PROPOSED DEVELOPMENT The proposed development involves a new residential dwelling at 1179 Louis Bazzo Drive. Access is proposed via the existing all-movements driveway. The proposed site layout is shown in Figure 2 and attached. Figure 2: PROPOSED DEVELOPMENT LAYOUT SIGHT DISTANCE Sight Distance Assessment A sight distance assessment was undertaken on Wednesday 6 October 2021 to determine the available sight distance at the proposed site access driveway. On-site observations indicate the available sight distance at the access driveway is approximately 230m to the east and in excess of 300m to the west, as shown in Figure 3. Sight Distance Requirements
Sight distance requirements for private access driveways are specified in Australian Standard AS2890.1
Parking Facilities Part 1: Off-Street Car Parking (AS2890.1). The proposed site access is for a private
driveway and accordingly the sight distance at the access has been assessed against AS2890.1.
Austroads Guide to Road Design Part 4A: Signalised and Unsignalised Intersections provides sight
distance requirements for intersections. Nevertheless, sight distance at the site access has also been
assessed in accordance with Austroads, as requested by SARA.
Australian Standards
On a 90km/h road (ie Louis Bazzo Drive), AS2890.1 requires a desirable sight distance of 125m. The
proposed access driveway achieves 230m sight distance to the east and in excess of 300m to the west.
Therefore, the access location complies with AS2890.1 for sight distance.
Austroads
Sight distance has also been assessed against Austroads Guide to Road Design Part 4A. According to
Austroads, sight distance criteria for intersections often cannot be obtained at property accesses on
roadways with tighter horizontal and vertical alignments, or vegetation. Accordingly, Austroads allows the
sight distance requirements for domestic driveways be determined using the extended design domain
(EDD). Therefore, the existing site access has been assessed according to EDD requirements.
Austroads sight distance requirements are determined based on the sum of driver observation and
reaction times. For T-intersections on two-lane two-way roads with traffic volumes of less than 4,000
vehicles per day (ie Louis Bazzo Drive), Austroads requires a driver observation time of 1.5 seconds for
safe intersection sight distance (SISD) under EDD. Furthermore, for sight distance at domestic accesses (ie
an access that services three or less domestic units), Austroads requires mandatory application of an
observation time 0.5 seconds less than specified by the EDD (ie Table A8). Austroads Guide to Road
Design Part 3: Geometric Design specifies a reaction time of two seconds for alerted driving situations in
rural areas.
P:\2021-22\22-192 1179 LOUIS BAZZO DRIVE, COOTHARABA\OUTPUTS\22-192 LETTER REPORT_FINAL.DOCX 4
Page 5
The existing site access has been assessed in accordance with Austroads sight distance requirements for
the truck-day base case (ie truck operating in daylight hours) and the norm-day base case (ie normal car
driver travelling at 85th percentile speeds in daylight hours). Of the two cases, the truck-day base case is
generally the critical case.
Louis Bazzo Drive has a posted speed limit of 90km/h in the vicinity of the site. Austroads requires that a
design speed equal to the posted speed limit plus 10km/h (ie 100km/h) be used when calculating sight
distance requirements. Requirements for sight distance for the truck-day base case are outlined in
Austroads Guide to Road Design Part 4A Table A6 and A12 and summarised below using an observation
time 0.5 seconds less than specified in Table A8.
safe intersection sight distance of 219m for the truck-day base case based on a speed environment
of 100km/h (195m for the norm-day base base)
approach sight distance (ASD) of 191m for the truck-day base case based on a speed environment
of 100km/h (141m for the norm-day base case)
minimum gap sight distance (MGSD) of 139m, based on a critical acceptance gap of five seconds
for a vehicle undertaking a right turn manoeuvre in a 100km/h speed environment
The proposed domestic access driveway achieves 230m sight distance to the east and in excess of 300m
to the west. Therefore, the access driveway complies with Austroads EDD sight distance requirements at
domestic accesses.
ROAD SAFETY ASSESSMENT
Requirement
TMR’s Guide to Traffic Impact Assessment (2018) (GTIA) requires a risk assessment of the likelihood and
consequence of safety risks being increased on the state-controlled road network, due to the addition of
site accesses and development generated traffic, pedestrians or cyclists. A risk assessment has been
undertaken using the methodology prescribed in Section 9.3.2 of TMR’s GTIA, to assess the potential
impacts of the proposal on the safety of the state-controlled road network.
