2.0 Introduction
Downer Group acts for and on behalf of Telstra Corporation Ltd (“Telstra”) for the deployment of
Telstra’s satellite roll out to regional and metropolitan Australia.
Telstra’s satellite dish rollout will typically involve using an existing Telstra exchange facility and
will require a 1.8m diameter dish to be erected from ground level. The purpose of this site will
connect to a wider ground network using Telstra’s infrastructure across the country. Specifically,
the justification driver aims to:
• Facilitate ground network earth stations in Australia, and
• To support future Telstra products and services.
The proposed works will involve a 1.8m diameter dish installation and will be measured at a
height at 2.26m with subordinate equipment to support the proposal. The proposal is located on
an existing Telstra exchange facility at 25 Railway Parade, Pomona QLD. The proposed site will
offer the best location in terms of access, minimal environmental impacts, build constraints, and
offers the best location to satisfy Telstra’s ground network earth station drivers.
Telstra, as a licensed telecommunications carrier, must operate under the provisions of the
Telecommunications Act 1997 and the Telecommunications Code of Practice 2018. The 1997
Act exempts carriers from the requirements of State and or Territory environmental and
planning laws in certain circumstances. This includes where a proposed facility falls within the
definitions of the Telecommunications (Low-impact Facilities) Determination 2018 (as
amended). However, the current proposal is not defined as a low impact facility pursuant to the
Telecommunications (Low-impact Facilities) Determination (as amended). Further, the
proposed installation cannot be defined as Accepted Development (Non-DA) under the Noosa
Plan 2020. Therefore, the proposal is subject to the provisions of Queensland’s Planning Act
2016 and accordingly to the provisions of the Noosa Plan under an Impact Assessment
process.
This Impact Assessment Town Planning Report is supported by proposed plans, which illustrate
the proposal (included as Appendix A).
2.1 Details of the Proposal
The proposal has been designed by Downer Group for and on behalf of Telstra Corporation and
will include the following elements:
• The installation of a 1.8 diameter dish mounted on a proposed 1.8m pole (Max structure
height at 2.26m)
• Ancillary items include the installation of a moon foot platform with associated oan
cabinet with an external aircon unit, cabling and fibre run, and a small fenced compound
measured at 7620mm x 3660mm at a height of 1800mm to support the proposal.
Existing access is readily available off Railway Parade, which will have secured access to the
radio dish for general works to maintain the facility once the site is operational.
In terms of servicing, a telecommunications facility will only require electricity and is readily
available on site given that it is being placed adjacent to an existing Telstra Exchange building
which forms part of an existing telecommunications facility site.

2.2 Site Candidate and Site Context The site is registered as Lot 1 RP147703 and is located at 25 Railway Parade, Pomona QLD 4568 (the “subject site”). The subject site is on a non-symmetrical lot with a road frontage of approximately 90m. The specific subject site location is set back 50 – 60 metres from the roadway, with the total parcel size measuring approximately 5000 square metres. The land has a flat ground surface with a gradual incline away from the road. It is an established site containing a permanent Telstra exchange building alongside a portable type exchange building. The exchange facility is a well-known site to the area, which is an established use on the land. Driveway access is provided directly from Railway Parade. The surrounding area to the south and west of the site is low density residential dwellings on medium sized lots. Vegetation is scattered amongst the established properties. To the north and east of the site, Railway Parade separates the parcel of land from a nearby railway line and well vegetated area. The general area is fairly flat in topography, with orderly residential dwellings and scattered stands of vegetation. A site map showing the surrounding area is illustrated in Figure 3. Figure 1: Subject site and the surrounding areas. With reference to the above, the surrounding area is characterized by low density land uses. Given that the proposed 1.8m diameter dish installation will be installed towards the rear of the premises and alongside an existing exchange building, it is anticipated that the proposed works will not be highly visible to its surrounds. We also note that the use on the land are for telecommunications infrastructure, which will not appear out of place within the context of the immediate use on the land. The proposed site location displayed below in Figures 2 and 3 meets Telstra’s deployment objectives whilst satisfying construction feasibility, town planning considerations, environmental impacts, visual amenities and engineering factors. 3.0 Scope of Works
The proposed scope of works is inclusive of the following:
• The installation of a 1.8 diameter dish mounted on a proposed 1.8m pole (Max structure
height at 2.26m)
• Ancillary items include the installation of a moon foot platform with associated oan
cabinet with an external aircon unit, cabling and fibre run, and a small fenced compound
measured at 7620mm x 3660mm at a height of 1800mm to support the proposal.
