Page 2 Item 3: Update all flood mapping figures to show the extent of the car parking works on all figures. Applicant’s Response to Item 3: The carpark proposed under MCU20/0012 has been relocated to be totally contained within Lot 5 on SP213104. This carpark is above the DFE and has been excluded from the flood assessment. Item 4: Provide a topographic differences plot so the extent of earthworks for the park and the car parking can be clearly understood Applicant’s Response to Item 4: Please refer to Attachment A which provides a Flood Assessment for the proposal. A topography difference map is provided on Image 4-2 of the report and there are no differences associated with the carpark because it is situated on land currently above the DFE. Item 5: Clarify the level of flood immunity achieved for proposed facilities and infrastructure such as toilets, shelters, bbqs. Applicant’s Response to Item 5: Please refer to Attachment A which provides a Flood Assessment for the proposal prepared by Hydrology and Water Management Consulting. The report indicates that cross sections through the site are shown on Image 7-4 which show proposed case ground levels along with design flood levels. Design flood levels are shown on Image 7-3 at key locations. Item 6: Provide further advice on the consequences of the predicted flood impacts to the Council-owned land at 4-8 Lower Mill Rd. Although owned by Council, this land contains tenants which may be affected by the predicted flood impacts. Either eliminate the flood impacts from this parcel or justify why the consequences of these impacts should be acceptable. In the response, provide surveyed floor levels for each of the tenancies and specifically comments on the existing flood immunity of the tenancies and whether the development will increase over- floor flooding (either frequency of occurrence or depths). Applicant’s Response to Item 6: Please refer to Attachment A which provides a Flood Assessment for the proposal prepared by Hydrology and Water Management Consulting. The report indicates that there is no over-floor flooding of the buildings. Item 7: Demonstrate that the development is resilient to natural hazard events by ensuring siting and design accounts for and minimises potential risks of natural hazards to people and property. In this regard, clearly demonstrate how the proposed design and materials minimise potential risks of natural hazards to people and property. Applicant’s Response to Item 7: Please refer to Attachment B and C which provide a summary of design changes proposed. The changes include:

Garden beds mulched with rock around flood prone areas of the site
Floor levels of toilet blocks are above flood level
Buildings to be constructed out of materials that will not be damaged by flood water and
can be easily washed down including concrete walks, stainless steel elements,
galvanised iron features and oversized hardwood.
Elevated accessible bridge
Removal of mounding along Maple Street
Removal of lookouts to creek
Reduced surface levels along creek.
Item 8: Provide flood inundation and flood impact mapping for the local flood event associated
with the external urban catchment which flows through the site.
Applicant’s Response to Item 8: Please refer to Attachment A which provides a Flood Assessment for the
proposal prepared by Hydrology and Water Management Consulting.
Item 9: Provide plans/information to indicate the relevant levels of proposed plumbing works
associated with toilet block and clearly specify the measures to prevent any potential of sewer
surcharge during major storm events (1% AEP and over).
Applicant’s Response to Item 9: Please refer to Attachment A which provides a Flood Assessment for the
proposal prepared by Hydrology and Water Management Consulting. The report indicates that Design flood
levels at each of the shelter areas and amenities are provided on Image 7-3. These can be placed onto
relevant plans to describe the immunity of these structures.
Item 10: Update plan where required.
Applicant’s Response to Item 10: Please refer to Attachment B and C which provides plans
summarising the changes to the design.