Methodology
The risks inherent on the existing state-controlled road network and associated with the addition of
development generated traffic were scored using the risk scoring matrix outlined in TMR’s GTIA, as
reproduced in Figure 4. In undertaking the risk assessment:
the likelihood of a crash was determined based on the number of similar crashes reported in the
historical crash data
the consequence of a crash was based on the Fatal and Serious Injury (FSI) Indexes reported in Part
4 of TMR’s Manual of Uniform Traffic Control Devices (MUTCD) for different crash types / DCA
Codes
P:\2021-22\22-192 1179 LOUIS BAZZO DRIVE, COOTHARABA\OUTPUTS\22-192 LETTER REPORT_FINAL.DOCX 5
Page 6
Figure 4: SAFETY RISK SCORE MATRIX
Crash Data
Crash data has been sourced from TMR for the section of Louis Bazzo Drive 500m either side of the
proposed access location for the past five years (April 2016 – March 2021). The data indicates that no
crashes resulting in injury have occurred within the 1km section of Louis Bazzo Drive over the five-year
period, noting that TMR no longer collect data for crashes which only result in property damage.
Risks
Based on our review of the historic crash data on the state-controlled road network, we have identified
the following safety risks associated with the proposal:
an increase in left-turn traffic volumes may increase the risk of rear end crashes between left-turn
and through vehicles on the same approach (DCA Code 302)
an increase in right-turn traffic volumes may increase the risk of rear end crashes between right-
turn and through vehicles on the same approach (DCA Code 303)
an increase in right-turn traffic volumes may increase the risk of crashes between right-turn and
opposing through or left-turn vehicles (DCA Codes 202 and 203)
an increase in left / right turns out of the site driveway may increase the risk of crashes with through
traffic (DCA Code 406)
Risk Assessment
The results of the risk assessment are summarised in Table 2. As demonstrated, there are no existing
safety issues and the development is not expected to significantly worsen road safety on the state-
controlled road network. Accordingly, there are no unacceptable existing or development induced safety
risks and no management or mitigation measures have been identified.

TURN WARRANT ASSESSMENT
Section C9.2 of Austroads’ Guide to Traffic Management Part 6: Intersections, Interchanges and
Crossings deals with the application of warrants for turn lanes. With respect to the use of these warrants,
Austroads states that they are based on the construction of new intersections on new roads (ie greenfield
sites) and:
“although not intended for direct application to accesses and driveways, they may be used as a
reference for such.”
This confirms that the warrants are primarily for the construction of intersections on new roads and
Austroads does not mandate the application of the warrants for turn lanes at site access driveways. This
guidance is also accepted by TMR’s Road Planning and Design Manual (RPDM). As such, we believe the
application of warrants for turn lanes is not required for the access driveway, because:
the access driveway is not an intersection
historic crash data indicates no evidence of a safety risk on the surrounding road network
traffic volumes using the access will be very low (ie one vehicle in the peak hour)
the addition of one vehicle on the access driveway during the peak hour is not expected to have a
significant adverse impact on the safety of the access or surrounding road network or a noticeable
impact on the operation of the surrounding road network
P:\2021-22\22-192 1179 LOUIS BAZZO DRIVE, COOTHARABA\OUTPUTS\22-192 LETTER REPORT_FINAL.DOCX 7
Page 8
Therefore, given the forecast very low traffic volumes on the access driveway, the proposed development is not considered to warrant provision of turn lane treatments at the access driveway. CONCLUSIONS This report responds to the traffic engineering related issues raised in SARA’s Information Request in relation to the proposed residential dwelling located at 1179 Louis Bazzo Drive, Cootharaba. Based on the above, it is our view that the development layout addresses the issues raised in the Information Request and is expected to result in an appropriate traffic engineering solution. If you have any questions regarding the issues discussed above, please do not hesitate to contact us. Yours sincerely, James Gannon Principal Engineer (RPEQ 22233) P:\2021-22\22-192 1179 LOUIS BAZZO DRIVE, COOTHARABA\OUTPUTS\22-192 LETTER REPORT_FINAL.DOCX 8
