1. INTRODUCTION
Hayes Traffic Engineering has been commissioned by Milligan Farms to provide
traffic engineering advice for a proposed poultry farm situated at Top Forestry Road,
Ridgewood just west of Cooroy. The development proposal includes the provision of
8 sheds for poultry. This report has been produced to assess the impact of traffic
generated by the proposed development on Top Forestry Road, Old Ceylon Road and
Cooroy Belli Creek Road and to determine suitable traffic management treatments to
mitigate (if any) any traffic impacts on the local and state controlled road network.
The objective of this study is to provide adequate information to Sunshine Coast
Regional Council for a Development Application.

2. EXISTING CONDITIONS
In order to assess the impact of the development proposal it is necessary to establish
existing transport conditions within the surrounding area.
2.1 Street Network
The development site is accessed from Old Forestry Road and it is described as No.
136 on Lot 21 on SP226606. Connectivity to the broader road network is provided
via Old Ceylon Road and Cooroy – Belli Creek Road.
Old Forestry Road is an unsealed gravel road ranging in width from 5.5m up to 7.0m.
Old Ceylon Road and Cooroy – Belli Creek Road are both two lane sealed roads with
sealed shoulders, centerline and edge line markings and a posted speed limit of
60km/h.

2.2 Traffic Flows
Information provided by the Sunshine Coast Regional Council indicates the Annual
Average Daily Traffic Volume (AADT) and peak hour flows along Cooroy Belli
Creek Road. Traffic volumes for two locations are shown below. Refer to Appendix
B for full traffic survey data information.
Table 1 – Traffic Volumes on Cooroy Belli Creek Road
Location AADT AM Peak PM Peak
Just west of Old Ceylon Road 511 vpd 67 vph 70 vph
Just east of Wust Road 1,260 vpd 165 vph 155 vph
Old Ceylon Road provides access to rural properties and the traffic volumes for are
estimated to be low with less than 300 movements per day. Top Forestry Road is
estimated to carry less than 200 vehicles per day.

3. DEVELOPMENT PROPOSAL
The development proposal consists of a proposed poultry farm. Previously the site
has been used as an avocado and mango orchard, however due to changes within the
business, the mango orchard is no longer operating and the avocado orchard has been
significantly reduced. The proposal includes the construction of 8 sheds for the
purpose of raising chicks over a 7 week period.
Photograph 4 – Access to the Existing Property
3.1 Access Routes
Access to the site is currently provided from Top Forestry Road as shown in
photograph 3 above. All routes to and from the site will travel east along Top
Forestry Road, turning left into Old Ceylon Road and then right into Cooroy-Belli
Creek Road and returning to the Bruce Highway.

4. TRIP GENERATION AND DISTRIBUTION
In order to analyse the impact of the development on the existing transport
infrastructure, it is necessary to assess the number of trips likely to be generated to
and from the site and where they are likely to travel. A trip is defined as a one-way
vehicular movement from 1 point to another excluding the return journey. Therefore,
a return trip to/from a land use is counted as two trips. There are no specific trip
rates in current traffic engineering guidelines for poultry farm land uses. Therefore to
determine an appropriate rate to forecast trip generation information has been sought
from the applicant and another poultry farm in Redland Bay, Queensland.
To accurately determine the impact of the development an understanding of the
existing orchard operations has been undertaken to compare the traffic generated
previously from the site in contrast to the proposed traffic generated from the site.
4.1 Existing Orchard Trip Generation
The subject site has been operating as an avocado and mango orchard for many years,
however due to changes in the business the orchard has been significantly reduced.
The mango trees have been removed and there has been a significant reduction in the
intensity of the avocado trees, both in regard to trees and size of fruit produced. The
peak season for harvesting the fruits was February to September / October depending
on the season. The number of trips generated by the existing orchard operations prior
to reducing the orchard was provided by the operator. Information generated from the
site included the following;
Table 2 – Previous Avocado and Mango Trip Generation
Movement Description Trips Per Year Average Trips per day
Staff during picking 5,250 trips 60 vpd
(7 days /week for 25 week a year)
Staff during other periods 675 trips 6 vpd
(5 days /week for 27 weeks)
Supplies during harvesting 200 trips 1 vpd
(4 trucks per week)
Supplies outside harvesting 108 trips 1 vpd
(2 trucks per week)
Box supplies during packing 196 trips 2 vpd
( 1 small truck per day)
Transport of product during 700 trips 4 vpd
harvest
(2 trucks per day)
Fuel, maintenance and repairs 2 vpd
(average 1 vehicle per day)
Total Average 76 vehicles per day
Therefore the existing property generated an average of 76 vehicles per day including
4 trucks.

