GENERAL COMMITTEE MEETING AGENDA 12 MARCH 2018
Previous Council Consideration
Ordinary Meeting, 21 September 2017, Item 2, Page 12
That Council note the report by the Asset Planning Manager to the Services & Organisation
Committee Meeting dated 12 September 2016 and adopt the Strategic Asset Management Plan
(as provided at Attachment 1 to the report) with an addition to the list of major assets to include
landholdings and Bushland Reserves in continuing with the implementation of the Asset
Management Improvement Plan (roadmap).
Finance
Financial forecasting is a critical objective in developing an Asset Management Plan. Having an
understanding of future expenditure improves the decision-making and planning activities. The
Plan highlights the cumulative asset renewal expenditure of $2.1m for the next 20 years and has
highlighted an ongoing average maintenance commitment of $110k per annum.
Operational expenditure is forecasted to gradually increase with the intent that increases in
revenue will offset any significant increase in overall operational expenditure. The current
forecasts indicate that operating costs will gradually increase from $800k to $1.1m over the next
ten years.
The financial summary combined with the maintenance and renewal plans within the asset
management plan provides the basis of the annual budget process for the NAC. The
maintenance and renewal plans will be reviewed annually and a more detailed analysis and
review completed after the next round of asset condition assessments.
Risks & Opportunities
It is essential to have a good understanding of the risks associated with the operations of the
NAC.
The top three risks are:
Failure to meet water quality standards resulting in pool closure;
Circulation pump failure to the 25m or LTS Program Pool (no redundancies whereas 50m
does have redundancies built in to its system); and
Heat pump failure (during colder months).
These risks and all other current risks are documented in the Branch Plan - Community Facilities
- Noosa Aquatic Centre 2017/18.
Consultation
External Consultation - Community & Stakeholder
Nil.
Internal Consultation
The detailed consultation with NAC staff was fundamental in the development of the Asset
Management Plan. The document review, condition assessments and the development of the
renewal and maintenance plans were a significant part of the consultation undertaken. In
addition, the financial data that related to operating and maintenance expenses and budgets was
reviewed by Financial Services.
