Michelle Muir 25 Wagtail Drive Peregian Beach 4573 Re: OBJECTION TO MCU18/0166 THE PROPOSED NBN TOWER AT 244 TABLELANDS ROAD COORAN Dear Sir/Madam, I wish to lodge my objection to the above proposed development, due to Visual Impact. There are 6 grounds upon which I want to object, listed below. However, there are also “public views” that warrant protection. Its position impacts upon the biggest scenic attraction in the area, Tablelands Lookout. The proposal would mean the tower would be visible from the views we are encouraging visitors to the area to see. We need infrastructure, but as Council’s policies state, we need to place it sensitively to protect our rural views. The proposed location would spoil views of a significant tourist attraction, the Noosa Trails. We can do better. We need to save these precious vistas for future generations, and place our unattractive, although necessary, infrastructure in a less visible location. Below are listed the parts of Noosa Council’s policy I will site in regard to this proposal The SEQ Regional Plan, 2017. This states that development will protect the values of this land from encroachment by urban and rural residential development. The proposed site is less than 800m from the Woondum National Park. The Noosa Plan, 2018. This plan seeks to reinforce the regions unique identity and character. In particular it values the large areas of natural and rural landscapes. The proposed site is located within an area of biodiversity values, and is close to the National Park and Noosa Trail Network. Mary River Catchment Locality This policy states that new uses must avoid significant adverse impacts on the amenity enjoyed by users of other premises, including acoustic and visual qualities. Mt Cooran and Mt Cooroora are noted as prominent topographical and scenic features. Cooran is a small rural village with an intimate rural character identified at the foothills of Mt Cooran. Buildings are therefore required to be responsive to the rural character and amenity of the area. Rural Zone Code – Mary River Catchment The purpose of this rural zone code is to ensure the scenic and environmental values, the distinct rural amenity and agricultural productivity of the locality are preserved and not adversely impacted as a consequence of development on or adjacent to that land. The majority of properties surrounding the proposed development site are not agricultural productive properties but properties totally reliant on the rural amenity of the area with the visual aspect being the most noted. Infrastructure Users Code – Mary River Catchment This policy sates that allowable infrastructure uses do not detract from the visual amenity of the major road network nor on the rural or residential amenity enjoyed by residents of and visitors to Noosa; and that facilities are co-located where appropriate and practical. Also, it determines the natural character and environmental values of Noosa are protected from adverse impacts associated with infrastructure uses. The proposed tower will have a far reaching visual impact. It will also be seen from several sections of the road network with the upper portion being viewed against the sky making it a high visual impact in the terms of the applicant’s own methodology of visual impact scales. Noosa Planning Scheme Policy 23 – Telecommunications Towers Covering low impact development and minimal impact on surrounds, specifically as this impacts on views. The proposal in its current form does not meet the requirements of this policy. Thank you for your consideration of the above points, Michelle Muir
