PROPOSAL TO CHANGE THE MATERIAL USE OF 64 POINCIANA AVENUE TEWANTIN

Background

This report provides support information to the development application for the proposed Material
Change of Use of 64 Poinciana Avenue, Tewantin (Michell House) presently leased by the University
of the Third Age Noosa Regional U3A Inc (U3A Noosa) from the University of the Sunshine Coast (USC).
The change of use proposed is from Professional Offices to Community Uses — Education Type 3 Adult.

Noosa U3A has operated since 1991 as a self-help, self-managed, not-for-profit organisation catering
to those of the local community who are no longer in full-time work and semi- or fully-retired. Its
members come and learn together, not for qualifications, but for its own reward; the sheer joy of
discovery. Noosa U3A’s mission is to provide an environment for the exchange of knowledge in a
range of academic, cultural, recreational and social activities offering stimulation and development
for the wellbeing of our members. Noosa U3A has approximately 800 members.

Noosa U3A occupies Michell House that was owned by Alexandra Michell who leased it to Noosa U3A
for a peppercorn rent in April 2014. The ownership of Michell House was gifted to USC in June 2014
for GDR purposes. USC subsequently extended the initial lease until 2023 with options to extend the
lease for further terms. Unfortunately, the original 2014 lease agreement recorded the use of
premises as Educational and Communities activities when the correct definition of the use was, in
Council’s opinion, Professional Offices. Neither Ms Michell’s solicitor, nor USC or Noosa U3A were
aware of this error until December 2017 when Noosa Council gave notice that the correct definition

should be Community Uses - Education Type 3 Adult.

It should be noted that only one complaint has been received about the use of Michell House in the
last four years. That complaint was from residents of Toolah Street over parking problems allegedly

caused by Noosa U3A members. This issue has since been resolved and is evidence that Noosa U3A’s
use of Michell House does not cause undue problems in the neighbourhood.

PLANNING FOR CHANGE OF USE

Discussions have been held with Council staff and Town Planning consultants, Martoo Consulting Pty
Ltd and PTT Peco! Traffic and Transport traffic engineers, to understand Council’s needs before
submitting a development application. It is not the intention of the U3A Noosa proposal to change the
services it provides to its members but to change the syllabus, carparking facilities and use of external
accommodation to comply with Council’s planning scheme with special emphasis on car parking.

Surveys have been carried out to determine the numbers of members and staff on site at any time,
carparking needs and space required to provide the classes required by its members. The surveys for
attendances and accommodation used during mid-Semester 1 are attached as Appendix A and a
carparking/travel survey as Appendix C. It should be noted that the data for the attendance survey
was compiled from class attendances for the week of the 30" of May to the 4" of June 2018 using
class levies received. The dataset table shows the maximum number of members on site at any one
time during the survey was 109 (1130 to 1200 on Tuesday 1* of May).

A further dataset was generated for the month of June 2018 to verify the reduction in use of Michell
House after changes were made to offload some classes to external facilities. The dataset and
summary are attached at Appendix B which shows the maximum of members on site at any time was
reduced from 109 in the May survey to 61 in the June survey.

From this information Noosa U3A has been able to analyse and plan changes to the subjects offered,
set maximum attendees allowed for each subject, arrange the addition of external classroom facilities
and arrange appropriate off-road car parking leases. Those changes will be implemented for Semester
2 starting in late July 2018.

PLANNED CHANGES FOR SEMESTER 2 AND FUTURE OPERATIONS.

The attendance and accommodation data tabled in Appendices A and B revealed classroom space that
was unused as well as class sizes that were over-subscribed. In preparing the syllabus plan for
Semester 2, classes requiring floor space such as Yoga, Scottish Country Dancing, Line Dancing and
choral rehearsals, have been moved to external facilities such as the Masonic Hall and Catholic Church.
All these external facilities are rented and have adequate off-road carparking. The timetable for
Semester 2 is attached as Appendix D.