It is estimated that the remaining avocado trees will still generate some trips on the
external road network. The intent of the avocado trees is to produce a higher quality
fruit where the trees benefit from the waste generated from the poultry farm. The
peak season (dependent on the type of season) for the avocados will be approximately
May through to October. Pickers and packers for the peak season will be sourced
from local backpackers and transported to the site via the backpacker’s mini bus.
Additional 2 staff members will also be on site during the peak season. It is estimated
that two truckloads of fruit will be transported off the site per week. The trucks
delivering the boxes for the fruit will also transport the fruit from the orchard,
minimising the need for further truck trips and creating more efficiency in the
operations of the orchard. Some additional supplies will be required but these will be
incorporated into the general multi- purpose trips for the residential property.
Table 3 – New Avocado Trip Generation (Peak Season)
Movement Description Trips Per Week Average Trips per day
Staff Packing and Picking 10 trips 2 vpd (mini bus)
Staff 10 trips 4 vpd
Supply of Boxes 2 deliveries & 2 1 vpd (truck)
Pick up of Fruit pick-up trips
General Maintenance 2 <1 vpd
Total Average 16 8 vpd
It is estimated that the remaining avocado farm will generate 8 trips per day onto the
external road network. It should be noted that using the poultry farm waste to fertilize
the avocado trees naturally results in significantly less truck trips on the road network.
Poultry farms that do not have the opportunity to use waste within the site can
generate up to 5 additional truck (truck and dog) movements per day during peak
activities.
4.2 Proposed Poultry Trip Generation
The development consists of a poultry farm, providing 8 sheds and feeding chicks
over one 7 week cycle. There will 5.5 cycles per year. Information from the
Redlands Bay Poultry Farm has been used to determine the frequency of vehicles
servicing the site over the 7 week period. The table below estimates trips based on an
average trip generation from the site over a 7 week cycle for all 8 sheds. Please note
that all waste generated from the poultry farm will be used on site on the avocado
trees and therefore no truck trips are generated for the removal of waste.

Total 24 trips 3 to 4 trips
Average per week per day
The staff manager resides on the site and therefore no additional staff trips are
required. Additional trips for small maintenance supplies will be undertaken as multi-
purpose trips and part of the trip generation for the existing residential dwelling.
Therefore the existing poultry operation will generate an average of 4 trips per
day including 3 truck movements.
Based on the information provided above, the impact of traffic generated from
the site is actually reduced from 76 trips per day to 12 trips per day (8 trips per
day during the peak avocado season and an average of 4 trips per day for the
poultry farm).
4.3 Trip Distribution and Assignment
Trip origin and destination for the proposed development has been assessed. All
routes to and from the site will travel east along Top Forestry Road, turning left into
Old Ceylon Road and then right into Cooroy-Belli Creek Road and returning to the
Bruce Highway.
The types of vehicles accessing the site will be a combination of light vehicles, semi-
trailers and 19m B-doubles. The arrival and departure of chickens will be undertaken
via semi-trailers and the delivery of grain will be via 19m B-doubles. It must be noted
that only 19m B-doubles are proposed and not 25m B-doubles. As per TMR’s
Guidelines for Multi-Combination Vehicles in Queensland (Clause 4.1.3), 19m B-
doubles can operate on all general access roads and an approved B-double route is
NOT required. It is envisaged that during peak periods there will be 3 semi / B-
double trips per day

