civil contractor to determine where this material will be lawfully
removed to. It is too early to ascertain where this material will be taken. This is an unusual
information request.
16. Provide additional comment from a suitably qualified person confirming that
proposed tenancy 2 can be serviced by an AV (19m) tractor trailer ‘nosed in’ into the
carpark.
Response:
Swept paths for Articulated Vehicles (AV’s) have been shown on Bax Engineering plans 228-
001-800 and 801 (C). These paths demonstrate access to the lot for possible locations where
an AV could stand wholly within the site.
17. Provide an amended plan to demonstrate how an AV (19m) tractor trailer can
safely enter and exit proposed tenancy 2’s carpark without failing. The plan must be
prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of
Queensland) and include, but not be limited to:
a. demonstrate that an AV (19m) tractor trailer can enter proposed tenancy 2’s
carpark without mounting the kerb and enter the landscaped and basin area in the
south- eastern corner of the carpark;
b. demonstrate that an AV (19m) tractor trailer can enter proposed tenancy 2’s
carpark without mounting the kerb of the landscaped island on the south side of the
carpark; and
c. demonstrate that an AV (19m) tractor trailer can enter proposed tenancy 2’s
carpark without colliding with a vehicle in Carpark 14.

Response:
Swept paths for Articulated Vehicles (AV’s) accessing tenancy 2 have been shown on Bax
Engineering plans 228-001- 801 (C). These paths demonstrate access to the proposed
tenancy without conflicting with other infrastructure. Please note that the wheel paths are
shown as red and the body of the vehicle as blue. A blue broken line is also included that is a
300mm offset from the outside of the outer swept path.
18. Provide additional comment from a suitably qualified person demonstrating
how the carpark will function at maximum capacity when either/both tenancies are
being serviced by an AV (19m) tractor trailer.
Response:
Swept paths for Articulated Vehicles (AV’s) have been shown on Bax Engineering plans 228-
001-800 and 801 (C). These paths demonstrate access to both tenancies and other possible
locations where an AV could stand wholly within the site. It would be considered an extremely
rare occasion that two AV’s would be servicing the property at once. Even if this were the
case, the property is located in a cul-de-sac where intolerable queues would be unlikely to
occur for any length of time. Nonetheless it is demonstrated that an AV could be in tenancy
1 whilst adjacent to the tenancy 2 access in the south east corner. The swept path plans
demonstrate ample space for two AV’s to pass safely. This space could also be utilised for cars
to access parks 8 to 20 should this situation ever occur.
19. Provide additional comment indicating where the proposed loading and
unloading zones are for each tenancy and the suitability of these locations.
Response:
The swept paths demonstrate that AV’s can access the property and be contained wholly
within the boundary while not creating issues of safety or unnecessary risk. Driver behavior
and loading locations will depend wholly on what is being loaded or unloaded.
20. Provide an amended swept path layout plan that demonstrates a motorbike
operator can enter the motorbike parking bay, while Carpark 1 is occupied, without
failing. The amended plan must be prepared by a suitably qualified person Registered
Professional Engineer of Queensland (RPEQ).
Response:
Swept paths for motorbikes do not exist. However, based on the width of a motorbike park
being 1.5m, a similar width has been provided for access between staff carpark 1 and the
front of tenancy 1. It is expected that a competent, licensed motorcyclist would be able to
manoeuvre through this corridor safely.

21. Provide information from a suitably qualified person detailing the suitability of
the ‘SPEL Basin’ to comply with PO8 of the Water Quality and Drainage Code in the
Noosa Plan 2020.
Response:
The SPEL basin is not a Media Filtration Device with an arrangement of cartridges containing
engineered filter media in an underground vault. Instead, it is a proprietary technology that
has been stringently tested under the Stormwater Quality Improvement Evaluation Protocol
(SQIDEP) of Stormwater Australia.
The SPEL system uses natural processes and materials. It is a fully vegetated system with sand
materials used as filter media. The WSUD load reductions are outlined and modelled on the
design plans (Bax Engineering plan 288-001-300(C)). These load reductions exceed the
requirements. The system also comes with a management plan as part of the maintenance of
the system throughout its life cycle.
For further safety the SPEL basin system is fully enclosed, there are no areas of standing water
where insects could breed or could pose a risk to public safety or drowning. They are fully
vegetated and blend seamlessly into the landscaped surrounds. They are also odourless.
