INTRODUCTION RECOR has been engaged to prepare a Stormwater Management Report to accompany a development application for a residential duplex development located at 206 David Low Way, Peregian Beach. This report investigates the stormwater management considerations for the existing and proposed development site and assesses how the run-off from the site is to be managed in accordance with Noosa Shire Council requirements for stormwater drainage. The report has been updated to reflect the items raised in the Noosa Council information request dated 25 May 2023 for the application in relation to the stormwater matters raised. SITE DETAILS
2.1. Existing Site Description
The existing site, known in real property terms as Lot 54 P 9319, is located at 206 David Low Way-Plover Strip in
Peregian Beach. The existing site contains an residential dwelling and has a total area of 517.1m². The site adjoins
residential allotments to the east, north and south, with the street frontage to the east of the site.
2.2. Existing Drainage Patterns
The subject land is generally moderately sloping having typical grades of approximately 16% falling south to north.
The portion of the site housing the existing dwelling has been level and the upstream portion of the site south of the
dwelling retained to achieve a suitable house pad.
The run-off from the existing developed site typically drains as overland surface flows towards north draining towards
the adjacent property with the driveway area draining west to the road reserve. Due to the sandy soils present in the
locality the run-off is likely to infiltrate rapidly without causing nuisance to downstream properties.
No stormwater infrastructure is within the vicinity of the site and no kerb and gutter is present in the David Low Way-
Plover Strip.
Although contours indicate that upstream run-off from the adjacent site may enter across the property boundary,
the run-off is likely to infiltrate into the site soils and result in minimal flows arriving into the site from the south.

2.3. Proposed Development Drainage Pattern
2.3.1 Stormwater Concept
A rainwater tank is to be provided for each unit, nominally being an 18kL concrete in ground rainwater tank. 2kL of
the tank will be dedicated to attenuation of the run-off to reduce developed flow rates to below existing levels, with
the remaining allocated for reuse for each dwelling in accordance with Council’s Sustainable Building Code. Excess
rainwater will be discharged via stormwater outlets discharging to a new 600mm wide concrete dish drain within the
service road. Each tank will be provided a separate outlet spaced along the frontage to ensure peak discharge is
less than 25L/s at any location.
Remaining stormwater run-off from ground areas will discharge as overland sheet flows at a reduced rate compared
to existing levels, with paved areas being graded towards pervious areas where possible to encourage infiltration
into the sandy soils typical of the site.
The roof and allotment drainage system for the proposed site shall be designed to comply with:
1. Noosa Shire Council Planning Scheme Policy (PSP) - Engineering Design Standards – Roads, drainage and
earthworks;
2. The Queensland Urban Drainage Manual (QUDM); and
3. AS/NZS 3500.3:2015 - Plumbing and Drainage Part 3: Stormwater Drainage.
Refer to Appendix A Proposed Development Plan for the proposed stormwater drainage layout illustrating the
concept described above.

STORMWATER QUANTITY
3.1. Pre-Post Comparison
The site has been modelled using the DRAINS software to assess the impact on peak flows, comparing the existing
site conditions to the proposed development.
In accordance with ARR2019, an Initial Loss-Continuing Loss (IL-CL) model has been used to assess the site against
the ensemble of storm temporal patterns for the East Coast North region. The loss parameters and temporal patterns
have been imported from the ARR Datahub, and rainfall intensities have been imported from the Bureau of
Meteorology IFD rainfall data allowing for a 20% increase to rainfall rates to account for future climate change
patterns.
The parameters obtained from the Australian Rainfall and Runoff (ARR) Data Hub for the location and the rainfall
IFD data obtained from the Bureau of Meteorology have been imported into DRAINS to generate the storm events.
The models have been run using the ensemble of storm events for 1EY, 50%, 0.2EY, 10%, 5%, 2% and 1% Annual
Exceedance Probability (AEP) for durations from 1 minutes to 12 hours to determine the critical storm duration and
the mean peak flowrate from the storms. Refer to Appendix B DRAINS Modelling Parameters and Results for details
of the parameters used and summary of the results from the modelling.
The configuration of the catchment areas for pre-development and post-development scenarios are shown in Figure
3.1 – DRAINS Pre-development catchment and Figure 3.2 – DRAINS Post-development catchments respectively.
Figure 3.1 – DRAINS Pre-development catchment
Figure 3.2 – DRAINS Post-development catchments
The results of the modelling against the range of design storms for the development under the existing and
proposed development conditions are shown in Table 3.1 Existing and proposed unmitigated site peak discharge
rates.