3.1 Access to the Site
Access to the proposed site will be conducted through the existing access driveway off Railway
Parade. This is indicated on the proposed plans within Appendix A of this report. This route
enables direct access off a roadway which will repeal any disruptions to traffic flow for
construction vehicles during the build phase and any future required maintenance. The
available access is of sufficient size for vehicle manoeuvring. Traffic management will be
utilised during construction as necessary.
There is ample existing parking in the cleared area of site for vehicle activities during the
construction phase. Given the minor amount of traffic generated by the proposal (expected to
be 2 – 4 trips per year), it is not believed that any additional formal parking or manoeuvring
areas are required.
It should be highlighted that traditionally, telecommunications facilities do not require extensive
maintenance. Additionally, this proposal will not be a significant generator of vehicular and/or
pedestrian traffic.
3.2 Utilities
Indicatively, a power upgrade is required at the existing meter on the subject site which will
deliver power to the new proposed facility. A standard power application will be submitted for
approval and all new low voltage cable on the site will be installed underground.
The unmanned facility does not require access to water or sewer infrastructure. The proposal
will not alter stormwater runoff from the site, given the very minimal hardstand area.
The site does not require any additional permits for the connection of a sewer/roadway.
3.3 Construction Scheduling
Given the fairly unique nature of the proposed development, the development and construction
of the telecommunications facility primarily consists of the following processes:
• Remediation – ensuring that the land is suitable for construction. This is inclusive of
confirming existing structural assessments and the provisioning of cabling;
• Installation of new equipment – reflective of the scope of works outlined within this
Planning Permit Application; and
• Network Integration – Ensuring that the facility can connect with existing
telecommunications infrastructure.
Page | 6
Page 8
Throughout the construction phase of the proposed development, any construction works will
not disturb existing traffic flows. If a road closure is required for the erection and installation of
equipment, the appropriate approvals will be obtained from Council (where applicable).
4.0 Key Regulatory Framework
4.1 Federal Regulatory Framework
The following information provides a summary of the Federal legislation relevant to
telecommunications development proposals.
4.1.1 Telecommunications Act 1997
The Telecommunications Act 1997 (the Act) came into operation on 1 July 1997. The Act provides
a system for regulating telecommunications and the activities of carriers and service providers.
Under the Act, telecommunications carriers are no longer exempt from State and Territory
planning laws except in three limited instances:
1. There are exemptions for the inspection of land, maintenance of facilities, installation of “low
impact facilities”, subscriber connections and temporary defence facilities. These exemptions
are detailed in the Telecommunications (Low-impact Facilities) Determination 2018 and
these exemptions are subject to the Telecommunications Code of Practice 2018;
2. A limited case-by-case appeals process exists to cover the installation of facilities in situations
of national significance; and
3. There are some specific powers and immunities from the previous Telecommunications Act
1991.
4.1.2 Telecommunications (Low-impact Facilities) Determination 2018
The Telecommunications (Low-impact Facilities) Determination 2018 came into effect in March
2018.
The Determination contains a list of Telecommunications Facilities that the Commonwealth will
continue to regulate. These are facilities that are essential to maintaining telecommunications
networks and are unlikely to cause significant community disruption during their installation or
operation. These facilities are therefore considered to be ‘Low-impact’ and do not require planning
approval under State or Territory laws.
The proposed facility does not fall under the Determination and, therefore, requires approval
under State Planning Legislation.
4.1.3 Environment Protection and Biodiversity Conservation Act 1999
The Environmental Protection Biodiversity Conservation Act (the EPBC Act) controls matters of
national environmental significance. The key objectives of the EPBC Act include:
a) “To provide for the protection of the environment, especially those aspects of the
environment that are matters of national environmental significance; and
Page | 7
Page 9
b) To promote ecologically sustainable development through the conservation and
ecologically sustainable use of natural resources; and
c) To promote the conservation of biodiversity; and
d) To provide for the protection and conservation of heritage…”
Amongst other aspects, the EPBC Act relates to matters of national environmental significance,
including world heritage areas, natural heritage places (including declared RAMSAR wetland
areas), listed threatened species in communities, listed migratory species, protection of
environment on nuclear actions, and environment matters.
