PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 DECEMBER 2016

The current condition requires the common facilities to be completed and operational as part of
the first stage. The request to change to the 64th unit is considered reasonable and ensures that
the facilities will be constructed almost halfway through the development. The condition is
recommended to be changed to:
4. The ancillary shop, restaurant/cafe, multi-function room, gym and other ancillary facilities
shall be operated and maintained as a Resort. A letting pool service promoting and
managing short term accommodation must also be established on site and made available
to all owners of multiple dwelling units. The community management statement for any or
all bodies corporate having control of the Resort or any part thereof shall incorporate this
     condition.
Where the development is staged, the common resort facilities must be completed and
operational as part of the first stage or after construction of the 64th Unit.

Condition 8 – Colour scheme
8. The development’s external colour scheme shall use muted environmental tones of
browns, greens and greys to integrate the development with its landscape setting and
ensure the development does not visually impact on the vegetated skyline. Detailed plans
shall be submitted and written Council approval obtained prior to commencement of the
     development.
Applicant’s request
The applicant has provided a colour scheme as part of this changes application and seeks that
the condition be amended to reflect the submitted plans and not require further approval.
Assessment
The proposed colour palette is considered appropriate, however the plans do not clearly detail
the use of the colours on the buildings and still provide extensive use of the lighter /white colour
on the buildings. The condition is recommended to reflect the submitted palette with reference to
minimising the use of the white.
8. The development’s external colour scheme shall use muted environmental tones of
browns, greens and greys to integrate the development with its landscape setting and
ensure the development does not visually impact on the vegetated skyline. All buildings
shall utilise the finishes palette detailed on Plan 7038- DA14 Issue 03 Dated 22.07.2016.
The use of paint finish Taubmans Tahira White is to be minimized. .

Condition 12 – Bushfire Management Plan
The applicant must submit a revised Bushfire Management Plan for the development which
reflects the approved plans and demonstrates compliance with The Noosa Plan’s requirements
for bushfire and the provisions of the State Planning Policy July 2014 in regard to hazard level.
Applicant’s request
The applicant has submitted a revised Bushfire Management Plan prepared by Duke
Environmental and the applicant requests that the condition be deleted or amended to reference
the new report.
Assessment
The applicant has submitted a new Bushfire Management Plan and associated evacuation plan
to support their request to amend the condition. The development is proposed to be undertaken
in stages and the supplied Bushfire Management Plan addresses risk associated with the site
when fully developed. Subsequent correspondence with the applicant has resulted in a staged
approach to bushfire management on the site. The new Bushfire Management Plan addresses
the bushfire risk associated with the site and the development can be conditioned to comply with
the requirements of the plan.
