6. Noise Criteria
6.1 Road Traffic Noise Criteria
As the development is located near a state controlled road (Myall Street and the Bruce Highway),
the SDAP criteria detailed in Section 6.1.1 to Section 6.1.2 applies.
6.1.1 State Development Assessment Provisions (SDAP)
The criteria applied are in accordance with the SDAP Version 2.5 dated 1st July 2019 by the
Department of State Development, Manufacturing, Infrastructure and Planning. The SDAP State
Code 1: Development in a state-controlled road environment sets out matters of interest for
assessment of developments near state controlled roads or multi-modal corridors. The applicable
criteria for the development in the year 2029 (ten year planning horizon) requires road traffic noise
to be assessed in accordance with Table 1.2.2 of the policy statement as follows;
Table 3: SDAP Road Traffic Noise Criteria

6.2.2 Background Creep
The Background Creep criteria are as follows;
Time-varying noise:
LAeq,adj,T, ≤ Ambient LA90,T + 5dB(A)
Steady-state noise:
LA90,T ≤ Ambient LA90,T
The time period (T) is a time interval of at least 15 minutes, or if the noise continues for less than
15 minutes, the duration of the noise source.
Based on the results of ambient noise monitoring, the project specific background creep noise limits
are shown in Table 7.

7. Road Traffic Noise Assessment
This section assesses road traffic noise associated with Myall Street and the Bruce Highway for the
ten year planning horizon.
7.1 Traffic Volumes
Current and future traffic volumes were obtained from Queensland Transport and Main Roads Traffic
Census and are presented in the table below.
Table 8: Traffic Volumes

8. Environmental Assessment
Noise associated with onsite activities has been assessed based on previous measurements of similar
activities. The calculations assume that the nominated activities are located at the closest
representative point to each receiver location. Any relevant shielding or building transmission loss is
taken into account for these activities.
8.1.1 Acoustic Quality Objectives
The average maximum noise source levels and predicted impacts at the receiver locations are shown
in Table 12. Note: LA10 and LA1 results are not shown in cases where the total duration of the events
is less than the minimum time required e.g. L A10(1hr) requires noise events to occur for at least 360
seconds of an hour long period. LAeq results are not shown where the calculated total is less than
0dBA.

9. Recommendations
9.1 Acoustic Barrier
Acoustic barriers are recommended to be constructed along the south western boundaries as shown
in Figure 5.
The barriers shall be constructed using 25mm thick lapped timber (minimum 40% overlap), masonry,
Perspex, plywood, or other material with a minimum surface density of 15kg/m 2. The barriers shall
be a height of 2.2m or 1.8m above the finished pad level of the adjacent dwellings and be
constructed in accordance with Main Roads Standard Specification MRTS15 “Noise Fences”. The
barriers shall be free of gaps and holes.

9.2 Road Traffic Noise
All building treatments for road traffic noise shall be determined at the Building Approval stage in
accordance with the assessment requirements of the Queensland Development Code Part 4.4. For
reference, preliminary noise categories are nominated in Table 14.
9.2.1 Glazing
The minimum glazing treatments presented in Table 14 are required to comply with the following:
The minimum glass thickness specified shall not be reduced regardless of the R w performance
of the glazing system.
If compliance cannot be achieved with the minimum R w ratings, the glazing system shall be
upgraded until compliance is achieved.
Glazing specified with acoustic seals requires a Q-lon seal or an equivalent product, mohair
seals are not acceptable.
The glazier shall provide NATA test reports on request to verify compliance with the minimum
Rw ratings. Generic reports are not acceptable.

*If the total glazing area of a habitable room (living areas/bedrooms) is less than 1.8m2, glazing with minimum Rw 24
(4mm float with standard weather seals) can be used for QDC Noise Category 1 and glazing with minimum Rw 32 (6.38mm
laminate glass with acoustic seals) can be used for Noise Category 2.
Note: As there are currently no plans available for any proposed dwellings, all residential lots were
assessed in accordance with QDC. Once dwelling locations and plans are finalised an additional
assessment for each dwelling should be conducted to determine if QDC Noise Categories can be
further reduced.
9.2.2 Alternative Ventilation
We recommend that all locations nominated in Table 14 as QDC Noise Category 1-2 have the
provision for an alternative ventilation system similar to air-conditioning or mechanical ventilation to
allow windows and doors to be closed.

9.3 Onsite Activities Compliance is predicted with the assessment criteria without the need for any additional acoustic recommendations. 9.4 OLGR Requirements If the golf clubhouse is proposed as a licensed premises, a detailed amplified music assessment will need to be conducted to determine the maximum allowable noise levels for any amplified entertainment, in accordance with Office of Liquor and Gaming Regulation (OLGR) requirements. 10. Conclusion An environmental noise assessment was conducted for the proposed retirement community and golf club house at 122 & 144 Myall Street, Cooroy. On the condition the recommendations detailed in Section 9 are implemented, compliance is predicted with Noosa Shire Council and SDAP assessment criteria.
