Issue – Secondary Dwelling
The subject application proposes the construction of 3 structures separated by several
hundred meters, within a highly vegetated and steep lot of land.
Though the planning report states that: “access to and around the site is existing and free of
vegetation”; and “vehicle access tracks exist on the site and will be preserved and maintained
to ensure continual safe access to and around the site”, it is not clear that these tracks are
able to cater for the plant required for the construction of the proposed structures.
Information Required
1. Provide confirmation that the existing internal access tracks are suitably stabilised;
2. Provide confirmation that, both on road reserve and along the existing internal tracks,
no vegetation is required to be removed in order to allow for the access of any required
construction plant and/or deliveries;
3. In case new tracks are required and/or the existing ones need to be upgraded, provide
detailed information as to the scope of these works, including, but not limited to:
3.1. Vegetation to be removed and locations;
3.2. The proposed tracks’ widths, clearances and surface type;
3.3. Earthworks;
3.4. Erosion and Sediment Controls and stabilisation methods proposed.
Response
As depicted on the submitted ‘Overall Site Plan’ the existing vehicle tracks are 3.5m compacted rock
and clay. The vehicle track from Playfords Road to the Dwelling and Secondary Dwelling site is
slightly wider in some sections to approximately 4m. The vehicle tracks are well established and have
existed for some time as previous owners used various areas on the site for camping and access to
the waterbodies. Furthermore, a shipping container was delivered to the site using a flat tray vehicle
without any changes required to the existing tracks. We can confirm no further changes to the tracks
will need to occur to permit construction vehicle access.

Issue – Slope Stability
Both site classification reports provided note that: “This report does not address slope stability.
If a slope stability analysis is required, the services of a suitably qualified geotechnical
engineer should be sought.”
The location of each of the proposed structures is mapped as being in a Landslide Hazard
Area and a site specific geotechnical report has not been provided.
Information Required
4. Provide a site specific geotechnical report and site stability assessment for each of the
proposed structures on the site. The report must include, but not be limited to:
4.1. recommendations for the construction and operational phases of the development
to ensure the stability of the proposed structures, and the subject site in general; and
4.2. details of the proposed solution to protect the structural integrity of the existing
slopes for the longer term.
Response
Please refer to attached Slope Stability Reports prepared for all three site locations.
End of Applicants Response.