Item 11: Demonstrate the suitability of the pedestrian path across the creek to the car park in the
event of a flood event.
Applicant’s Response to Item 11: Please refer to Attachment A which provides a Flood Assessment for
the proposal prepared by Hydrology and Water Management Consulting. The report details that the
pedestrian path across the creek to the northern carpark will not be safe to use during times of flooding
and that signage on both sides of the creek should be used to warn people against crossing the creek
during times of flooding. The report details that signage should also direct persons to the alternative
access which is via the pedestrian bridge on Maple Street.
The applicant advises that the playground will be fully fences to minimise accidental access to the area
by children and reducing risks and use during flood events.
Item 12: Demonstrate that the access path over the creek meets the relevant Australian
Standards.
Applicant’s Response to Item 12: Please refer to Attachment A which provides a Flood Assessment for
the proposal prepared by Hydrology and Water Management Consulting. The report advises that the existing
pedestrian access path across the creek will not be safe to use during times of flooding and that signage
on both sides of the creek should be used to warn people against crossing the creek during times of
flooding. Signage should also direct persons to the alternative access which is via the pedestrian bridge
on Maple Street.
Item 13: Update the park design sections to include design flood levels on each section.
Specifically identify the proposed level of flood immunity for facilities and infrastructure such as
toilets, shelters, bbqs etc.
Applicant’s Response to Item 13: Please refer to Attachment A which provides a Flood Assessment for
the proposal prepared by Hydrology and Water Management Consulting. The report indicates that flood levels
provided in this report can be used to update architectural plans as required. Attachment B and C
provide plans of the recommended changes.
Item 14: Demonstrate how proposed installations and furniture in the park (eg wooden
structures, logs, trash/garbage bins) will not be dislodged in a flood event and cause blockage
or impede flows through downstream culvert/s and or floodway.
Applicant’s Response to Item 14: Please refer to Attachment A which provides a Flood Assessment for
the proposal prepared by Hydrology and Water Management Consulting.
The applicant adviser that the design theme of the park is ‘overgrown industry vs. nature’ and includes
oversized and over strength materials. These oversized members will be founded with structurally designed
footings, resistant to the predicted floodwater velocities. This applies to the play structures (which are naturally
robust due to the high lateral loads placed on them), shelters, seats / tables and bins. Other considerations
include:
• Where possible bins will be located in elevated locations to avoid rubbish loss.
• Much of the seating located in low laying areas are large placed rocks, which will have no
• The planting of the park is has considered the possibility of flooding and replicates may of the
plant species found in riparian zones. It is anticipated that the landscaped areas from this park
would create less obstructions than natural riparian landscapes as dead trees and fallen limbs
will be maintained.
• Perimeter “pool style” fencing adjacent to the riparian zone will require a release hinge to
ensure the fencing does not get knocked over in a major event.

Page 5 Item 15: Revise the design for the management of the external urban catchment which flows through the site so that recreation and access is consistent with the anticipated water quality. It is suggested that a densely vegetated ephemeral swale (which restricts access and is free- draining) is a more appropriate outcome. Applicant’s Response to Item 15: Please refer to Attachment D which provides correspondence from Callaghan and Toth in response to the above item. Item 16: Provide traffic assessment prepared by suitably qualified RPEQ to address the impact of the development on the traffic in Maple Street, Mary River Road and Cooroy CBD. Update plans where required. Applicant’s Response to Item 16: Please refer to Attachment G which provides a traffic assessment of the proposal. Item 17: Clearly demonstrate how the proposed playground meets the Biodiversity Overlay Code for the Riparian Buffer Area, in particular Specific Outcome 5. Applicant’s Response to Item 17: Please refer to Attachment D and E which provides correspondence from Callaghan and Toth in response to the above item. Item 18: Demonstrate that there is an overall improvement to the water quality outcomes associated with the site by conserving, managing, enhancing and rehabilitating the ecosystem health and quality of stormwater entering receiving waters. In this regard, it is noted that water quality outcomes for the car parking within the Maple Street road reserve has not been addressed. Applicant’s Response to Item 18: Please refer to Attachment D and Attachment F which provides correspondence from Callaghan and Toth in response to the above item. Item 19: Clarify if and where viewing platforms are proposed. Where they are proposed demonstrate no adverse impacts on the environmental values of the riparian buffer area. Applicant’s Response to Item 19: Please refer to Attachment D which provides correspondence from Callaghan and Toth in response to the above item. Viewing platforms are to be removed. Item 20: Demonstrate how the values of the riparian buffer area will be maintained and enhanced through the remediation process. Applicant’s Response to Item 20: Please refer to Attachment D and Attachment H which provides correspondence from Callaghan and Toth in response to the above item. No clearing of riparian vegetation proposed. Item 21: Provide information from a suitably qualified health professional about the suitability of the site for a playground with respect to the proposed usage of the site as a children’s playground and the historic use of the land. Consideration of site excavations, soil loading and long term usage by children and other vulnerable users should be presented. In this regard, the qualified health professional’s response should make reference to the two reports prepared by Core Consultant’s (March and December 2019). Applicant’s Response to Item 21: Please refer to Attachment D which provides correspondence from Callaghan and Toth in response to the above item. Attachment H provides a copy of Core Consultants report on the proposal and site conditions. Attachment I and J include copies of the previous Core reports as requested
