LMDIP Site Planning Assessment
1. Purpose
This planning assessment has been prepared to support engagement with Noosa Shire Council (NSC) regarding endorsement
of installing a temporary carpark at the Wimmers factory along Lake Macdonald Drive.
2. Background
The Six Mile Creek Dam Safety Upgrade Project (the Project) is a coordinated project under the State Development and Public
Works Organisation Act 1971 and forms part of Seqwater's Dam Improvement Program. The Project was approved by
the Coordinator-General in 2019, with subsequent changes to the approved construction methodology assessed and approved
through the Coordinator-General's Change Report – Construction (CGCR - April 2025).
The Project has now progressed to the construction phase having completed the upstream cofferdam (UCD) and demolition
of the main spillway. Works are progressing on the working platform in preparation for construction of the new spillway.
Delivery of these works requires a ramp up of construction site personnel to complete the piling, FRP, excavation and other
civil works.
Section 5.7.5 of the CGER states:
provide adequate on-site parking to accommodate project-related traffic or provide buses to transport workers on and off
site.
The Traffic Management Plan states:
Section 7.4.2.2 Light Vehicle Access - To reduce the volume of light vehicles on local roads, carpooling and worker
shuttle services will be encouraged. Parking areas will be set up near the site to avoid congestion on public roads
7.9.1.1 Worker Shuttle Services - To reduce the number of private vehicles traveling to and from the construction site, a
worker shuttle service should be considered for construction staff. This service will transport workers between Cooroy,
Noosa, and other nearby towns to the site, minimising individual vehicle trips. The shuttle service will operate for
arrival before designated working hours and to suit the expected departure time of both blue- and white-collar workers
which would avoid peak traffic periods given the outlined working hours in Table 3–3

2.1 Proposal
2.2.1 Construction Phase
The proposed works are limited to:
stripping of topsoil;
minor earthworks to achieve a suitable finished surface;
placement and compaction of road base gravel;
installation of appropriate drainage;
installation of wheel stops and/or temporary delineation, flagging and signage (if required);
approximately 60 temporary parking spaces;
Any temporary erosion & sediment controls required during construction and operation of the carpark will
be installed; and
rehabilitation of the site following completion of the Project.
Note: No buildings, no asphalt or kerb and channel are proposed. No lighting, vegetation clearing, new vehicle access to Lake
Macdonald Drive or permanent services are proposed as part of the works.
2.1.2 Operation Phase
2.1.2.1 Proposed Temporary Carpark
The temporary carpark will provide onsite parking for approximately 60 cars and will be used by John Holland contractors for
approximately 34 months from August 2026 to May 2029. Workers will arrive at the temporary car park in the morning and
then be transported to the LMDIP construction site via shuttle buses. At the close of each day, the workers will be
transported back to the temporary carpark via shuttle buses.
2.1.2.2 Proposed Temporary Laydown Area
The proposed temporary laydown area will be used primarily to store pre-fabricated building materials and machinery as
needed from time to time. This will include several sea containers with equipment used for the retention structure beams and
concrete form-work required for the construction phase of the dam spillway. There are no stockpiles, or storage of hazardous
or dangerous goods proposed within the temporary laydown area.
2.2 Key Planning Considerations
The works are located inside the currently approved Operational Works Approval footprint.
The proposed works remain consistent with the existing approved use of the land;
The proposed works do not represent a material change to the approved development;
The proposed works sit partially within a mapped riparian buffer – see Figure 1.
A preliminary meeting held with NSC on 6th July 2026 recommended proceeding with an Operational Works application.
This Site Planning Assessment is being submitted along with the following supporting material:

EMR / CLR Search Results
Figure 1: Riparian buffer overlay in the NSC planning scheme
It was found that the site is listed on the EMR for PETROLEUM PRODUCT OR OIL STORAGE. However this is not relevant to the
current operations on the property by the Wimmers factory and they do not currently operate any petroleum or oil storage.
The site was not included on the CLR.
3. Site Plan
This Site Planning Assessment presents the following information:
Project location with riparian buffer zoning (Figure 1)
Project location with lot & plan boundaries (Figure 2)
Proposed parking layout (Figure 3)
ESC & drainage (ESCP)