5. TRAFFIC IMPACT
The assessment of the impact of the proposed development on the external road
network has been undertaken. The impact has been analysed according to the
procedures set out in Austroads – Guide to Traffic Management and Road Design.
5.1 Intersection Analysis (without development)
A review of the operational performance of the intersection of the Old Ceylon Road
and Cooroy Belli Creek Road has been undertaken. According to Austroads Guide to
Traffic Management Part 3 – Traffic Studies and Analysis, Table 6.1, “At
unsignalised intersections with minor roads where there are relatively low volumes of
cross and turning traffic, capacity considerations are usually not significant and
capacity analysis is unnecessary”. Table 6 below shows the volumes where
intersections operate adequately and capacity analysis is not required.
Table 6 - Roadway Capacity
Light cross & turning volumes
Type of Road Maximum design hour volumes
Vehicles per hour (two way)
Two Lane major road 400 500 650
Cross road 250 200 100
The traffic volumes on Cooroy-Belli Creek Road as stated in Table 1 of this report are
below 200 vehicles per hour and the estimated volumes on Old Ceylon Road are also
below 200 vehicles per hour. Therefore the intersection will continue to operate
under uninterrupted flow conditions and detailed analysis is considered unnecessary.
5.2 Road Section Analysis (with development)
The impacts of the proposed development on Cooroy-Belli Creek Road have been
assessed. In accordance with the requirements of Austroads and the Main Roads
document, “Guidelines for Assessment of Road Impacts of Development Proposals.”
it states in Section 1.2 Scope of the Guidelines;
“In general terms, a development’s road impacts are considered to be
insignificant if the development generates an increase in traffic on the road
network of less than 5% of existing levels.”
According to the traffic surveys the existing levels or average annual daily traffic
volume (AADT) on Cooroy Belli Creek Road is 511 vehicles per day (vpd). The
increase in development traffic is 4 vpd. Compared to existing levels the trips
generated from the site are below 5%. Therefore the increase in development
generated traffic would be less than 5% of existing levels and the impact is considered
insignificant.

6. INTERSECTION GEOMETRY & SIGNAGE
An assessment of intersection of the existing road network and intersection has been
undertaken to review safety improvements.
The impacts of the proposed development have been assessed and mitigation
measures are provided in Section 6 and 7 of this report. Additionally a Hazard
Reduction Action List (Appendix C) has been provided recommending safety
improvements for the road network.
In regard to the existing formation, detailed survey has not been obtained, however
site investigations indicate that the road width on Top Forestry Road ranges from
5.5m to 7.5m. Is preferred to provide a 7.0m wide minimum road pavement width in
constrained locations such as curves and crests to allow a car to pass a moving truck.
As per Table 2.6F of “Queensland Streets” Guidelines a road width of 7.0m is
required for a car to pass a moving truck at 50km/h.
6.1 Intersection Priority Treatments
The intersection of Top Forestry Road and Old Ceylon Road is sealed and currently
controlled by Give Way signage. A review of the intersection of Cooroy Belli Creek
Road and Old Ceylon Road indicates that additional traffic management devices could
aid in improving safety and delineation at this location. It is recommended that Give
Way signage and associated line marking be upgraded as part of Council’s general
maintenance. As shown below there is no Give Way sign provided.

Milligan Farms
August 2013
6.2 Warning Sign Treatments
An assessment of signage on approach to the intersection has been undertaken to
ensure consistency across the road network and that treatments comply with Part 2 of
the Manual of Uniform Traffic Control Devices (MUTCD). Signage on the Cooroy
Belli Creek Road on approach to the intersection with Old Ceylon Road should
include Truck warning signs (W5-22) and should be compliant with Clause 4.11.2.5
of the MUTCD.
Figure 5 – Extract from the MUTCD – Truck Signage
6.3 Pavement Repairs
There is evidence of pavement failure on Old Ceylon Road approach to Cooroy-Belli
Creek Road. The pavement is cracked and in need of repair due to the number of
vehicles currently turning left out of Old Ceylon and travelling toward Cooroy.
Whilst the proposed development does not significantly increase the traffic at this
intersection, Council should consider including this intersection in their works and
maintenance program.
Photograph 6 – Pavement Failure at Old Ceylon Road

