7. CONCLUSION & REASONS FOR DECISION
The proposed development fails to comply with key provisions of the Noosa Plan 2020, including
site cover, plot ratio, landscaping, car parking, and servicing requirements. The scale and intensity
of the proposal represent an overdevelopment of the site, inconsistent with the planning intent for
the High Density Residential Zone. Importantly, the High Density Residential Zone is intended to
accommodate permanent residents and support housing diversity in well-serviced urban areas.
The area surrounding the site is already well serviced with short-term accommodation uses, and
further intensification of this use undermines the strategic planning intent and residential amenity
of the zone.
The application attracted 178 properly made submissions during public notification, raising
concerns about traffic impacts, excessive bulk and scale, and noise nuisance. These impacts are
considered significant and cannot be reasonably mitigated through conditions.
