Re: Your Say Noosa — Proposed amendments to the Noosa Plan
Dear Mr de Chastel
The opportunity for individual ratepayers to comment on the proposed amendments to The Noosa Plan
through the Your Say feedback process is welcomed.
The purpose and general effect of the current amendment under consideration is to:
e Amend Part 15 and introduce a new Schedule 9 of The Noosa Plan planning scheme to update
the current Priority Infrastructure Plan (PIP) with a new Local Government Infrastructure
Plan (LGIP) prepared in accordance with Statutory Guideline 03/14.
This letter concerns that part of the major infrastructure planning that relates to the provision of
sporting ovals and associated facilities at Pomona. The lists of proposed infrastructure projects
identifies at Map 5 (12) a ‘future sports area’ at Pomona involving purchase of six hectares of land at an
estimated cost of $2.55 million. Field development and amenities would cost a further $2.58 million.
The work is scheduled to proceed in 2021-26.
This matter (of sporting facilities at Pomona) has been before the council previously, resulting in delays
in proceeding to implementation and, subsequently, requiring new and additional planning to be
undertaken. We face the prospect that other priorities might mean that the proposed won’t will occur
during the five-year period beginning in 2021-22.
In light of the known shortage of sports ovals and facilities at Pomona, I request that the schedule of
works be altered so that purchase of land for sports facilities at Pomona be brought forward to the
2020-21 financial year (one year earlier) , because that particular time horizon would require work to
start now on budgets, location and design.
It would be unfortunate if Council delayed further action on much-needed sports facilities at Pomona.
- In1993, Noosa Council prepared its Cooroora Creek Park Development Plan that included a
multi-purpose oval for the town, following an investigation of need. That proposal did not
proceed at that time. (Attachment A)
- InJanuary 2006, Council adopted the Noosa Park Strategy that reeommended that up to 6ha
of land be purchased to the north of town in the vicinity of the Noosa District High School
Junior Campus for sports fields. Nothing has happened since. (Attachment B)
- In 2014-15, a community survey identified the need for a new sports oval(s), reinforcing a
finding of the Heart of Pomona Committee, presented to Council in a report entitled Pomona:
Inspiring Place. Council gave an undertaking at the time that this document would be
considered in the context of The Noosa Plan review.