The proposal is not identified as having a significant impact on any of the above matters of
national environmental significance. Therefore, the proposal will not require referral to the
Government Minister for the Environment for assessment. An EPBC Report is provided as
Appendix C to this planning report.
4.1.4 Civil Aviation Safety Authority
The proposed structure is under 30m in height and therefore is not required to be reported in
accordance with the CASA publication AC139.08 “Reporting Tall Structures”.
4.2 State Regulatory Framework
4.2.1 Planning Act 2016
The proposed telecommunications facility is not considered a low-impact facility and is therefore
subject to the Planning Act 2016 and Planning Regulation 2017. The proposal is for the start of
a new use and therefore requires a development permit for a material change of use (MCU) prior
to the commencement of the use on the site.
Assessment against Council’s planning scheme identifies the proposed use as requiring Impact
Assessment. Pursuant to section 43 of the Planning Act 2016, the application must therefore be
assessed against assessment benchmarks of the Noosa Plan 2020.
4.2.2 State Planning Policies
On 3 July 2017, the Queensland Government adopted its new single State Planning Policy
(SPP). The SPP replaces the previous multiple policies in existence. The SPP sets out policies
on matters of state interest in relation to planning and development and provides a key
framework for the government's broader commitment to planning reform.
The SPP identifies the state's interests in planning and development and how these are to be
dealt with in planning instruments, Council development assessment processes and in
designating land for community infrastructure.
All aspects of the SPP have been integrated with the Noosa Plan 2020. As such, assessment
against any applicable policies will be covered in the planning scheme assessment.
4.2.3 Regional Planning
Page | 8
Page 10
The South East Queensland Regional Plan 2017, also known as ShapingSEQ, is the regional
plan for the SEQ region. It was given effect on 11 August 2017 and replaces the South East
Queensland Regional Plan 2009–2031. ShapingSEQ provides a regional framework for growth
management, and sets planning direction for sustainable growth, global economic
competitiveness and high-quality living.
The site is located within the South East Queensland Regional Plan 2017 and identified as
being within the Urban Footprint Area. Given the minor footprint of the facility, it is not
considered to preclude from any future land use opportunities.
4.3 Local Regulatory Framework
The following information provides a summary of the local provisions relevant to
telecommunications development proposal.
4.3.1 Noosa Plan 2020
The proposed site is within the Low Density Residential Zone and within the Bushfire Overlay.
4.3.1.1 Low Density Residential Zone
The purpose of the Low density residential zone is to provide for:
• a variety of low density dwelling types, including dwelling houses; and
• community uses, and small-scale services, facilities and infrastructure, to support local
residents.
The proposed facility will provide future services for local activities with appreciation of the existing
character, landscape and community. The zoning is considered appropriate for the proposal, as
it is considered a small-scale activity that will not impact on the use of the surrounds for residential
purposes, associated activities and environmentally sensitive areas.
The proposed facility will not increase the number of people who utilize the site, nor will it create
emissions of any type. Its height is not higher than the existing buildings on this parcel and
similarly not higher than neighbouring dwellings. The proposal has been appropriately setback
from the roadway and with the installation of fencing will not be accessible to the public.
Table 6.3.1.3 Performance outcomes and acceptable outcomes for assessable
development
Role and Function
PO1 compliance: The proposal does not take away from the continual use of the area for
residential purposes. The proposal is on a parcel of land used for telecommunications
exchange buildings, with no future plans to provide residential dwellings on the site.
PO2 compliance: There is no regularly requirement for unrelated persons being at site and the
proposal will not adversely affect the amenity of the area.
PO3 compliance: There is no visitor accommodation.
PO4-PO6 compliance: There is no dwelling as part of the proposal.
Built Form
PO7 compliance: The proposal will only be 2.26 metres in total height. It will be in the rear
corner of the property behind the existing exchange buildings on site.
PO8 compliance: The total area required for the proposed site will only be 22 square metres.

