Attachment 2 - Noosa Biosecurity Plan 2026-2031

of 57
General biosecurity obligation
All landowners are responsible for biosecurity matters on their land and have a general
biosecurity obligation under the Biosecurity Act 2014 to take all reasonable and practical
measures to prevent and minimise biosecurity risks and ensure pests, diseases or
contaminants are not spread. This Biosecurity Plan has been prepared under the requirements
of the Act. It identifies priority invasive plants and animals that can be a problem in Noosa Shire
and required management actions for land managers.

Under the Biosecurity Act 2014 there are two types of biosecurity matters relevant to the local
government area: Prohibited matters and Restricted matters.

Prohibited matters

Prohibited matters are invasive plant and animal species that are a potential threat to our
economy, local amenity, human health and natural environment but do not currently occur
within Queensland.

Everyone must be aware and take steps to prevent prohibited species from entering
Queensland. If prohibited species are detected, they need to be reported to Biosecurity
Queensland within 24 hours on 13 25 23, and all reasonable steps are to be taken to minimise
risks.

It is an offence to keep, possess, breed, propagate, use, feed, distribute, import transport,
dispose of, buy, or supply prohibited species, unless authorised under a permit.

Restricted matters

Restricted matters are invasive plants and animal species that currently occur in Queensland
that may threaten our economy, local amenity, human health and natural environment. Over 50
species have been recorded in Noosa Shire so far.

If restricted species are detected, land managers need to take actions to contain, reduce or
control those species.

There are 7 different categories of management for restricted species that have requirements
for land managers to comply with (refer Table 3.2). Some restricted plant and animal species
can have more than one category assigned to it which may mean they need to comply with
various requirements.
