EXECUTIVE SUMMARY
Under the current Sustainable Planning Act 2009 (SPA) and future Planning Act, Council is
required to have a new Local Government Infrastructure Plan (LGIP) in place by 1 July 2018 to
replace its current Priority Infrastructure Plan (PIP being a LGIP under the transitional provisions
of the legislation) in order to continue issuing infrastructure charges and apply conditions about
“trunk” infrastructure on development.
At the Ordinary Meeting of 28 August 2014, Council resolved to amend its current Priority
Infrastructure Plan (PIP) to a Local Government Infrastructure Plan (LGIP) to comply with the
July 2014 amendments to the Sustainable Planning Act 1997 and Statutory Guideline 03/14.
At the Planning & Environment Committee Meeting of 12 July 2016, Council was provided with
background information of the legislative changes that have occurred since 1997 governing the
infrastructure planning and charging framework for Queensland local governments together with
the Local Government Infrastructure Plan purpose, structure and requirements to replace the
current Priority Infrastructure Plan (PIP) of the current Noosa Plan planning scheme. This report
also identified the Priority Infrastructure Area (PIA) for the new LGIP and Council endorsed this
PIA at the Ordinary Meeting of 21 July 2016.
Separate reports are intended to be presented to Council for individual endorsement as each
LGIP section is progressively completed. This will be followed by a final report for Council’s
endorsement for the complete LGIP document for progressing to the State reviews.
This report presents the staff review and proposal for the next section of the new LGIP regarding
the Planning Assumptions for Council’s consideration.
RECOMMENDATION
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 6 December 2016 and:
A. Approve the Planning Assumptions contained in the report and provided in Attachments 1,
2 and 3 for proceeding with the new Local Government Infrastructure Plan (LGIP) under
The Noosa Plan 2006;
B. Note a future report to Council may be presented to adjust population and development
projections in Attachment 3 if any major discrepancies are identified following completion of
the staff final review of the supporting Demand Modeller and Tracking Tool (DMaTT)
Geographic Information System (GIS) output data; and
C. Request the CEO to write to Unitywater thanking their staff in providing the DMaTT
population and development data for use in Council’s LGIP and to commit Council’s
ongoing support and assistance in future DMaTT updates.