In summary, class sizes have been capped, others have been moved off-site and any future classes will
be encouraged to use The J complex at Noosa Junction and CQU facilities. Not all these changes have
been popular with our student members and tutors, many of whom have a close affinity to Michell
House, and have as a result, chosen not to attend classes sited elsewhere. Nevertheless, the changes
to the Semester 2 timetable have resulted in a reduction in the maximum number of student and tutor
members on site at any time to 47 and 2 volunteer staff; a total of 49. Table 1 shows that Council car
parking requirements are a maximum of 55 students on site at any one time.

Page 16

Noosa U3A has been advised by Council planning staff that the parking requirements for adult
education is 1 space per employee; and 1 space per 10 students of driving age. However, PTT Traffic
Consultants have recommended a ratio of 1 car space per staff; 1 space per 2.5 members. This is the
ratio used for Semester 2. The PTT Pekol Traffic & Transport report dated 22 August 2018 at Appendix
E confirms the parking spaces provided by U3A Noosa meets Council’s planning requirements.

SUMMARY

It is proposed to change the operation of U3A Noosa at 64 Poinciana Avenue, Tewantin to meet the
needs of its members and at the same time conform to Council’s planning scheme. The most
important change is to provide an appropriate number of off-street carparking spaces. To achieve
this, class maximum sizes have been reduced, others have been cancelled and five have been moved
to external rented facilities with off-street parking. The result has been to reduce the range of classes
offered to members and lessen the need for street parking in the immediate neighbourhood. This is
confirmed in the PTT Pekol Traffic & Transport report.

The financial cost of these changes has been considerable. The hire of the Masonic Hall, Catholic
Church car park and Church Hall, together with future costs at The J, must be borne from class levies
paid by each student. Whilst these levies are modest they comprise 50% of Noosa U3A revenues and
will cause levies to be increased in the coming financial year. The more important issue is that Noosa
U3A will lose a significant proportion of its members because of these changes and its members, in
turn, must find other avenues for their academic, cultural, recreational and social activities in their
retirement years. It follows that much of the burden to cater for their wellbeing will pass to Noosa
Council.

It was noted during Semester 1 that a significant change in the wellbeing of members occurred in
Michell House when the prospect of classes being relocated outside Michell House became known.
Noosa U3A members enjoy the opportunity to meet and chat with their friends attending other classes
in the building which is an important purpose in our mission. With the rumours of planned reductions
in class sizes and relocation of classes it was obvious that the opportunity to meet and chat with others
would be hugely reduced.

Page 17

To quote one member: ‘I am so grateful for U3A as | look forward to coming every week to attend
classes, meet up with my friends to chat and laugh. Otherwise | would feel so lonely and lost; this is
like my family.’

In one way this development application is a plea to Noosa Council from U3A members that this
convivial atmosphere be restored, and the number of members permitted to use Michell House be
increased above the low limit dictated by Council’s planning scheme. it could do so by acknowledging
that less than 50% of members attending classes drive to classes and, hence, the parking requirement
specified in the Noosa Plan may not be appropriate in Noosa U3A’s case. If this were to be the case,
class sizes and variety might be restored to previous levels and the wellbeing of members restored.

U3A Noosa
64 Poinciana Avenue
Tewantin Qld 4565

Attention: Mike MacDonald

Dear Mike

RE: 64 POINCIANA AVENUE, TEWANTIN
CAR PARKING ASSESSMENT

INTRODUCTION

This report has been prepared by Pekol Traffic and Transport {PTT), as requested by University for the
Third Age (U3A) Noosa, to update our initial car parking assessment of the U3A educational facility at
64 Poinciana Avenue, Tewantin. Additional student class and mode share information has been provided
from which this revised assessment is based.

SITE CHARACTERISTICS

The subject site is described as Lot 601 on $P146047 and is located within the jurisdiction of Noosa Shire
Council. There is currently an office building occupying the subject site which contains the U3A
educational facility. The site is bounded to the north by a child care, to the east by a commercial building,
to the south by Poinciana Avenue and to the west by Moorindil Street. The surrounding uses are primarily
residential.