PO10/PO11 – N/A
Page | 9
Page 11
Design PO12 compliance: The proposal’s relative small size compared with dwellings and structures existing in its surrounds mean that it will not be a major stand out in the immediate context. There are no large walls and the majority of equipment is below the top of the mount for the satellite dish which is 1.8 metres high. PO13: No garage or carport is associated with the proposal. PO14: No basement is associated with the proposal. PO15 compliance: Existing driveway access exists and there is plenty of area for vehicle manoeuvering. PO16: No roof is associated with the proposal. Safety and amenity PO17 compliance: The proposal includes fencing which will ensure the site’s safety and will not impede existing openness of the surrounds. Lighting is not required. PO18: Not a sports court. Environment, heritage and scenic amenity PO19 compliance: Erosion and sediment controls will be implemented prior to the commencement of any construction works and will be maintained throughout the construction phase to manage potential run off, water and air quality during construction. PO20 compliance: the proposal is not on a sloping site. Earthworks and drainage PO21 compliance: The proposal will immediately reinstate all sediment that is temporarily extracted to install the required structural footings. No external soil or sediment will be introduced to the existing vegetation. 4.3.1.2 Bushfire Overlay The facility will be located in the Bushfire Overlay – Potential Impact Buffer. The purpose of the Bushfire Hazard overlay code is to ensure that development avoids or mitigates the potential adverse impacts of bushfire on people, property, economic activity and the environment. The proposed facility will be located in an existing Telstra lot in the south west corner, with the majority of the facility actually outside of the overlay area. Figure 4 shows the proposal’s location within the context of the bushfire overlay. Given the location near the edge of the marked overlay area and for the avoidance of any doubt, compliance is show in the below table. Table 8.2.3.3 Performance outcomes and acceptable outcomes for assessable development Safety of people and property PO1 compliance: The proposal will not add any further risk to the existing fire danger. Communications infrastructure adds an additional safety layer for usage in a time of disaster such as during a bushfire event. Impacts on Ecologically Important Areas PO2 compliance: Due to the small scale of the proposal and its location on a previous cleared lot, there is no impact on areas of ecological importance. Water Supply for Fire Fighting Purposes PO3 compliance: Water supply will not be impacted by the proposal. Essential Community Infrastructure PO4 compliance: The proposal is defined as essential community infrastructure (as it is a communications facility) and will be utilised during and immediately after bushfire events. 5.0 Development Impacts
This section takes into consideration matters of relevance to the proposed development which is
inclusive of issues relating to the environmental impacts of the proposal on the built and natural
form, as well as the social and economic impacts the telecommunications facility will have on the
locality.
As the proposed site is situated within a cleared portion of land, it is believed that the proposed
facility will not result in environmental impacts towards the built and/or natural environments. The
“footprint” of the proposal will not require any vegetation clearance. The following environmental,
social and economic considerations have been made in reference to the proposal.
5.1 Visual Impact
With tens of thousands of telecommunications facilities in operation around Australia, facilities
such as the one being proposed aren’t only operated by mobile phone networks but also entail
critical infrastructure assets employed by the emergency services, rail and other public utility
authorities to ensure the active and safe operation of their respective duties.
All types of telecommunications facilities are a common feature within urban and rural
landscapes. Specific design elements have been included within the planning of the proposed
facility, inclusive of:
Page | 11
Page 13
• Ground based equipment is to be contained within the existing Telstra exchange building
within an existing cleared area surrounded by vegetation. This is to minimise the visual
impact of the proposal in context to the surrounding environment.
• The siting, design, and location of the proposal has been taken into consideration during
the site selection process in order to ensure that the site does not result in any undue
visual intrusion towards surrounding viewing corridors.
The proposed facility is considered to be shrouded by the surrounding existing buildings and
vegetation. The subject site location was selected being within an existing Telstra Exchange
property. Due to the proposed facility’s location it will be visible from the immediately surrounding
neighbours. However, existing vegetation will help in reducing any impacts caused and it should
be noted that the orientation of the nearest two dwellings means that any vistas from those
dwellings will not look directly at the proposed facility.
Telstra considers the significant views to a proposed site as part of the site selection process.
Telstra acknowledge that the site cannot be totally hidden and will have a visual presence in the
environment from some perspectives close by. Partial views have been identified and shown
below (Figures 8). Views of the proposed facility are not considered to significantly disturb the
existing vistas.
Figure 5: Aerial Map of views in relation to the proposed new Telecommunications Facility site
This Visual Impact Assessment has been carried out by undertaking the following:
• Analysis of the existing visual environment, considering views in an immediate, local and
regional context. Significant views and vantage points within the surrounding area are
identified.
• Each viewpoint is then taking into consideration: Number of Viewers, Period of View, View
Distance, and Visual Absorption Capacity (VAC)* of the landscape. Each of these factors
is rated to determine the Overall Visibility rating of the proposed when seen from a
particular viewpoint.
