Attachment 2 - Noosa Biosecurity Plan 2026-2031
5 Management Tools and Support
Empowering land managers with tools, knowledge and support to prevent species from
establishing and spreading is essential for effective biosecurity management in Noosa. Early
detection and targeted action by landholders and ongoing surveillance and control can
significantly reduce the risk of invasive species taking hold and prevent long term impacts to
land, livestock, crops, natural areas and human health.
Property pest management plans
A property pest management plan can assist landowners where the extent of invasive species
requires management over several years. The nature of the management plan will depend on
the desired outcomes, whether that be improving agricultural productivity or requiring
ecological restoration. Plans may include mapping infestations, prioritising management
options, and measuring and monitoring progress towards targets.
Private landowners may develop a property management plan as a requirement under the
Biosecurity Act 2014, or voluntarily through a Land for Wildlife or Voluntary Conservation
Agreement program, where ecological restoration is the main objective.
Biosecurity Surveys
Council pest management officers undertake inspections and surveys on urban and rural
properties as part of ongoing biosecurity surveillance activities, including:
• biosecurity surveillance
• shire-wide surveys
• targeted surveys of high value natural assets.
Biosecurity surveillance program
The Biosecurity Act 2014 gives authority for pest management officers to survey private
property and government land for invasive species. Each quarter, four localities in rural
areas are selected for surveys. These surveys monitor for compliance and confirm
presence and extent. Repeat visits allow for an assessment of the effectiveness of
implementation actions to reduce biosecurity threats.
