PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 MAY 2022
The Business Precinct will continue to offer business and commercial office space in
accordance with the approval (existing built form already meets the maximum GFA
when removing the subject tenancy).
There is no impact on the locality as the tenancy adjoins the Retail precinct
(Woolworths) and adjoins the Woolworths click and collect space in the Commercial
and Business Precinct. The tenancy is located on a road frontage and traffic will not be
impeded nor will adjoining commercial developments operating needs.
Further, it is noted that the Retail Precinct already accommodates office and
commercial uses (Bank, Australia Post) further advancing the role of the Noosa
Business Centre as an employment precinct.
3. More broadly, NBC is undergoing significant transformation including:
Significant amount of commercial space is proposed in the extension of Noosa
Business Centre (Village Mixed Use and Innovation Precinct) that will further the overall
strategic intention of this major centre.
The existing vacancy rates in the retail premises is approximately 1% and this proposal
cannot be accommodated elsewhere within the Retail Precinct (which already
accommodated some office and commercial uses). In comparison, the business
precinct has high vacancy of 14.5% demonstrating need.
Under the Noosa Plan 2020, the Major Centre Zone Code, the proposed Minor Change complies
with the applicable provisions through:
Retail Precinct has an Acceptable Outcome of 24,500m2 GFA (shops, shopping centre,
service industry and food and drink outlets). The existing approval has TUA capped at
18,000sqm. The existing centre is therefore below what is presently envisaged for the site.
In this respect, the additional GFA proposed for fast food premises is insignificant.
The Business Park Precinct seeks to provide for integrated commercial and professional
uses, with food and drink outlets only when ancillary to and associated with bonafide office
use on site and limited in scale and size. If this tenancy remains in the Business Precinct
(instead of proposed annexing to the Retail Precinct), the use of the tenancy for food and
drink premises of 82m2 represents just 1.64% of the total GFA of the Business Precinct cap
of 5,000m2. The proposal is limited in scale and size and will not impact on the function of
the Business Park Precinct.
The annexing of tenancy BB03 will not compromise the Business Park overall outcomes to
facilitate commercial office space for business and professional services due to:
There is sufficient premises within the business park precinct to facilitate new and
future business and commercial office space (refer to vacancy rates above).
It is a small proportion overall of both the Business Precinct and Retail Precinct.
The location is at the edge of the Business Park Precinct, adjoining the Retail Precinct
with no impact on traffic movement or loss of access / frontage to existing premises.
The locality and proposal plan are included below.