The development currently has 12 on-site car parking spaces and has an agreement to use 15 car parking
spaces at the nearby church to the south of the development, as shown in Figure 1. This equates to a total
provision of 27 car parking spaces. There are 47 marked car parking spaces on-street in the adjacent
area, as follows: :

eight 2 hour car parks on Poinciana Avenue adjacent to the development

sixteen no limit car parks on Poinciana Avenue

five no limit car parks on Moorindil Street opposite the church

Additionally, within 200m walking distance, there are approximately 60 unmarked on-street car parking

spaces. This is a total of 146 car parking spaces within 200m walking distance of the subject site. A

desktop assessment of aerial images of this area during weekdays indicates that less than 50% of this

capacity is utilised.

CAR PARKING REQUIREMENT

The parking requirement for the proposed development based on Council's Planning Scheme is shown
in Table 1. It is understood that only 55 students are on-site at any one time and two staff. Classes are
taught by students of the U3A and therefore have not been included in the number of staff.

Table 1: PLANNING SCHEME CAR PARKING REQUIREMENT
2 staff 1 space per employee
Adult Education a ;
55 students 1 space per 10 students of driving age
Total 7% 8

Therefore, the existing development requires a parking provision of 7 car parks. The site has 12 on-site
car parks and an agreement to use an additional 15. This is consistent with the parking requirements of
Council’s Planning Scheme.

Itis understood that Council has previously adopted a different car parking rates for similar developments.
Table 2 shows the parking requirement under these rates. This parking rate is not outlined in the Planning

Scheme.

Table 2: COUNCIL CAR PARKING REQUIREMENT

2 staff 1 space per employee 2

Adult Education
55 students 1 space per 2.5 students of driving age 22
Total 24

The existing car parking provision is in accordance with this parking requirement.

PARKING DEMAND

Additional information for the Semester 2 timetable, student and staff attendance and mode share
between 16 July 2018 and 20 July 2018 has been analysed to determine the parking demand on-site
and in the surrounding streets. The data provided indicates that on average 65% of students and staff

drive.

Figure 2 shows the number of parked vehicles associated with the U3A facility throughout the day. This
analysis assumes that the parks available to U3A are limited to the 12 on-site and the 15 at the church.
This analysis shows that there is a peak parking demand of 39 vehicles occurs between 9.30-11:30am
on a Wednesday, as indicated in Figure 2. This is 144% of the total parking capacity. However, the
average peak parking demand over the week is equal to 27 vehicles or 100% of the capacity, as shown
in Figure 3. Therefore, the average parking demand is consistent with the parking available to the U3A.

CONCLUSIONS AND RECOMMENDATIONS

The U3A educational facility has been evaluated in terms of parking demand. The main points to note

are:

= the facility has 12 on-site car parking spaces and an agreement to use 15 of the church’s car
parking spaces (ie a total provision of 27 spaces)

== there are 47 marked on-street car parking spaces in the surrounding area

== within 200m walking distance there are approximately 60 unmarked on-street car parking spaces
of which less than 50% are utilised

== a fotal of 55 students and two staff members are on-site at any one time

= aparking provision of 7 spaces is required on-site as per the Council Planning Scheme consistent
with the parking available to U3A

= the parking rate recently adopted by Council for similar developments requires 24 car parking
spaces however this parking rate is not outlined in the Planning Scheme

= the U3A facility has a total parking provision in line with the Planning Scheme requirement and the
alternative requirement

= a mode share survey was conducted between 16 July 2018 and 20 July 2018

== the results of the survey show that on average 65% of students and staff drive to the site

== the peak parking demand of 39 vehicles or 144% of the capacity occurs on a Thursday morning WH-

== the average peak parking demand over the week is 27 vehicles or 100% of the capacity

«= the overflow from the peak parking demand can be accommodated by the existing on-street car
parking

If you have any questions regarding the issues discussed above, please do not hesitate to contact us.

Yours sincerely,

Adam