4. Traffic Assessment
4.1 Construction Phase
The construction of the carpark and laydown area will have minimal impact on local traffic. Gravel for the area surfacing will
be loaded at the LMDIP project site and transported 1.7km along Lake Macdonald Drive to the Wimmers site. The expected
truck movements with the delivery of gravel materials is between 20-30 loads.
4.2 Operation Phase
The traffic associated with workers vehicles has been considered in the existing Traffic Management Plan (TMP) for the
LMDIP. The existing project TMP notes the utilisation of the Lake MacDonald project site for car parking and acknowledges
that offsite car pooling / parking area / shuttle services may be required. The temporary car parking use at the Wimmers site
does not represent an increase in traffic for the project, merely a different location, which is conveniently located enroute to
the project site. The vehicle movements at this location will be managed through a Traffic Guidance Scheme (TGS).
In order to minimise any impact on the local traffic, a TGS will be implemented consisting of appropriate signage in order to
manage the vehicles both coming in and out of the Wimmers car park location.
5. Environmental Management
The works involve a small amount of earthworks and are considered low impact with:
no vegetation clearing
no waterway disturbance
no MNES impacts
no changes to approved stormwater discharge
As seen in Figure 2 the area transects a riparian buffer therefore an erosion and sediment plan will be implemented.
5.1 Erosion & Sediment Control
5.1.1 Soil Loss
An erosion risk assessment has been conducted using the Revised Universal Soil Loss Equation (RUSLE). The calculated soil
loss is then used to determine the level of sediment control required, as well as stabilisation and staging requirements.
A (predicted soil loss per hectare per year) = K x R x LS x P x C (IECA 2008)
Where:
Parameter Assigned value Comments
K is the soil erodibility factor 0.05 Conservative factor applied based on lack of available
soils information
R is the rainfall erosivity factor 3700 Based on table E2 of IECA
LS is the slope length/gradient factor 0.55 Based on a 3% slope across 56m slope length – Table
E3 IECA
P is the erosion control practice factor 1.3 Default as per IECA
C is the ground cover and management factor 1 Default as per IECA
Therefore A = 132 t/ha/yr. Based on Table 4.4.3 of IECA this presents a VERY LOW risk rating. This figure assumes that the

proposed work area will remain exposed for a full year. In reality the proposed earthworks will be opened up for approximately 1 week during the lowest risk months of the year (July / August) before being capped and sealed with roadbase material – reducing the soil loss risk even further. The total disturbed area is estimated at 2100m2. Based on this Type 3 ESCs would be considered suitable to control sediment loss from the site. 5.1.2 Erosion and Sediment Control Plan (ESCP) The ESCP is shown below along with eth standard drawings indicating how to install the specified ESCs. The carpark area will be worked with some minor cut & fill to ensure a level surface that slopes gently 1-2% towards the existing road table drain. Sediment fence will line the downslope side of the works area. Returns and spill-through weirs to be installed as required. Sheet flows will be captured in the drain which will require reprofiling into a trapezoidal / spoon drain. It will then be topsoiled and lined with turf placed down in an interlocking pattern as seen in the standard drawing below. A rock check dam will be installed at the end of the swale to slow water before it enters the rock mattress where it gets diverted into the existing culvert under the road. A Rock outlet structure will be installed at the final discharge location at the culvert outlet where water will then be dispersed towards the creek. 5.1.3 Stockpiles Topsoil will be stripped from the work area at a depth of approx. 100-150mm. Topsoil will be stockpiled at the locations shown on the ESCP. Topsoil height should not exceed 1.5m. Once stockpiling is completed topsoil stockpiles will be hand- seeded to ensure faster stabilisation. 6. Community Engagement Seqwater and John Holland will be undertaking communication and engagement activities to notify for the works including: Doorknock to immediate neighbours Works notification emailed to the project database Project webpage update. 7. Conclusion Seqwater and John Holland are proposing to use an undeveloped area on the Wimmer’s industrial property located on land at 271 Lake Macdonald Drive, Lake Macdonald (Lot 2 SP108094) to construct a temporary gravel carpark and laydown area which will be used for an upcoming increased workforce required for the LMDIP project. JHG have entered into a written agreement with the landowner and the relevant signed lease agreement is attached to this submission. The temporary carpark will accommodate approximately 60 cars and will be used by John Holland contractors for approximately 34 months from August 2026 to May 2029. A temporary laydown area is also proposed, for the purpose of storing building materials and machinery as needed from time to time. There is no storage of hazardous or dangerous goods proposed within the laydown area. In terms of construction works, only minor earthworks are required, however they fall partially within the riparian buffer zone. Therefore, appropriate erosion and sediment controls and waterway protection measures need to be deployed. No REX# D26/127335 Wimmers Carpark Planning Assessment, 20 July 2026 Page 7 of 13

disturbance of riparian vegetation is proposed, only stripping of a pre-disturbed area partially covered in native and exotic grasses. The NSC - Biodiversity, Waterways and Wetlands Overlay Code has been submitted along with this assessment. The NSC-Rural Zone Code has also been submitted with this application. Traffic and community impacts are expected to be minimal. A Traffic Guidance Scheme has been included as an attachment. Appropriate community notifications will be provided. No priority weeds have been identified onsite. The LMDIP team and JHG are available as required to correspond and work with Noosa Shire Council to ensure all information is provided as need to approve this application.
