Preliminary Construction Management Plan
Attached to the e-mail Operational Works Application OPW19/0133 - DA Form 1 - Pre-lim Construction Management Plan - Civil Plans - 10 Opal St Cooroy.
Pre-liminary Construction Management Plan Appropriate Traffic Signage Being that the only property beyond 10 Opal Lane is one duplex, access beyond 10 Opal Lane will be minimal. Where roadway blockages or restrictions are unavoidable (e.g. a concrete truck needs to be parked in front of the lot) the building contractor will liaise with the adjacent neighbours at least 5 days in advance to minimise any disturbances. Final confirmation will be given at least 24 hours prior to the event occurring. We will endeavour to keep the disruption to a minimum. Furthermore, no more than five tradesmen are expected to be on site at any one time to eliminate parking issues. Should this be insufficient, car-pooling will be utilised to minimise parking issues. In this instance the use of traffic signage is deemed as not required and unnecessary, however, should the need arise for whatever reason, appropriate traffic signage in accordance with the Manual of Uniform Traffic Control Devices (MUTCD) will be provided. Pedestrian access There is currently no designated footpath on Opal lane. Foot traffic on Opal Lane is minimal, however should any pedestrian access Opal Lane there will be no risk to safety as the laneway is quite wide, and pedestrians will be directed to use the other side of the laneway via a mail drop. The site is secured by construction fencing when daily construction has ceased thus preventing any risk to public safety. Traffic management Being that the only dwelling beyond 10 Opal Lane is one duplex, there is minimal access required beyond 10 Opal Lane, and thus there is no requirement for road signage as this would further reduce the space on the laneway for residents. Residents will be informed of any possible impact as per item ‘a’. In the event of a vehicle (e.g. concrete truck) being in the laneway a spotter will be in front of the vehicle to safely direct any traffic that is required to pass. See item b. Fencing of the site will consist of temporary safety fencing (typical construction style fencing) at the front of the construction site, all other sides will be covered by the existing fence. Not applicable Workers will park primarily on the site (on private land). Alternatively, legally on Opal Lane, or on Opal Street. Workers will not park in a way that inhibits access to Opal Lane. Erosion and sediment control Dust, dirt and odour suppression measures will be implemented during construction, particularly during site preparation and excavation works. Being that the soil is a heavy clay type soil no requirement for dust suppression is anticipated. Any debris (e.g. soil) that goes off site will be removed immediately and deposited in a safe manner. Suitable sediment filters will be placed over storm water drains to stop any sediment going into storm water. A daily site check will be carried out prior to workers leaving to ensure no matter has gone off site. e. Works Programme A Works Schedule will be provided, showing estimated start and finish dates, and showing the various stages of construction including expected dates for key events e.g. excavation, concreting, delivery of blocks, frames & trusses, roof tiles and other bulky materials. Work will be carried out in such a way to minimise the construction time. Work will only be carried out from Monday to Saturday between 7am to 6pm. No noisy equipment will start before 8am. Dust extractors will be used on all appropriate equipment. There will be no expected disruptions to existing infrastructure. f. Communication protocol Adjoining neighbours will be notified of construction times and the site managers contact details in the event of any enquiry or complaint. Site signage will be attached to site fencing displaying site supervisors contact details. Any enquiries relating to the development will be directed to the site manager and or the property owner. There will be no impact on local businesses and/or local residents. g. Complaint Management Procedure G J Gardner are the contracted Builder. Site signage will be attached to site fencing displaying site supervisors contact details. Complaints will be managed by the Site Supervisor (on-site manager). The site supervisor will manage any complaints (e.g. noise, dust complaints) by notifying site workers and addressing the matter immediately should any non-compliance with any Local Law or relevant legislation occur. The site supervisor will follow up with the complainant to ensure they are satisfied.
