Dear Sir/Madam

Sustainable Planning Act 2009

application details
Application No:	MCU17/0024
Proposal:	Development Permit for Material Change of Use of Premises - Entertainment & Dining Business Type 1 Food & Beverages and Type 2 Recreation, amusement and fitness
Street Address:	Sunshine Beach Surf Life Saving Club 4 The Esplanade SUNSHINE BEACH QLD 4567
Real Property Description:	Lot 126 CP 845336 Lot 5 SP 269274
information required
The information requested is set out below:

Issue
The submitted plans and report detail an assessment of the existing floor areas, including assessment of car parking rates based on these areas, however no floor plans of the existing ground and upper levels have been submitted.

Information Required
Floor plans of the existing ground and upper levels.

Issue
The submitted report advises that the proposed extension does alter the height of the existing surf club with the new roof form located below 11.0 metres. The design of the extensions and renovations reflect the existing levels on site. No elevation plans of existing building have been submitted that detail the height of the existing building.

Information Required
Elevation plans of:

The existing building including floor, ceiling and roof levels; and
The outline of the elevations of the existing building super imposed over elevation plans of the proposed development.

Issue
The submitted plans identify works external to the lease area including landscaping, new seating to entry forecourt, curved landscape screens and screening to the pump house. Initial review of the application has also identified further works within the public realm which should be considered to offset potential impacts of the proposed development. These works include:

Alteration of the footpath to the front of the site to improve pedestrian movement and safety;
Improved pedestrian/vehicle management adjacent to the proposed external forecourt;
Conversion of some parallel car parking spaces in Webb Road to 90 degree angled spaces to net an increase in car parking spaces.

Information Required
It is requested that a meeting attended by representatives of the Sunshine Beach Surf Life Saving Club and relevant Shire officers be held. The purpose of the meeting would be to discuss the further opportunities for works within the public realm.

Issue
The proposed development includes extensive external decks and court areas, band area, a substantial function room with external balcony, open air plant deck and roof top equipment and exhausts. Accordingly the acoustic impact from the proposed development may have a detrimental effect on surrounding land uses.

Information Required
A noise impact assessment prepared by a suitably qualified person which addresses noise emissions from the operation of the proposed development including recommendations for acoustic noise controls.

Issue
The proposed development is situated in an area through which significant views are obtained. It is considered that the proposed development may have a detrimental effect on these view lines via the amended and increased area of roof form.

Information Required
Consideration of the potential impact of the proposed development on the view lines of surrounding properties to the north, south and west. It is recommended that this consideration address the levels of surrounding properties and includes sight line diagrams.

Issue
The plans and report reference a ‘removable framed awning’ however no details are provided as to how this device operates or when it is proposed to be used.

Information Required
Clarification regarding the operation of the ‘removable framed awning’ and when the device is proposed to be used.