7. SITE ACCESS
The existing access to the subject site has been reviewed and additional improvements
should be considered to ensure the safety of road users. There is also a bus stop
adjacent to the property access on Top Forestry Road.
The driveway and access has been designed by Callaghan and Toth and shown in
Drawing 1209-09 in Appendix A. Vegetation clearing has been recommended and
sight visibility complies with Figure 3.2 of AS2890.1 for 50km/h. It is recommended
that consideration to drainage and retaining south of the access be provided at detailed
design stage (operational works).
In regard to the existing bus stop there is adequate formation width to cater for the bus
stop and meet the requirements for rural school bus stops. The property access is
clear of the bus stopping area and there is adequate length to maintain the existing
15m taper exiting the bus stop.
Consideration should be given to the following;
Improving drainage and storm water runoff;
Clearing overgrown vegetation to improve sight visibility;
Signage to warn of truck movements and access identification.

7.1 Delineation
The delineation along various sections of Top Forestry Road is inadequate. Therefore
it is recommended that guideposts be installed as per Clause 3.2.4 of Part 2 of the
MUTCD along Top Forestry Road. Guide Posts should be provided at, or near, the
edge of the road formation with a recommended clearance between opposite guide
posts of 6.2m minimum. It is recommended that guide posts be provided at a spacing
of 300m on straight sections of road with 60m minimum spacing on curves.
Guideposts are to be provided at all creek crossings (floodways) at a spacing of 25m
maximum with posts provided in pairs, one each side of the formation.

8. CONCLUSION
This report has assessed the impact of traffic generated by the development site on the
external road network. An assessment was carried out of the existing road conditions
and the trips likely to be generated by the proposed development and the estimated
distribution of trips on the existing street network.
The proposed development does not adversely impact on the operational
performance of the external road network, namely Top Forestry Road, Old
Ceylon Road and Cooroy-Belli Creek Road. The intersections operate under
uninterrupted flow conditions with spare capacity. Even with variations to the
traffic generated from the development, which may occur over the life of the
operations due to weather patterns and/or changes to farming procedures, the
traffic flows in this area are so low that the development will not impact on the
operational performance of the road network. The focus for this assessment, (as
is the case with the majority or rural and regional projects) is safety based not
capacity based, due to low traffic flows.
The trips generated from the site are below 5% of existing daily traffic flows on the
Cooroy-Belli Creek Road and therefore the impact of the proposed development
traffic is considered insignificant.
It is recommended that Give Way signage and associates line marking is re-installed
on the Old Ceylon Road approach to Cooroy-Belli Creek Road. Signage on the
approach to the access intersection should also include Truck warning signs (W5-22)
and should be compliant with the MUTCD.
In conclusion, an assessment of the proposed development has been undertaken to
determine the impact on the external road network. The additional development
generated traffic resulting from the proposed poultry farm will not adversely
affect the operational performance of the external road network; however
additional traffic management devices such as delineation and signage should be
considered for inclusion in Council’s next maintenance program to ensure and
maintain the safety of all road users.

Top Forestry Road, Ridgewood – Hazard Reduction Action List
Please Note - The table below is to be read in conjunction with the Traffic Engineering Report by Hayes Traffic Engineering dated July 2012
for a proposed Poultry Farm Development at Top Forestry Road, Ridgewood. The recommendations below are to mitigate the potential
increase in development generated traffic along Top Forestry Road and enhance safety for road users, reduce roadside hazards and delineate
approaches curves through signage improvements. It should be noted that this is not a Road Safety Audit, but provides recommended
treatments to improve existing road conditions, enhance safety and reduce roadside hazards.
