There is a requirement for at least two potential lease areas in place of the single area shown

and the Committee believes they would be better located near the front of the building. The lessees Email:
may be
public facing businesses and therefore require ease of access. [email protected]
Sound proofing must be provided between the main halls (two or three as configured with partitions)Web: and

between the halls and the leased rooms. The partitioning needs to be of a sound proof material to prevent
the transmission of conflicting noise between the areas. The type of flooring also needs to be considered for
the same reason.
Noise is a significant issue within the existing Community House and has become an operational negative for
current hirers, and a deterrent to potential hirers which is limiting income.
Community House Facility Requirements
low voltage dimmable lighting,
security lighting to external of building,
security and CCTV system,
ceiling fans,
cooling and heating of the building in general and also for the sensitive electronic surveillance and IT
equipment,
security code keyless entry,
temperature and sound insulation in the walls and ceiling,
secure document storage,
television access and audio/video facilities in each of the leased halls,
state-of-the-art communications (e.g. fibre to the House for fast internet access),
an equipment room for possibly solar batteries and to house communications equipment,
several additional car parks,
no high windows that would require scaffolding to clean,
an automatic watering system for the green roof and garden/lawn areas.
Community House Considerations (for wider discussion)
possibly turning the two larger halls into three smaller rooms with partitions to provide greater flexibility,
and commercial return, (if this is not already the case)
possible water storage piped to Veggie Village,
possible area (room) (waiting, information) in the building showing memorabilia of the old club etc. and
information as to where to stay, shops, eating places, etc.
possible bore water supply.
Community House Queries (for council response)
car park access to the building seems to be via a lift – how will this work after hours?
car park access via stairs – will they be undercover?
how will the rear access work, particularly after hours?
would the council maintain the additional ponds and grassed areas? Maintenance costs would exceed the
PBCH budget?
what is the large shaded area between the lawn and the venue toilets/kitchen/pond?