Page | 12
Page 14
*Visual Absorption Capacity (VAC) of the landscape. VAC is the landscape's ability to absorb
physical changes without transformation in its visual character and quality.
Visibility Component Category Criteria
Number of Viewers High >1,000 people per day
Moderate 100 - 1,000 people per day
Low <100 people per day
Period of Views Long Term >120 minutes
Moderate Term 1 – 120 minutes
Short Term <1 minute
Distance Zone Foreground 0 - 200m
Middle Ground 200m – 1.5km
Background >1.5km
Visual Absorption High The landscape can absorb the impacts of the
Capacity development resulting in a low degree of visual
contrast
Moderate The landscape can absorb some of the impacts of
the development resulting in some visual contrast
Low The landscape is unable to absorb the impacts of
the development resulting in a high degree of
visual contrast
The rationale for the assessment of Overall Visibility is that a proposal is:
• Highly Visible if many people can see the proposed development at relatively close
distances over a long period of time, and inability for surrounding landscape to absorb
(VAC = Low) the impacts of the proposal;
• Moderately Visible if a medium number of people can see the proposed development at a
medium distance over a moderate period, or many people will see the proposal over a
short period and ability for surrounding landscape to absorb (VAC = Moderate) some of
the impacts of the proposal; and
• Low Visibility has a minimal number of people, at a medium to long distance, viewing the
proposal over a short term, and is essentially not visible and ability for surrounding
landscape to absorb (VAC = Moderate to High) the impacts of the proposal.
Impact Assessment:
Viewpoint 1
Assessment Criteria Assessment Details
View Location View 1 is from the neighbouring property to the west
Period of View Moderate Term 1 - 120 minutes
Number of Viewers Low: <100 people per day
Distance to View Foreground - 20m
Page | 13
Page 15
Visual Absorption Capacity High: The landscape can absorb the impacts of the development
resulting in a low degree of visual contrast
Overall Visibility? Low Visibility: A proposal has a minimal number of people, at a
short distance, viewing the proposal over a medium term.
Comment The adjoining resident to the west is 20m away with partial views
when viewed from their backyard. Given the height of the
proposed facility is only 2.26m, it will not be overly intrusive or
cause any shadowing onto the neighbouring property. The
proposed facility will not significantly transform the visual
character of the area when viewed from this perspective.
Figure 6: Site in relation to viewpoint 1.
Viewpoint 2
Assessment Criteria Assessment Details
View Location View 2 is from the neighbouring property to the south, looking
north toward the site
Period of View Moderate Term 1 - 120 minutes
Number of Viewers Low: <100 people per day
Distance to View Foreground - 20m
Visual Absorption Capacity High: The landscape can absorb the impacts of the development
resulting in a low degree of visual contrast
Overall Visibility? Low Visibility: A proposal has a minimal number of people, at a
short distance, viewing the proposal over a medium term.
Comment The adjoining resident to the south is 30m away with partial
views when viewed from their backyard. Given the height of the
proposed facility is only 2.26m and with the backdrop of the
existing exchange building, the impact of the proposal will not be
invasive on existing views. It will not be overly intrusive or cause
any shadowing onto the neighbouring property. The proposed
facility will not significantly transform the visual character of the
area when viewed from this perspective.
Page | 14
Page 16
Figure 7: Site as viewed from angle of viewpoint 2 showing backdrop of exchange building. 5.2 Heritage In order to determine any possible natural or cultural values of state or national significance associated with the site a search was conducted through the relevant Heritage Registers. No Aboriginal or other heritage sites of significance identified within the subject land holding or within close proximity. 5.3 Noise and Vibration There will be no noise or vibration impacts associated with the operation of the telecommunications facility. The OAN equipment cabinet will emit only minimal noise from its air conditioning unit, which will enable the equipment to stay within normal operating temperatures. It is believed that the operation of the air conditioning unit will not result in any adverse noise impacts to the nearest sensitive noise receptors given the low level noise that would be produced by the unit. The noise is akin to a standard domestic air conditioning unit. During construction, there will be some minor excavation works which may introduce noise and vibration for a temporary period. Due to the anticipated speed of the development, it is anticipated that the construction and operation of the facility will not generate extended adverse noise impacts on surrounding land uses. 5.4 Traffic Telecommunications facilities are not significant generators of pedestrian or vehicular traffic. The site encompasses sufficient parking within the existing access road and its surrounds for construction vehicles and workers. Throughout the lifecycle of the telecommunications facility, it is only required to be visited on a quarterly basis throughout the year for maintenance purposes. Page | 15
Page 17
Therefore, this proposal does not constitute any impacts to existing traffic flows within the
locality. If a road closure is required for the erection and installation of equipment, the
appropriate approvals will be obtained from the relevant authority (where applicable).