The site has resulted in some small increases to peak run-off for a number of the modelled storm events. Attenuation
will therefore be provided to each unit to ensure that peak flow rates from the site are not increased as a result of
the development.
The site was remodelled splitting the developed site into it’s roof catchment, and the remaining catchment. An
attenuation node was connected to the roof catchment, with an iterative sizing used to determine the required
attenuation volume and low flow orifice outlet the achieve no net increase. Based on this process, providing 2kL of
attenuation storage per dwelling, with a low flow orifice outlet with 35mm diameter at the base of the attenuation
volume, resulting peak flows have been calculated and presented below in Table 3.2.

As peak flow has been reduced for all modelled storm events, the development does not worsen drainage
conditions as a result of the increased impervious area and it’s discharge to the north is able to constitute a Lawful
Point of Discharge for the development.
The required attenuation is able to be provided within the capacity of the proposed 18kL in ground concrete tanks
that are to be provided within the driveways for each unit.
3.1. Sustainable Building Code
Rainwater reuse for the development will be provided with 2 x 18kL in ground concrete rainwater tanks capturing
roof run-off from each unit. The tanks will be plumbed for reuse to greywater demands including external
irrigation, and internal toilets and laundry areas in compliance with the Noosa Council Sustainable Building Code.

STORMWATER QUALITY
The following sections discuss the stormwater quality considerations for the construction and operational phase of
the development.
4.1. Construction Phase
4.1.1 Erosion and Sediment Control Measures
During construction, it is necessary to manage stormwater run-off to avoid potential contamination and impacts to
the downstream environment from sediments and other pollutants from the site during construction. A range of best
practice sediment and erosion controls should be implemented on the development to ensure negative impacts to
the downstream receiving environment are mitigated.
As the area being developed is below 2,500m², the development’s construction will be managed using best practice
erosion and sediment control principles in line with the desired outcomes of Appendix 2 of the SPP (DERM, July
2017), which are shown below in Figure 4.1.
Figure 4.1 SPP 2017 Construction Phase Stormwater Management Design Objectives
A site-specific erosion and sediment control plan has been prepared demonstrating suitable erosion and sediment
controls suitable for the nature and scale of the development, including:
1. Sediment fencing along downstream of the work areas within the site to prevent sediment from leaving the
construction area.

Section 10
2. A shakedown area is to be installed at the construction entry/exit to the proposed development area to
minimise sediment being transported to and from the site.
3. Diversion of upstream catchments around any exposed areas using diversion drains around the site.
4.2. Operational Phase
The development consists of a duplex situated within a small allotment in a residential area. Rainwater from the
roof catchments will be captured and used for reuse on site, removing pollutants that would otherwise be
discharged. As the proposed development is not considered to significantly alter the pollutant generation
potential of the site, no additional stormwater treatment is considered necessary for the development.

Section 11
CONCLUSION
This Stormwater Management Report has outlined how the stormwater run-off from the site is to be managed to
comply with the relevant requirements and minimise any adverse impacts to the downstream catchments.
• The proposed roof area will be captured and drained to large in ground tanks provided under the driveway
providing for both reuse and attenuation for the site. The excess run-off from the overflows will discharged
via concrete bedded outlets into a new 600mm wide dish drain. The discharge of the dish drain will be
provided with scour protection to prevent erosion to the downstream verge.
• The existing and proposed development site have been modelled for the critical design storm events for the
site, which found that minor peak flow increases would arise for the modelled storm events. The small
increase is mitigated by a 2,000L attenuation volume per dwelling, through which roof run-off will drain.
• A minimum of 3,000L of rainwater reuse storage will be provided for each dwelling with reuse plumbed into
non-potable uses on site in accordance with the Noosa Council Sustainable Building Code. This will be
provided in the form of 2 18kL in ground rainwater tanks within the driveway, which will also serve to provide
the attenuation volume for the site.
• During construction, erosion and sediment control measures are to be implemented to minimise potential
contaminants impacting the downstream receiving environment in line with the objectives of Appendix 2 of
the SPP.
• As the development is a small residential site that does not significantly alter the pollutant generating
characteristics of the site, stormwater quality treatment is not proposed for the development. Pollutants will
nevertheless be eliminated from the discharge through the capture and reuse of roofwater.
• The proposed stormwater solution is considered to minimise any adverse impacts to the downstream
environment arising from the stormwater run-off while also meeting the stormwater objectives for the
development.
