PLANNING ASSESSMENT
Proposed change application – DA 132007.12.6
Noosaville Medical and Professional Centre
5. PRE-LODGEMENT ADVICE
On the 22 November 2022 a pre-lodgement meeting was held with Noosa Council regarding the
proposed development.
A summary of this pre-lodgement advice received from Noosa Council is outlined below:
(a) The proposed land use of Health Care Service is suitable in the Community Facilities Zone as
reflected by Local Plan, Zone Code etc. The correct application type will be confirmed on
lodgement as Council requests to review the proposed development in its entirety.
(b) Amenity is a major factor for this proposal, given the site is located on corner site. The existing
buildings have high visibility. Design considerations of the extension should include variation
to the shape, use of lightweight materials, stepping back more in alignment with the existing
building and include a roof pitch that complements the existing built form.
(c) Consideration is to be given to any changes or subsequent impacts to the existing pedestrian
crossing on the site. The removal of the footpath crossing will reduce extent of footpath traffic
and activation on the street frontage, and should it be located will further reduce the
availability of parking.
(d) Any application will need to include a traffic report prepared by a suitably qualified person.
(e) It is expected that runoff from the modified development will be connected to the existing
onsite stormwater system. Any application will need to include an updated stormwater plan
for the part of the site where the new development is proposed.
The specific pre-lodgement advice items have been addressed within this minor change application,
as follows:
(a) This assessment demonstrates that the proposed change application satisfies the ‘minor
change’ test, including that it does not result in a ‘substantially different’ development – refer
to Section 6.
(b) The design considerations of the proposal have been advanced with consideration of the
relevant part so the Community Facilities Zone Code and the Noosaville Locality Code – refer
to Section 7.1.
(c) The potential impact to pedestrian amenity and functionality has been considered and
addressed – refer to Section 7.4.
(d) The proposed parking and access changes have been considered and assessed by TTM
Consulting – refer to Section 7.2.
(e) The development footprint is over existing hardstand, served by an existing stormwater
drainage system. The catchment properties are unaltered and therefore no additional detail
nor reporting is deemed necessary as part of this application. Under the future hydraulic
design all new roof drainage will be captured and connected directly to the carpark drainage
system.
6. PLANNING ACT ASSESSMENT
This application is lodged under section 78 of the Planning Act, being a change application to a current
development approval. The key consideration as to whether the proposal can be dealt with as a ‘minor
change’ is to test if the changed proposal is substantially the same.
Schedule 2 of the Planning Act states the following regarding a minor change:
Minor change means a change that