5.5 Erosion and Sediment Control
Erosion and sediment controls will be implemented prior to the commencement of any
construction works and will be maintained throughout the construction phase to manage
potential run off, water and air quality during construction.
The development will not induce any soil erosion or siltation. The proposal will immediately
reinstate all sediment that is temporarily extracted to install the required structural footings. No
external soil or sediment will be introduced to the existing vegetation.
Measures that are to be implemented include:
• All construction plant, equipment and vehicles are to be properly maintained and
operated so as to alleviate excessive exhaust emissions;
• Any waste loads leaving the site are to be covered at all times;
• Ensuring stock piles do not exceed 2.5m in height and wetting down any exposed areas
and stockpiles as required;
• All dust generating construction activities are to cease during high wind conditions,
unless operations can be controlled by localised watering or other control means; and
To ensure water quality is maintained, minor elements of storm water attenuation works will be
provided including sandbags and hay bales to ensure excess sediment does not run off site.
There are no hard-standing surfaces and/or drainage points within the immediate proximity of
the construction site.
5.6 Health and Safety
Telstra understands that some people have genuine concerns about the levels of
electromagnetic fields (EMF) that the proposed facility will emit and is committed to addressing
those concerns responsibly. EMF is sometimes known as electromagnetic radiation (EMR) or
electromagnetic energy (EME). Often, there is a misconception regarding the perceived health
risks surrounding telecommunications equipment and Electromagnetic Energy (EME).
Electromagnetic fields are present everywhere in our environment – the earth, sun and
ionosphere are all natural sources of EMF. Telstra and Downer rely on the expert advice of
international and national health authorities including the World Health Organization (WHO) and
the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) for overall
assessments of health and safety impacts. The International Commission on Non-Ionizing
Radiation Protection (ICNIRP) has issued guidelines on levels of allowable public exposure to
Radio Frequency (RF) fields, including guidelines on RF from telecommunications facilities,
which Telstra adheres to. These guidelines have a large safety margin built into them.
Nonetheless, the proposed telecommunications facility’s satellite dish and associated
equipment is not subject to the Industry Code and so an environmental EME Report is not
produced in this instance. Reasons for this is because this technology communicates with
satellites in a pointed elevation of 57.3 degrees from the horizon, which is pointed away from
ground level. This means, the new dish will not account for any radio emissions due to these
dishes pointing away from the ground.

6.0 Conclusion
The proposal at 25 Railway Parade, Pomona seeks to will form a vital component of Noosa
Shire Council’s future telecommunications infrastructure requirements.
There is strong State policy support for telecommunications facilities when balancing improved
telecommunications services with environmental impacts; including for example, visual impact,
flood or fire hazard, a particular proposal provides a net community benefit.
The site has a number of characteristics that make it suitable for the construction of a new
telecommunications facility in the manner proposed. The drawings respond to the principles of
design, siting, construction and operation of telecommunications facilities as specified in the
Code of Practice whilst meeting state and local planning policy objectives.
Telstra, together with Downer have undertaken an assessment of the relevant matters as
required by the Telecommunications Act 1997 and the Noosa Plan 2020. The proposal is
considered appropriate in light of the relevant legislative, environmental, technical, radio
coverage and public safety requirements.
The proposed facility is considered appropriate for the subject site for the following reasons:
• The siting of the facility on an existing Telstra exchange lot ensures the protection of the
environment and rural uses.
• The size of the proposed facility is only 2.26 metres at its maximum point, and won’t
overwhelm the area or cause any overshadowing.
• Public views to the facility are adequately contained due to the setback of the facility
from the roadway and the existence of exchange buildings on site.
• The facility will operate within the regulatory framework of Commonwealth, State and
Local Governments.
• The proposal is consistent with the relevant provisions of the Planning Scheme.
• The facility will operate within all current and relevant Australian Standards.
• The proposal will not impact the existing and future uses of the area.
Based upon the above, we respectfully request Noosa Shire Council approve the application
and issue a development permit for a telecommunications facility at the site, subject to
reasonable and relevant conditions, and in accordance with the plans attached in Appendix A.
